This Horizons report presents findings from an evaluation of the Kenya Girl Guides Participatory Peer Education Program for HIV and AIDS Prevention. The objective of the program was to train Girl Guide patrol leaders as peer educators, who in turn would communicate key information and concepts about such topics as HIV prevention, relationships, and self-esteem to other Girl Guides, and ultimately to their school peers. The results demonstrate that peer education conducted by Girl Guides is a feasible strategy for imparting HIV and AIDS education to school-going youth; however, such a program would need to be branded, strengthened, and appropriately …

This article will explore the presentation of the body of the terrorist in a range of British and American films with a particular emphasis on how these films combine political and romantic plotlines. As part of a broad consideration of how the terrorist is presented, this essay will concentrate in particular on Cal (1984), The Crying Game (1992), The Dancer Upstairs (2002) and The Quiet American (2002). Rather than fully engage with the more complex discourse of politics, often these films ask audiences to conceptualize the transgressive figure of the terrorist through the very familiar vocabulary of love and sexual …

Beginning with one single body painted by Gustave Courbet in 1866 and one temple destroyed on September 11th, this paper moves to consider the far reaching impact that the War on Terror has on the entire social body. By paying attention to the unknowable status of both the events and the perpetrators of terrorism, it will be argued that the overwhelming ambiguity of terrorism and counter-terrorist activity has allowed the War on Terror to return to prior discourses of racism and homophobia to mark the corporeal otherness it hopes to confront. In early summer 2006, we had a phone conversation that generated interest in this topic. Emily was reminiscing about her experiences at the Washington, D.C. March for Women's Lives in April of 2004. The March, a demonstration for reproductive justice, brought out feminists and anti-abortion protestors alike. Emily remembered seeing African-American men holding signs that equated abortion to the airplane attacks in New York City on September 11, 2001. Teen women's sexual and reproductive lives are shaped by laws and public policies that expand or constrict their educational and health supports. Most adolescents depend substantially on the public sector to help support their healthy sexual development and to protect them from sexual violence, disease, and pregnancy. Thus, it is critical to examine the ways in which public policies concerning young women's sexualities have been forged within religious and "moralizing" discourses. In August, New York's highest court ruled that the New York State Constitution "does not compel recognition of marriages between members of the same-sex." Their reasoning? When Bill Clinton and his staff introduced the Don’t Ask Don’t Tell Bill(US Code 10) it created quite a controversy. The bill was designed to replace the then current system of asking for an individual’s sexual orientation on a military application thus making homosexuality a barrier to service in the United States Armed Forces. The bill was finally passed in 1993 and is meant to keep people in power from discriminating on the basis of homosexuality. The Population Council and the Promundo Institute studied the effectiveness of interventions in Brazil designed to change the attitudes of young men in relation to gender norms and reducing the risk of contracting HIV/STIs. One conclusion of the study was the recognition of the importance of engaging young people (men and women) in the issue of gender relations and the risks of HIV contamination. The results of the study indicate that addressing inequitable gender norms, particularly those that define masculinity, can be an important element of HIV prevention strategies. These findings suggest that group education interventions can successfully influence young …

The Horizons Program and FHI/IMPACT developed a collaborative research study to explore how adults and youth in Kenya define and perceive the ABC (abstinence/being faithful/consistent condom use) terms and behaviors. Additional objectives of the study were to identify attitudes and norms around the ABC behaviors that influence perceptions of them, and the role of important actors in transmitting messages about them. Findings highlight potential challenges in promoting each of the ABC behaviors, as well as some positive elements that can be built upon when developing programs. HIV prevention programs that incorporate ABC messages—both in Kenya and elsewhere—should consider a number …

Not because this was the first trans conference — it was not. Nor was it the largest. This report first provides an overview of the statistical data on women in prisons in the U.S. over the past two decades. It pays particular attention to the literature on the effects of mothers' incarceration on their children and the gradual recognition of the emotional, economic, and legal consequences for families when parents, especially mothers, are incarcerated. When viewed in this broad context it becomes clear that the concerns and challenges families face extend beyond the perimeters of a single agency or policy area. With many still feeling the effects of a post-election depression, around forty people attended CLAGS's panel "Bodies and Landscapes of Control in the Neoliberal City" on November 16th. The panel sought to examine the concrete ways in which neoliberal policy re(shapes) the urban landscape and the relationship between these macroeconomic factors and the construction and deployment of erotic identities and experiences.

The article discusses the issue of inclusion of men and masculinities in the Women's Studies curriculum. Women's Studies programs were started to compensate for the male domination in the academics. Women's Studies presented a platform where scholarship for women was produced and taken seriously, female students and faculty could find their say or voice, and theoretical investigations required for the advancement of the aims of the women's movement could take place. If the academy as a whole does not sufficiently integrate Women's Studies into the curriculum, integrating Men's Studies into Women's Studies might end up further marginalizing Women's Studies by …

The Horizons program, in collaboration with the Center for Scientific and Industrial Research, the South African Institute for Medical Research, and the London School of Economics, conducted an intervention study in the mining town of Carletonville, South Africa to examine the social determinants of the HIV epidemic, and to assess the impact of a targeted program of HIV and STI prevention and service delivery. The project did not reduce STI prevalence or HIV prevalence, as changing sexual behavior is far more complex than educating individuals about HIV. Despite increasing awareness of the role men who have sex with men (MSM) can play in the dynamics of HIV transmission in Africa, research on MSM in Kenya has been limited. In response to this gap, researchers from the Institute of African Studies at the University of Nairobi and the Horizons and FRONTIERS programs of the Population Council undertook a study of MSM in Nairobi. Legislating The Family: Heterosexist Bias In Social Welfare Policy Frameworks, Amy Lind

This article addresses the effects of heterosexist bias in social welfare policy frameworks on lesbian, gay, bisexual and transgender (LGBT) individuals and families in the United States. It discusses the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), the Defense of Marriage Act (DOMA), federal definitions of family and household, and stereotypes about LGBT individuals. It argues that poor LGBT individuals and families lack full citizen rights and access to needed social services as a result of these explicit and implicit biases.

In this study I use participant observations,face-to-face interviews, and focus group interviews to examine how women on welfare read and negotiate culture-of-poverty discourse and the imagery that this discourse spawns. I spoke with two groups of young single mothers receiving welfare. The first group included young mothers between the ages of 18 and 23 who were attending high school in a community-based program that served women on welfare. The second group included mothers in their early to mid 20's who were attending either a local two-year college or research university. Education was a path of resistance for the women in …

A recent Horizons study conducted jointly with two Dominican NGOs assessed the impact of two environmental-structural models in reducing HIV-related risk among female sex workers in the Dominican Republic and compared their cost-effectiveness. In the two cities studied, there were improvements from pre- to post-intervention in the key outcome variables, however the type and level of these changes varied by intervention approach. Based on our findings, program planners and policymakers involved in the study in the Dominican Republic agree that the integrated solidarity and policy model in conjunction with ongoing peer education and community mobilization activities is an appropriate, cost-effective, …
