Spending, Saving And Borrowing: Perceptions And Experiences Of Girls In Gujarat, Population Council
Poverty, Gender, and Youth
Microfinance and savings programs that offer user-friendly and flexible savings schemes for women are increasingly being implemented in India, but such programs have been limited to adults. Although a number of programs have been implemented that aim to empower adolescent girls and young women, these have largely focused on enhancing life skills and awareness. The potential among young females to enhance control over resources through savings and use of other financial products in formal and informal banking institutions has rarely been addressed, either in research or through programs. As stated in this brief, the Council and the Self Employed Women's …

Poverty, Gender, and Youth
In India, sexual activity and childbearing among young women take place overwhelmingly within the context of marriage. Despite the high prevalence of early marriage, little is known about the lives of married young women, and few interventions have focused on supporting this group. In response, the Population Council, in partnership with Child In Need Institute in Kolkata (West Bengal) and Deepak Charitable Trust in Vadodara (Gujarat), initiated the First-Time Parents project aimed at developing and testing an integrated package of health and social interventions that would improve married young women’s reproductive and sexual health knowledge and practices, and expand their …

Poverty, Gender, and Youth
Young people in India face traditional age- and sex-stratified norms that espouse gender double standards. Premarital partnerships are taboo and anecdotal evidence suggests that in many settings in India, the hint of a romantic relationship or even social interaction between young girls and boys is sufficient to damage a family's reputation and/or result in accelerated arranged marriage, particularly for the girl. While there is a prevailing perception at the community level that in these circumstances, premarital partnerships are rare, there is a small body of literature that suggests that such partnerships are indeed formed and sexual relations experienced, among, typically, …

Poverty, Gender, and Youth

Biruh Tesfa ('Bright Future'): A Program For Poor, Urban Girls At Risk Of Exploitation And Abuse In Addis Ababa, Ethiopia, Population Council
Poverty, Gender, and Youth
Low-income and slum areas in urban sub-Saharan Africa attract large numbers of rural-urban migrants in search of work and educational opportunities. Many are adolescents from poor rural areas, who risk the hazards of life in the slums in hopes of carving out a better life. These girls arrive knowing little about life in dense urban centers, often with little or no education, and no family members or friends to turn to. Many new arrivals are initially absorbed into domestic work; some eventually drift into sex work either for lack of choice or in pursuit of better pay and fewer working …

Facts About Adolescents From The Demographic And Health Survey—Statistical Tables For Program Planning: Malawi 2000, Population Council
Facts About Adolescents From The Demographic And Health Survey—Statistical Tables For Program Planning: Malawi 2000, Population Council
Poverty, Gender, and Youth
The Population Council initiated its work on adolescents in the mid-1990s. At that time, those advocating greater attention to adolescent issues were concerned about adolescent fertility—particularly outside of marriage—and adolescent “risk-taking” behavior. As an international scientific organization with its mandate centered around the needs of developing countries, the Council sought a more nuanced and context-specific understanding of the problems confronting adolescents in the developing world. In working with colleagues inside and outside the Council, it became clear that information on adolescents, and the way data are organized, were limiting the ability to understand the diversity of their experiences or to …
Integrating Adolescent Livelihood Activities Within A Reproductive Health Programme For Urban Slum Dwellers In India, Population Council
Integrating Adolescent Livelihood Activities Within A Reproductive Health Programme For Urban Slum Dwellers In India, Population Council
Poverty, Gender, and Youth
Although a wide variety of livelihood programs for adult women exist in India, they rarely include adolescent girls. Of those that do, few employ rigorous scientific methods to evaluate program impact. This brief describes a project conducted in slum areas of Allahabad, in Uttar Pradesh. The Population Council, in collaboration with CARE-India, tested the feasibility and impact of adding four livelihoods and life-skill components to a reproductive health program for adolescent girls (both school-going and out-of-school) aged 14–19. Using a quasi-experimental pre- and post-test design that contrasted the experimental group with a comparison group of adolescents, the project investigated whether …

Formation Of Partnerships Among Young Women And Men In Pune District, Maharashtra, Population Council
Poverty, Gender, and Youth
Aside from their educational attainment, economic activity levels, and age at marriage, little is known about the lives of young people in India, especially the extent to which and the contexts in which they form romantic, marital, and other partnerships or the nature of these partnerships. At a time when India's youth policy and reproductive and child health programs have acknowledged the need to focus on youth, it is central that these gaps in understanding are filled. The KEM Hospital Research Centre and the Population Council conducted a study in Maharashtra in 2003–05 to obtain information on romantic and sexual …
Youth In India: Situation And Needs Study, Population Council
Youth In India: Situation And Needs Study, Population Council
Poverty, Gender, and Youth
Youth aged 15–24 represent 20 percent of the Indian population. This cohort faces significant risks related to sexual and reproductive health (SRH), and many lack the knowledge and power to make informed SRH choices. Information on intimate partnerships among youth, female and male, married and unmarried, is sparse and evidence is practically nonexistent that identifies the factors that protect young people's ability to ensure safe SRH and their autonomy to make informed decisions. This brief describes a subnational study of young people's situation and needs that aims to fill these gaps. Six states were selected for study, representing different geographical …

