In 2002, Massachusetts voters approved a referendum against the continuance of Transitional Bilingual Education (TBE) as a method of instruction for English language learners. The study undertaken by the Mauricio Gaston Institute at UMass Boston in collaboration with the Center for Collaborative Education in Boston finds that, in the three years following the implementation of Question 2 in the Boston Public Schools, the identification of students of limited English proficiency declined as did the enrollment in programs for English; the enrollment of English Learners in substantially separate Special Education programs more than doubled; and service options for English Learners narrowed. …

Sustainable Food Systems: Perspectives On Transportation Policy, Kameshwari Pothukuchi, Richard Wallace

Urban Studies and Planning Faculty Research Publications

Global agri-food and transportation systems have dramatically expanded food production and distribution worldwide. This integration, however, also adversely affects human health. The negative effects arise from unequal access to healthy food, unequal access to transportation for agri-food workers, increasing geospatial and economic concentration in the agri-food industry, and an emerging competition between food and fuel. Because the health of individuals is inextricably tied to the health of communities, regions, and ecological systems, health and transportation professionals need to act to both mitigate current disparities and enhance the future viability and sustainability of these systems. This report highlights the complex, multidimensional nature of inequality in the era of globalization. It documents that despite the impressive strides by nations like China and India, absolute inequality between the richest and poorest countries is greater than ever before in history. The Right To Learn Across The Tracks: An Analysis Of School Funding And Integration In Seattle, Houston, Philadelphia, Chicago And Washington, D.C., Erin M. Pollard

Through examining the levels of integration in public and private schools across the United States, it is clear that the spirit of Brown v. Board of Education was never fulfilled. Students are still learning in an overwhelmingly homogeneous environment. Even in diverse neighborhoods there is a difference: the poor and minority children attend the public schools and the wealthy children attend private school. Thus, the urban public schools remain overwhelmingly minority, while private schools are overwhelmingly white. There is a clear discrepancy between black and white students in terms of size of school and quality of education.

Theorizing Cross-Border Mobility: Surveillance, Security And Identity, Robert Pallitto, Josiah Heyman

Political Science Publications

This article explores the effects of post-9/11 security programs on mobility into and within the United States. Specific programs such as retinal scanning and vehicle preclearance are analyzed according to the differential effects they generate in terms of risk, rights and speed of movement. These differentiations suggest that individuals and groups will be identified in unequal ways, and that they will in turn experience their mobility differently. In the end, the analysis provided here adds complexity to current theorizations about citizenship and identity: it shows that while individuals make claims to new and different kinds of citizenship, state power also …

Latino Educational Enrollment And Attainment Levels In New York City, Victoria Stone

Introduction: This study examines educational attainment rates among racial/ethnic groups in the US and New York City as of 2000 – particularly Latinos.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: Statistics show that close to 50% of the Asian and White populations between 18 and 24 years of age are enrolled in undergraduate programs. Enrollment for Blacks and Latinos in respective populations of …

Cracking Silent Codes: Critical Race Theory And Education Organizing, Celina Su

Critical race theory (CRT) has moved beyond legal scholarship to critique the ways in which “colorblind” laws and policies perpetuate existing racial inequalities in education policy. While criticisms of CRT have focused on the pessimism and lack of remedies presented, CRT scholars have begun to address issues of praxis. Specifically, communities of color must challenge the dominant narratives of mainstream institutions with alternative visions of pedagogy and school reform, and community organizing plays an important role in helping communities of color to articulate these alternative counter-narratives.
