Population Policy and Demographic Analysis
While the determinants of demographic transition have been explored for more than half a century, far less attention has been given to the consequences of transition, aside from its immediate effect on population aging. Transition has major implications for family and kinship patterns, urbanization, public finance and the welfare state, and intergenerational relations. The chapters in this supplement to Population and Development Review explore aspects of the transitional and post-transition landscape from a variety of disciplinary perspectives. They cover both modern industrial societies and emerging economies and take note of the circumstances of latecomers to the transition process.

Promoting Healthy, Safe, and Productive Transitions to Adulthood Brief No. 10 describes how the Population Council, through workshops and conferences with partners around the world, seeks to promote a better understanding of the adolescent experience and advocates for the development of programs based on evidence. To facilitate fact-based planning, the Council uses valuable sources of data, such as the Demographic and Health Surveys (DHS), to generate evidence to support policy analysis and program design. SYPE collected data on the five key life transitions of education, work, family formation; health; and civic and political participation. SYPE follows up an earlier survey conducted by the Population Council in 1997, The Adolescence and Social Change in Egypt (ASCE) survey. This policy brief describes the Population Council’s project to improve access and use of demographic, health, and other public sector data that are essential evidence for development policy planning and evaluation. In many countries, access to data is limited and, when data are available, the format is rarely user-friendly for nonprofessionals, limiting their potential applications. In recent years, the Population Council has examined access to and sharing of data through case studies in Ethiopia, Ghana, Senegal, and Uganda. In phase II of the project, the Council will strive to promote domestic demand for data by working with key intermediaries—the media.

The Causes Of Educational Differences In Fertility In Sub-Saharan Africa, John Bongaarts

This working paper presents an analytic framework that describes the chain of causation linking fertility to its multiple layers of determinants, then analyzes the causes of educational fertility differences in 30 sub-Saharan African countries using data from DHS surveys. The results demonstrate that education levels are positively associated with demand for and use of contraception and negatively associated with fertility and desired family size. In addition, there are differences by level of education in the relationships between indicators. As education rises, fertility is lower at a given level of contraceptive use, contraceptive use is higher at a given level of …

This working paper examines the influence of household poverty experienced during early childhood on early marriage and outcomes in schooling and workforce participation during adolescence for girls in Nepal. Much of the evidence concerning these relationships is drawn from cross-sectional data that cannot be used, and has not been able, to address causality. This Population Council study uses longitudinal data from the Nepal Living Standards Survey (NLSS), a two-wave panel in which the waves were conducted eight years apart to address these questions. Analyzing the data by household-wealth quintiles reveals surprisingly nonlinear results indicating that these associations are largest for …

Using nationally representative cross-sectional data from the Nepal Living Standards Survey, this Population Council working paper examines the influence of the nature of mothers’ work on Nepali children’s schooling outcomes. It analyses whether the engagement of mothers (and fathers) in nonagricultural work has significant consequences for their children’s school attendance and grade attainment, compared with these consequences when parents’ work is in traditional subsistence agriculture. Results indicate that children of parents who both work in the nonagriculture sector are significantly more likely to have attended or currently be attending school and have higher grade attainment, compared with children whose parents …

More demographic data are being collected throughout the developing world than ever before, but the effective use of that data to further development goals is often lacking. This working paper summarizes case studies on the demand for data in four sub-Saharan African countries, namely Ethiopia, Ghana, Senegal, and Uganda. The project’s objective was to create a detailed portrait of access and demand at the country level, and to determine whether policymakers are getting the data they need to develop sound policies. This working paper explores inequalities in education across sub-Saharan Africa, focusing mostly on primary school completion rates, with attention also given to literacy as a more proximate indicator of human capital acquisition. Using data from the Demographic and Health Surveys and UNICEF’s Multiple Indicator Cluster Surveys, we explore cross-country variations in primary school completion rates, gender and wealth gaps in education, and literacy rates in relation to one another and in relation to cross-country variations in national income per capita.
