The quality of Lutheran schools serving Black communities in the Southern District of The Lutheran Church-Missouri Synod is very poor compared to other Lutheran schools in the United States, concludes the recently released report of a study of these schools.

The study, "Teaching Assistance Project," was conducted early last year by Harold Kieschnick, principal of Trinity-Messiah Lutheran School of Houston, Tex.

A national coalition for the "internationalization of U.S. mission" has been organized among various national and local Lutheran ministries to help put domestic struggles in perspective to international issues.

At an organizing conference May 12-14 in Cleveland, Ohio, 16 persons from 12 organizations from as far apart as Sioux Falls, S. Dak., and Miami, Fla., met to form the new coalition. They named it the New Wine Exchange

State troopers for too long a time have come in only one color with little variance in size and shape. This phenomenon was finally brought to the attention of the United States Department of Justice. As a result, civil suits on behalf of Blacks, Spanish-surnamed persons, and women were filed recently against state police forces in Michigan and New Jersey.

Twenty people who serve as coordinators for the Lutheran Human Relations Association of America gathered at the Tollentine Retreat Center near Chicago on Oct. 10-12 to audit their activities and discuss their roles for the months ahead.

Coordinators are individuals or in some instances teams who, appointed by LHRAA as non-salaried, part-time extensions of its staff, give presence to LHRAA's ministry in local communities.

Carol Petzold of Rockville, Md., represented the Lutheran Human Relations Association of America at this year's 26th annual meeting of the Leadership Conference on Civil Rights in Washington, D.C.

Headquartered in New York City, the LCCR is a cooperative association of human rights organizations. Its chairman is Roy Wilkins, long-time executive secretary of the National Association for the Advancement of Colored People.

Church support for Indian people is decreasing, it was reported at a conference sponsored jointly by the Lutheran Church and Indian People and the National Indian Lutheran Board.

In the five years that have elapsed since NILB's inception, participants observed, funds gathered for distribution among Indian communities and agencies have been considerably reduced.

Many of the major publications have recently taken note of the twentieth anniversary of the Supreme Court decision in the Brown v. Board of Education of Topeka, which ruled that segregation in public schools was unconstitutional. The New York Times (May 12, 1974) commented, "Despite enormous strides by blacks and other aggrieved minorities, the battle for equality is far from over . . . " On page 3 of The Vanguard there is a story about an incident in a South Dakota courtroom, illustrating the indignities and injustice with which Indian people must contend.

The Commission on Religion in Appalachia (CORA) works directly with a variety of poor people's self-help groups, seeking to develop community organizations designed to give the people an economic, social and political voice.

In January, 1974, the United Farm Workers of America challenged the International Vice-President of the Teamsters Union to arrange an "immediate secret ballot election to settle once and for all the question of who represents the farm workers, the UFWA or the Teamsters.''

Judge Nichol, who presided at the Wounded Knee trial ~ St. Paul, has also worked with the American Legion serving as chairman of its Americanism Committee. He could be considered a conservative man. According to some who were present at the trial, he spoke good words about the FBI participation in the trial calling it the finest agency of its kind in the world. Eight and one-half months and hours of testimony later, the judge spoke other words, giving a scalding assessment of what he had witnessed, concluding, "This has been a bad year for justice."

On March II and I2, I974, a citizen's panel assembled in Harlan County, Ky., to investigate conditions surrounding the then eight month old coal miner's strike against Duke Power Company's Brookside Mine in Harlan. The panel heard testimony from more than fifty witnesses on the issues involved in the strike, and went on an inspection tour of the Brookside Coal Camp.

The building of new communities was the major emphasis for the LHRAA Institute on Human Relations, held during the last weekend in July on the campus of Valparaiso University, Valparaiso, Ind.

Institute participants worked together on techniques and procedures for cultivating Christian communities. Within such communities, issues of local concern can be assessed, resources evaluated, and decisions made about the kind of action which would most effectively address the problems.

The statement was made by Bishop Leonard N. Auala of Namibia's Ovambokavango Lutheran Church, head of the African church and a leader in the struggle against apartheid policies imposed on South-West Africa. South Africa continues to control the territory despite the removal of the administrative mandate by the United Nations General Assembly in 1966, the UN-established council, in 1967, to govern the area until independence, and a 1971 ruling by the International Court of Justice that South Africa give up Namibia.

January 16, 1974 -The U.S. Circuit Court of Appeals, St. Louis, has reversed the contempt citation and the jail sentence against Dr. Paul Boe. Without commenting on the issue of confidentiality of clergy, the court ruled that Dr. Boe was denied due process in the district court in Sioux Falls, S.D., when he was not given sufficient notice of the contempt citation and enough time to prepare and present arguments in his own defense.

In February of this year, the Federation of Evangelical Lutheran Churches (FELCSA) in Southern Africa held its fourth conference. The meeting was marked by sharp disagreement, according to a LCUSA news report, between white and black delegates over the question of declaring public support for the strong opposition of the black Lutherans to South Africa's apartheid policies.

The Lutheran Church-Missouri Synod has designated LHRAA as recipient of a $4700 grant in support of developing a regional thrust to respond to problems of racism at local level. The amount was allocated from a special item authorized by the 1971 Milwaukee Convention of the Synod when a resolution was passed calling for a concerted effort to combat racism.

In the spring of 1968, shortly after the Los Angeles Chapter of LHRAA was organized, plans for implementing a summer recreation project were made. Target for the first year was to present sewing classes for teenage girls caught in innercity communities where recreational resources were in short supply. A newsletter to some 350 Lutheran churches in Los Angeles and Orange Counties elicited used sewing machines, money and yardage with which to supply the classes, and women volunteers to teach. That first summer, six sites were staffed with a total enrollment of 150 girls.

The gathering of armed government personnel, the sound of fired weapons, and the entrenched commitment of Indian people at Wounded Knee, South Dakota, constitute a chilling and grim reminder of a senseless slaughter of innocents less than 85 years ago at the very same site. That occasion saw U.S. troops bearing down on defenseless men, women, and children in the little village.
