The Lutheran Church in America, meeting in convention June 21-29 in Kansas City, Missouri, passed two recommendations which commit that church body to a broader and more intensive ministry to the Indian American. The two recommendations were embodied in the convention report of the LCA's Board of American Missions, and grew out of a special study conducted for the Board by Miss Henrietta Lund, consultant to the United Nations for the National Lutheran Council. 21 students and instructors from the University of Pennsylvania helped local Negroes erect a $10,000 community center during Christmas vacation. The community center was considered an essential support for nine Negro families who are striking for decent wages, because it will provide a focus for an economic co-operative to sustain those who are opposing the current $3 per day wage scale paid to them for sunrise to sunset labor.

The federal government is not the only agency which chooses to fight aggressively the destructive forces at work in the poverty pockets of our cities. In Kansas City, Faith Lutheran Church had long been serving the Northeast Neighborhood in its direct and straightforward way when, in July of 1965, the newly-created Office of Economic Opportunity decided, upon petition by the church, to devote a portion of its funds to this predominantly Negro, lower-income area of the city. The purpose of this thesis is to present a body of data concerning segregated housing facilities for Negroes in Detroit. It will attempt to cover both the historical development and the present situation of segregation. Considerable emphasis will be placed upon the typology and construction of restrictive covenants. The functions of various community organizations in the area of housing problems will also be examined. There will be some effort at prediction of future trends. The motivations and social psychological forces behind segregation will, of necessity, be given only cursory treatment.