Tap And Reposition Youth (Try) Program: Providing Social Support, Savings, And Microcredit Opportunities To Adolescent Girls At Risk For Hiv/Aids In Kenya, Joan Hall, Aleke Dondo, Jennefer Sebstad
Poverty, Gender, and Youth
This brief was commissioned by the Population Council to complement its two previous publications on the TRY project. The two previous publications contain data and information essential for understanding the project and its results, although they do not analyze the microfinance component in depth. In contrast, this brief was written by microfinance practitioners for a microfinance audience. In 1998, the Population Council and K-Rep (a Kenyan microfinance institution) developed a microfinance approach to address livelihood-strategy constraints for adolescent girls at risk for HIV/AIDS in an urban slum in Kenya. The initiative was named the Tap and Reposition Youth (TRY) program, …
Measuring Women's Work: A Methodological Exploration, Ray Langsten, Rania Salem
Measuring Women's Work: A Methodological Exploration, Ray Langsten, Rania Salem
Poverty, Gender, and Youth
In this working paper, the authors contrast two approaches to the measurement of women’s work applied to the same population of ever-married women. These women were interviewed on two occasions—first during the 2003 Interim Egypt DHS, and again during the Slow Fertility Transition (SFT) survey conducted in 2004. The DHS uses a standard keyword question to measure work, while the SFT employs an activities list question format. The authors argue that the widely used keyword approaches to measuring women’s work underestimate the level of female labor force activity. They demonstrate that the activities list approach captures a wider range of …

Poverty, Gender, and Youth
Nairobi, Kenya is home to one of the largest slum populations in sub-Saharan Africa. Adolescents living in these slums, especially girls, are cut off from the potentially protective environments of school and family and lack safe economic opportunities. Unemployment is a major concern for adolescent girls, and desperate circumstances force them to survive however they can: 21 percent of sexually active girls aged 15–19 report exchanging sex for money or gifts. This heightened vulnerability is reflected in rates of HIV infection. In response to these circumstances, the Population Council and microfinance institution K-Rep Development Agency collaborated on the implementation of …
Including Married Adolescents In Adolescent Reproductive Health And Hiv/Aids Policy, Judith Bruce, Shelley Clark
Including Married Adolescents In Adolescent Reproductive Health And Hiv/Aids Policy, Judith Bruce, Shelley Clark
Poverty, Gender, and Youth
The majority of sexually active girls aged 15–19 in developing countries are married, and married adolescent girls tend to have higher rates of HIV infection than their sexually active, unmarried peers. Married adolescent girls represent a sizable fraction of adolescents at risk and experience some of the highest rates of HIV prevalence of any group. Nonetheless, married adolescents have been marginal in adolescent HIV/AIDS policies and programs and have not been the central subjects for programs aimed at adult married women. This paper offers a partial explanation for why married adolescents have so often been overlooked, the reasons why marriage …
Married Adolescents: An Overview, Nicole Haberland, Erica Chong, Hillary J. Bracken
Married Adolescents: An Overview, Nicole Haberland, Erica Chong, Hillary J. Bracken
Poverty, Gender, and Youth
The nascent work reviewed in this compendium indicates that married girls experience significant social isolation and limited autonomy. Across the studies examined, on indicators of mobility, exposure to media, and social networks, married girls are consistently disadvantaged compared to their unmarried peers. Similarly, across studies, on most of the domains explored here (mobility, decision-making, control over economic resources, and possibly gender-based violence), married girls tend to be less empowered and more isolated than slightly older married females. There may also be health issues associated with marriage during adolescence. Married girls are frequently at a disadvantage in terms of reproductive health …
Married Adolescents: A Review Of Programmes, Auralice Graft, Nicole Haberland, Rachel E. Goldberg
Married Adolescents: A Review Of Programmes, Auralice Graft, Nicole Haberland, Rachel E. Goldberg
Poverty, Gender, and Youth
Historically, major adolescent and reproductive health initiatives have failed to explicitly consider the needs of married adolescents. This paper provides insight into what is being done—or not being done—to support married adolescent girls and boys, how these populations’ needs are being conceptualized, and the extent to which social context is factored into program design. Some early work with adolescent mothers (married and unmarried) is considered. The degree to which selected adolescent programs have been able to reach married girls with their activities is briefly examined. A few basic parameters of potential interventions for married adolescents are presented, including an inventory …

