Different parts of Polk County experience differing growth patterns. Local trends within the UGBs and the area outside them collectively influence population growth rates for the county as a whole.

Polk County’s total population has grown moderately since 2000, with an average annual growth rate just below two percent between 2000 and 2010 (Figure 1). However, some of its sub-areas experienced more rapid population growth. Demographic change continues at an unprecedented rate across Oregon. In part driven by Latino population growth, the state’s future will include a population that only recently began to call Oregon home. Clatsop County is one area that is experiencing this population change (See Figure 1). Clatsop County has long remained ethnically homogenous. Yet, the rapid growth of the Latino population coincides at a time where the White population decreases in much of the county. We use interviews, content analysis, and surveys to describe how a neighborhood association in a racially mixed neighborhood in Portland, Oregon (USA) subtly excludes many blacks from being full members of the neighborhood. In contrast to explicit cases of social exclusion, this neighborhood association excludes blacks without ever referring to race. They instead justify their actions—e.g., helping close down a black social club and discouraging more affordable housing—based on such nonracial goals as increasing homeownership, minimizing crime, and maximizing “economic diversity.” We argue that without the inclusion of black residents and their neighborhood organizations (e.g., churches) in the decision-making process, …
