A recent Associated Press news story by Bernard Gavzer makes a startling, frightening comparison between the conditions which marked the lives of people in minority communities in this country during the 1960's, and the conditions which affect their lives today.

"As bad as things were then. . . they are worse now. Jobs, police, hostility, housing, schools, welfare, medical care. Bad. And a change, too, in many people. Despair, isolation, a notion that the color of evil is white."

As Lutheran meetings go, this was a strange one. Probably more non-Lutherans than Lutherans were present. And most of the non-Lutherans were Indians - Indians from California, Utah, New Mexico, Arizona, Colorado, Wisconsin, Nebraska, Minnesota, South Dakota, Oklahoma, North Carolina, Illinois and a few more states.

On Wednesday, December 1, the Indians of the Chicago Indian Village were brought to trial by the Northern Illinois Conference of the Methodist Church of America, for illegally possessing Camp Seager, a Methodist-owned camp located near Naperville. The trial, held at the DuPage County court house in Wheaton, Ill., resulted in an eviction notice being served on the group - about 50 Indians led by Mike Chosa.

Nineteen months ago, Federal District Judge Richard B. Austin charged the Chicago Housing Authority with racial discrimination in site selection. He ordered that no more public housing could be built in black neighborhoods until 700 units have been built in white areas.

Since that ruling was issued, there has been no construction of public housing.

The release without trial of eight Black Panthers after two years imprisonment; the concerted efforts of the Justice Department to confine the Berrigans and their colleagues; the massive, indiscriminatory arrests in Washington, D.C. of young people (as well as citizens trying to get to work) with an estimated 80 percent of these arrests illegal; the rigid defense of this government action by high officials - these and similar cases can be cited to raise concern over the heavy-handed pattern of law enforcement and government control that may corrode the foundations of a state, and ultimately shackle and destroy people.

The Board of Parish Education of the Florida-Georgia District, LCMS, has issued a statement concerning procedures for Lutheran parochial schools in the district when the situation involves an attempt to avoid the desegregated public schools.

The statement suggests that the policy of each school should be one of encouragement for all races, and that "no ulterior motives which may influence the transfer of children to private schools be abetted or even encouraged.

Into the middle of the "Denver debate" - the sometimes bitter, sometimes restrained, but always intense expressions of opinion - came a group of black Lutherans bringing their gift of love. James Forman, director of the National Black Economic Development Conference, interrupted the service at Riverside Church, New York, on Sunday, May 3, when he stood in the chancel and read a list of demands made by his organization against the church. Riverside Church, located at Riverside Drive and 120th Street, just west of Harlem, has been singled out, Forman said, "because it is in the heart of the Harlem community, as are a few other racist institutions."

Williams was addressing a "moratorium" assembly in Valparaiso University's Chapel. Several months ago, the sanitation workers in Oklahoma City requested improved working conditions and more pay. Although some of their demands were met the specific requests for $100 a month pay raise and 5-man crews were not met, and the workers set a strike date of August 19.

The Lutheran Church - Missouri Synod is endeavoring to take its verbal commitment to the concern of housing needs seriously. February 16 marks the day of a church-wide effort to gather a million dollar offering in a program called "Keys for Christ."

It all started in New York in 1967 when delegates of the church assembled in convention wanted to give substance to resolutions of earlier conventions that spoke more generally in this matter.

LHRAA's Board of Directors has scheduled its 1969 Institute on Human Relations for Chicago for the week-end of June 27 to 29.

The decision calls for moving the site of the Institute from Valparaiso University to the Lutheran School of Theology. The meetings will be on Chicago's South Side in a setting where the issues of racial and urban crisis are close at hand.

The entire format - and goals - of this year's Institute will differ greatly from previous years.
