The focus of this research is to find the differences of how each state’s welfare policies have changed since the welfare reform act of 1996, and also how recipients have responded to this change. In my analysis I combined data from the U.S Department of Health and Human Services, the Bureau of Economic Analysis, and the U.S. Department of Commerce. Preliminary results suggest that states with a higher percentage of recipients on welfare before the reform showed a greater change in number of recipients than states starting with a lower percentage as did states with stronger Democratic leanings, a more …

The recent push for more Americans to attend postsecondary institutions has led to the development of numerous and far-reaching government student financial aid programs. These programs have aimed at supplying the whole of the population with financial assistance regardless of color, gender, or age. However, the distribution of the aid has encountered many problems as critics argue that the recipients of the aid are primarily limited to a narrow subgroup of the population. This research analyzes the intersectionality of race, class, gender and governmental regulations, as they relate to violence against black women who are employed in domestic work. In order to reasonably address this larger issue in three weeks of field research, I have chosen to study this relationship as it relates to violence against black domestic workers, as domésticas and their female employers, as patroas, largely white women. Drawing from existent knowledge regarding the forms of oppression used against the black community during slavery, I conclude that that this hegemonic, dominant societal structure continues to function today in new, yet still …

The current study is an analysis of the problem of homelessness in American society today. It focuses on the demographic characteristics of the homeless in addition to some of the contributing factors that explain homelessness. Of particular concern is how the criminal justice system responds to homelessness, including the criminalization and stigmatization of homeless individuals and the implications of such a response. The data used in this study come from a recent survey conducted in a jail setting in a northwest city. Conceptions Regarding Children’S Health: An Examination Of Ethnotheories In A Sending And Receiving Community, Maria Rosario De Guzman, Jennifer Deleon, Gloria Gonzalez-Kruger, Rodrigo Cantarero

Ethnotheories are beliefs that adults hold about children and the factors that impact upon their development. Scholars suggest that “ethnotheories” serve as cultural models that underlie motivations for parenting practices and the way adults organize children’s early experiences. This study examines Mexican adults’ ethnotheories about children’s health in two communities that are linked by transnational migrants and serve as sending and receiving communities for workers. Forty-four Mexican adults in six focus groups discussed well-being issues affecting children in their communities. Qualitative analyses using grounded theory revealed a complex conception of children’s health issues that included physical, psychological, and behavioral components …

Social inequality and environmental degradation are motivating informed young people into action and connecting impoverished regions of the world with students in more developed nations. This Social Sciences senior project is to analyze an alternative development model designed by a group of Californian university students. The project, named Chimeneas de la Esperanza, is designed to help impoverished Nicaraguan women start a ceramics business. The major hurdle of this mission is to establish a market for the ceramics product. Energy efficient ceramic stoves and smoke ventilating chimneys would benefit the community and avoid an impacted crafts market. The project encompasses ideas …

The New York City Police Department (NYPD) has made enforcement of laws against disorder and quality-of-life offenses a central part of its policing strategy. Concomitantly, New York City (NYC) experienced a renaissance in orderliness, cleanliness, tourism, real estate value, and crime reduction, although other problems such as poverty, unemployment, drug abuse, racial tensions, and homelessness persist. This paper examines quality-of-life policing practices in NYC, describes the philosophical underpinnings, explores the critical response to the program, and presents lessons of potential relevance to other policing organizations in the USA and around the world.

How Esol Teachers Become Aware Of Communicative Peace, Josette Leblanc

This paper examines the implications that the relationship between teacher language awareness and communicative peace may have on educational programs for teachers of English for speakers of other languages (ESOL). The evaluation begins by analyzing proposals set out by the applied peace linguist Francisco Gomes de Matos, who suggests that ESOL teachers should teach communicative peace as an element of communicative competence, and also that education programs should provide training to support this approach. By juxtaposing current literature on structural and linguistic violence with Gomes de Matos' classroom techniques, the hypothesis is made that teachers who would teach communicative peace …

This is the sixteenth in the annual series of Changing Patterns reports prepared for the Massachusetts Community & Banking Council (MCBC) by the present author. The series is aptly named: mortgage lending since 1990 has indeed been characterized by “changing patterns.” In recent years, the major focus of the series shifted from concern for fair access to credit for traditionally underserved borrowers and neighborhoods to concern for access to fair credit for these same borrowers and neighborhoods. Massachusetts students of limited English proficiency do better academically than students of limited English proficiency in other states. But relative to other students in the state, students of limited English proficiency in Massachusetts face a disadvantage greater than that faced by their peers in most states. This suggests that while the overall higher levels of education in the state benefit LEPs in Massachusetts relative to LEPs who attend schools in states where the quality of education is lower, current policy and practice leads to significantly greater inequality in this state. When Personal Dreams Derail, Rural Cameroonian Women Aspire For Their Children, Akuri John, Susan Weinger, Barbara Barton

Data gathered from a convenience sample of 36 women who reside in rural villages lying on the outskirts of Buea, Cameroon is not consistent with the "culture of poverty" proposition which states that personal characteristics of the poor tie them to a life of poverty. These findings run counter to an assumed "culture of poverty" in which persons do not hold career aspirations and socialize their children with attitudes that assure the generational transmission of poverty. The Limits Of Paternalism: A Case Study Of Welfare Reform In Wisconsin, Thomas S. Moore, Swarnjit S. Arora
The Journal of Sociology & Social Welfare
This paper uses a pooled sample constructed from the Food Stamp Quality Control data for the fiscal years 1993 to 2006 to assess the effects of welfare reform upon the employment, earnings, income, and poverty trends among poor, single-mother families, both in Wisconsin and nationwide. It finds that the employment and earnings gains of the Wisconsin families exceed those of comparable families nationwide. However, there has been no significant change in the average income of the Wisconsin families, and the number of extremely poor families has increased more rapidly in Wisconsin than in the country as a whole. In November 2002, the voters of Massachusetts approved Referendum Question 2. This referendum spelled an end to Transitional Bilingual Education (TBE) as the primary program available for children requiring language support in Massachusetts. In its place came a radically different policy called Sheltered English Immersion (SEI). Unlike TBE, which relies on the English learners’ own language to facilitate the learning of academic subjects as they master English, SEI programs rely on the use of simple English in the classroom to impart academic content; teachers use students’ native language only to assist them in completing tasks or to answer a question. …

This study focuses on the academic experience of English Learners (ELs) in Boston’s public schools in the year before and in the three years following the implementation of Referendum Question 2.
