On July 15, 2022, the New York City Districting Commission released a preliminary plan for council districts after holding meetings since March 29, and public hearings since May 26. Presently, the Districting Commission has drawn 29 majority districts and 22 plurality districts. Of the 51 districts preliminarily drawn, non-Hispanic whites represent a majority in 11 districts and the single largest population group (i.e., plurality) in another nine districts. Hispanics represented the majority population in 10 districts and the plurality in five more. Blacks are the majority in six preliminary districts and the plurality in five other districts. This report highlights key findings from the newly released 2020 Decennial Census data for legislative redistricting. It discusses Puerto Rico’s historical population losses between 2010 and 2020 as well as the major racial identification shifts occurring in the island between 2000 and 2020. It will examine the significant racial identification shift from “One Race” to “Two Races” as well as the notable racial identification shift from “whiteness” to “some other race”.

The New York Independent Redistricting Commission has released draft maps of congressional, State Senate, and State Assembly districts drawn after the apportionment process, following the 2020 decennial census. While not final, some of the proposed maps threaten Hispanic congressional representation by eliminating one congressional district currently represented by a Hispanic member of the House of Representatives, diluting Hispanic population in several Hispanic majority districts, and reducing the likelihood of Hispanic representation in neighborhoods that have recently achieved Hispanic representation. This lead in population growth affords Latinos the opportunity to increase their political power by potentially increasing the number of legislative districts that can be represented by them. This report provides an overview of population changes in the state of Florida, showing how Hispanic population growth outpaces that of other groups in the state and across counties.

On April 26, 2021, the U.S. Census Bureau delivered to the president of the United States results from the 2020 decennial census to be used for apportionment in the House of Representatives. According to an analysis of recently released survey data from the U.S. Census Bureau, the Puerto Rican population in the United States that is potentially able to participate in the elections is more than four million.

According to the U.S. Census Bureau, in 2018, Ohio had the 10th largest concentration of Puerto Ricans in the United States (137,104). Puerto Ricans accounted for 1.2 percent of the total population in Ohio. Despite the low proportion of the total Ohio population Puerto Ricans represented, this number has grown from 94,965 in 2010 to 137,104 in 2018 – an increase of more than 44%. Hispanics accounted for 3.9 percent of the total population in Ohio, and Puerto Ricans represented 30.1 percent of the state’s Hispanic or Latino population in 2018. The Puerto Rican population grew in the U.S. from 5.5 million in 2017 to 5.8 million in 2018, this is an addition of 202,790 Puerto Ricans in a one-year span. This continued population trend is mainly attributed to the massive exodus of Hurricane Maria in September 2017 and natural growth of the population (greater birth than deaths) is also a contributing factor to the stateside Puerto Rican population growth in 2018. In 2017, the Massachusetts Executive Office of Energy and Environmental Affairs unveiled the Municipal Vulnerability Preparedness (MVP) program, in an effort to move forward the Commonwealth’s initiative to assist its municipalities in their efforts to assess, anticipate and plan for hazards associated with changes in climate and their vulnerability to those hazards. The City of Holyoke, MA successfully applied for a grant from the MVP program to assess the city’s capability to respond to an influx of migrants driven by a climate change event. According to the 2018 U.S. Census Bureau’s Population Estimates, Puerto Rico’s population is 3.1 million, having declined 4% since 2017 (3.2 million).1 This is the first official estimate by the U.S. Census Bureau since Hurricane Maria struck Puerto Rico on September 20th, 2017. Since Hurricane Maria, migration has intensified, especially among adults and the children accompanying them (family units), and this pattern shifted the Island’s demographic structure. This declining population has had a series of social and demographic impacts, such as increasing vacancy rates for housing units, lower growth rates in child population, and school closures throughout the Island.
