State Secrecy: A Literature Review, Stephane Lefebvre

Secrecy and Society

What is secrecy? What is a state secret? Which state secrets deserve protection from disclosures? How are state secrets protected from disclosure? In this review, I use these questions as an organizing framework to review the richness of a very disparate, largely US-centric, but also multidisciplinary literature. In doing so, I highlight the social nature of secrecy - that it is a social construct with social effects and consequences - and the need for further research to unveil those rationalities that specific discourses on state secrecy put forward to legitimize the nondisclosure of state secrets.

The aim of neoliberal environmentalism was to unleash the market to protect the environment; but as it turns out, things are getting worse on our way to catastrophe. Despite persistent failures, neoliberal environmentalism remains prevalent—and apparently without alternative. This paper directs focus on an often-overlooked dimension of this apparent stasis: the nexus of self and society in advanced capitalism, as shown in the linkage between neoliberal environmentalism and the autonomous ecoconsumer. Marcuse’s concept of repressive desublimation is engaged to better understand how environmentalist desire is currently being thwarted in ways that inhibit movement toward socioecological emancipation. This introductory contribution examines the ‘Global South’ as a meta category in the study of world politics. Against the backdrop of a steep rise in references to the ‘Global South’ across academic publications, we ask whether and how the North–South binary in general, and the ‘(Global) South’ in particular, can be put to use analytically. Building on meta categories as tools for the classification of global space, we discuss the increasing prominence of the ‘Global South’ and then outline different understandings attached to it, notably socio-economic marginality, multilateral alliance-building and resistance against global hegemonic power. Tracing Biometric Assemblages in India’s Surveillance State seeks to understand the historical conditions that rendered the nation-state of India as having the world’s largest biometric surveillance system: Aadhaar. Surveillance practices used by the British Raj mirrors the current social order of the ruling Bharatiya Janata Party (BJP), as they use surveillance to similar ends in today’s political economy, through the intersecting forces of neoliberalism and ethnonationalism. This thesis is an exploration into how India’s current surveillance regimes cultivate biometric surveillant assemblages through Aadhaar. Gopniki: Peripheral Masculinity In Post-Soviet Russia, Eli Loeb

In the 1990s, packs of tracksuit-clad youth from the suburbs known as gopniki descended on Russia’s cities. These problematic youth, embodying a unique strain of violent masculinity, rapidly rose in prominence during a time of national crisis. The gopniki faded just as quickly when Russia entered the new millennium. The influence of gopnik worldview did not diminish with the movement, however, and gopniki continue to influence Russian culture. This study of primary Russian source material examines the theoretical, ideological, and historical origins of this under-researched group, and explains their lasting influence on Russians in a rapidly changing world.

This contribution goes back to a study of the formative power of identity norms in professional fields of occupation (fine arts and politics). In this article, we focus on the understanding of identity norms that members of the German Bundestag have to meet and/or to cope with. Thus, our research question is which demands professional politicians encounter and which ways of dealing with them are established. Women’s political representation is linked to the empowerment of women in society. In efforts to alleviate women’s disenfranchisement from the political discourse, the international development framework included gender quotas as mechanisms to facilitate an increase in the presence of women in parliaments. Existing research has examined the link between Hanna F. Pitkin’s conceptualization of descriptive representation and substantive representation with a focus on performative measures of women parliamentarians. The article presents an original needs-based partial theory of human injustice and shows its relationship to existing theories of human need and human liberation. The theory is based on an original typology of three social structural sources of human injustice, a partial theorization of the mechanisms of human injustice, and a needs-based theorization of the nature of human injustice, as experienced by individuals. The article makes a sociological contribution to normative social theory by clarifying the relationship of human injustice to human needs, human rights, and human liberation. Whilst there is ample precedent to argue against the common-sense notion that the ideological leanings of political parties are congruent with their implementation of fiscal policy (Boix, 2000; Garrett & Lange, 1991; Hibbs, 1977; Liargovas & Manolas, 2007), there is a relative dearth of research on the role of discourse in shaping fiscal policy with one notable exception by Maatsch (2014). Murky Projects And Uneven Information Policies: A Case Study Of The Psychological Strategy Board And Cia, Susan Maret

This case study discusses the Truman and Eisenhower administration's (1951-1953) short-lived Psychological Strategy Board (PSB). Through the lens of declassified documents, the article recounts the history and activities of the Board, including its relationship with the Central Intelligence Agency (CIA) and clandestine projects that involve human experimentation. Primary documents of the period suggest that institutional secrecy, coupled with inconsistent information policies, largely shielded CIA's BLUEBIRD, ARTICHOKE, and MKULTRA from the Board. This subject has not been previously reported in the research literature, and supplements existing historical understanding of the PSB's mission under the broad umbrella of psychological warfare.

Cognitive sociology is the study of the conditions under which meaning is constituted through processes of reification. Cognitive sociology traces its origins to writings in the sociology of knowledge, sociology of culture, cognitive and cultural anthropology, and more recently, work done in cultural sociology and cognitive science. Its central questions revolve around locating these processes of reification since the locus of cognition is highly contentious. Researchers consider how individuality is related to notions of society (structures, institutions, systems, etc.) and notions of culture (cultural forms, cultural structures, sub-cultures, etc.). Facing challenges to the civic purpose of higher education, some scholars and administrators turn to the rhetoric of engagement. Simultaneously, the political philosophy of cosmopolitanism has gained intellectual favor, advocating openness to the lived experiences of distant others. We articulate linkages between these two discourses in an extended case study, finding that a cosmopolitan ethos of engagement in a rural context can improve (1) understanding among people ordinarily separated by spatialized social-ecological differences, (2) prospects for longer term environmental sustainability, and (3) the visionary potential of collaborative inquiry. The threat of global climate change increasingly influences the actions of human society. As world leaders have negotiated adaptation strategies over the past couple of decades, a certain discourse has emerged that privileges Western conceptions of environmental degradation. I argue that this framing of climate change inhibits the successful implementation of adaptation strategies. This thesis focuses on a case study of the Maldives, an island nation deemed one of the most vulnerable locations to the impacts of rising sea levels. Still, surveys reveal that more than half feel “disconnected” from their civilian counterparts, and this feeling persists despite ongoing efforts, in the academy and elsewhere, to help returning veterans overcome physical and mental wounds, seek an education, and find meaningful ways to contribute to society after taking off the uniform. In 2014, the RGC Centre for the Advancement of Best Practices examined voluntary self-exclusion reinstatement and renewal in an effort to develop evidence-informed best-practices for both land-based and online gambling operations. This chapter situates Moishe Postone's critique of traditional Marxism in relation to the present moment of the Great Acceleration. We engage a close reading of Postone reinterpretation of Marx's mature theory of capital with specific focus on the linkage between economic growth and ecological degradation, and how this linkage is necessary connected to social domination in modern capitalist society. Postone's Marxian theory is significant because, as we demonstrate, it allows one to grasp societally induced environmental degradation following WWII in a critical and reflexive manner. This chapter situates Lukács' critique of reification (1923) in relation to the emergence of the Great Acceleration. We develop Lukács' critique through the issue of the increasing rationalization of industrial and administrative work in the early twentieth century. In do so, we show how Lukács is able to relocate the continued relevance of Marx's insights with respect to the deeper structure of capitalist society in his consideration of the differential manner in which proletariat and bourgeois class consciousness approach the problem of social contradictions.