Sexual Coercion: Young Men's Experiences As Victims And Perpetrators, Deepika Ganju, William Finger, Shireen J. Jejeebhoy, Vijaya Nidadavolu, K.G. Santhya, Iqbal Shah, Shyam Thapa, Ina Warriner
Poverty, Gender, and Youth
Available evidence suggests that a considerable number of young people experience nonconsensual sex across the world, however research has mainly concentrated on the experiences of young girls and their perspectives of perpetrators of violence. Little is known about coercion among young males as victims or perpetrators. Case studies presented at an international consultative meeting in September 2003 in New Delhi, India, challenged the common assumption that only women are victims of violence, and shed light on the experiences of young males as victims of sexual coercion. These case studies also discussed the perspectives of young males as perpetrators of violence …

A World Apart: The Disadvantage And Social Isolation Of Married Adolescent Girls, Nicole Haberland, Erica Chong, Hillary J. Bracken
Poverty, Gender, and Youth
This brief is based on a paper prepared for the WHO/UNFPA/Population Council Technical Consultation on Married Adolescents, held in Geneva, Switzerland, December 9–12, 2003. The consultation brought together experts from the United Nations, donors, and nongovernmental agencies to consider the evidence regarding married adolescent girls’ reproductive health, vulnerability to HIV infection, social and economic disadvantage, and rights. The relationships to major policy initiatives—including safe motherhood, HIV, adolescent sexual and reproductive health, and reproductive rights—were explored, and emerging findings from the still relatively rare programs that are directed at this population were discussed. Despite the program attention and funding that have …

Ishraq: Safe Spaces To Learn, Play And Grow: Expansion Of Recreational Sports Program For Adolescent Rural Girls In Egypt, Nadia Zibani
Poverty, Gender, and Youth
Over the past three years, the Ishraq program in the villages of northern El-Minya, Egypt, grew from a novel idea into a vibrant reality. In the process, approximately 300 rural girls have participated in a life-transforming chance to learn, play, and grow into productive members of their local communities. Currently other villages—and soon other governorates—are joining the Ishraq network. Ishraq is a mixture of literacy, life-skills training, and—for girls who have been sheltered in domestic situations of poverty and isolation—a chance to play sports and games with other girls their age and develop a sense of self-worth and mastery; the …

Forced Sexual Relations Among Married Young Women In Developing Countries, Deepika Ganju, William Finger, Shireen J. Jejeebhoy, Vijaya Nidadavolu, K.G. Santhya, Iqbal Shah, Shyam Thapa, Ina Warriner
Poverty, Gender, and Youth
Recent research in developing countries suggests that a considerable number of young women may experience forced sex within marriage, but most women may be inhibited from reporting these experiences due to shame, fear of reprisal, or deep-rooted unequal gender norms. In September 2003, a global consultative meeting on nonconsensual sex among young people in developing countries was held in New Delhi, India. The meeting was organized by the Population Council in collaboration with World Health Organization/Department of Reproductive Health and Research, and Family Health International/YouthNet. Participants included researchers, legal analysts, representatives from community-based NGOs, policy-makers, and young people themselves. Papers …

The Adverse Health And Social Outcomes Of Sexual Coercion: Experiences Of Young Women In Developing Countries, Deepika Ganju, William Finger, Shireen J. Jejeebhoy, Vijaya Nidadavolu, K.G. Santhya, Iqbal Shah, Shyam Thapa, Ina Warriner
Poverty, Gender, and Youth
Although evidence from developing countries is limited, what is available suggests that significant numbers of young women have experienced coercive sex. Studies in diverse settings in Africa, Asia, and Latin America reveal that forced sexual initiation and experiences are not uncommon in all of these settings. Many young victims of abuse fear disclosure as they feel they may be blamed for provoking the incident or stigmatized for having experienced it, and suffer such incidents in silence. Presentations at a meeting held in New Delhi in September 2003 highlighted findings from recent studies that suggest an association between early experiences of …
The Uncharted Passage: Girls' Adolescence In The Developing World, Barbara Mensch, Judith Bruce, Margaret E. Greene
The Uncharted Passage: Girls' Adolescence In The Developing World, Barbara Mensch, Judith Bruce, Margaret E. Greene
Poverty, Gender, and Youth
Adolescence is a formative time of transition to adulthood. What happens between the ages of 10 and 19 shapes how girls and boys live out their lives as women and men—not only in the reproductive arena, but in the social and economic realm as well. Yet, despite its impact on human development, adolescence has been sidelined as a research and policy subject in developing countries. While all adolescents deserve our attention, the needs of adolescent girls in the developing world are particularly pressing. This monograph focuses on these girls, presenting statistics to examine the social and economic context of their …
