This research sought to identify a potential process by which intergenerational crime occurs, focusing on the effect of parental incarceration on adolescents’ subsequent arrests. We drew from Matsueda’s work on reflected appraisals as an explanatory mechanism for this effect. Thus, the present research examined whether caregivers’ and adolescents’ expectations for adolescents’ future incarceration sequentially mediated the effect of parental incarceration on adolescents’ actual arrest outcomes. Propensity score matching was used to examine this effect in a sample of 1,735 15- to 16-year-olds using NLSY97 data. Organizations that have benefitted from the commission of federal crimes committed by their employees may be sentenced to federal criminal penalties. Two of these potential penalties include probation and the requirement to implement a corporate monitor. The federal guidelines provide suggestions for sentencing probation that echo the theoretical focal concern of blameworthiness. This research used eight years of United States Sentencing Commission data covering 2011 to 2018 (n= 1,224) to examine if organizations were being sentenced to probation and monitoring consistent with the federal guidelines and focal concern of blameworthiness. This report details a three year evaluation of the MENTOR (Mentors Empowering to Overcome Recidivism) Program in the Philadelphia court system. MENTOR program participants who are serving county probation sentences are matched with a volunteer mentor from the community, receive case management from MENTOR staff, and attend a monthly status hearing with one of the MENTOR judges. The program evaluation relied on several data sources to assess program effectiveness, including surveys and focus groups with mentees, online monthly reports from mentors, internally collected program data on service referrals, interviews with stakeholders, and official records from Adult Probation and Parole Department …

This report describes the latest evaluation of the Supervision to Aid Reentry (STAR) program (hereafter referred to as Reentry Court). The success of the Reentry Court is assessed by comparing the first 265 Reentry Court participants to a group of similarly situated individuals under supervised release. Results indicate that while Reentry Court participation does not appear to influence the likelihood of new arrests, participation is associated with a significant reduction in the likelihood of probation revocations and an increase in the likelihood of employment.

Previous research on the community supervision model entitled Effective Practices in Community Supervision (EPICS) focuses on the increased attention trained probation officers (POs), as opposed to non-trained POs, pay to using core correctional practices (Smith et al. 2012). While studies like this present a picture of what POs do during face-to-face interactions, there is little focus on PO perceptions of these day-to-day practices. On the basis of limited empirical evidence, advocates of Project HOPE (Hawaii’s Opportunity Probation with Enforcement) have succeeded in spreading the model to a reported 31 states and 160 locations. A recent randomized control experiment across four sites has revealed negative results: no overall effect on recidivism. In this context, we examine how prominent advocates of Project HOPE have coped with the arrival of this “bad news.” Despite null findings from a “gold standard” evaluation study, advocates continue to express confidence in the HOPE model and to support its further implementation. In domestic violence courts, judges and other court actors are often trained on one particular model of understanding domestic violence: the Duluth model of violence as power and control. There are, however, different theories and discourses about the causes and nature of domestic violence. Further, specialized domestic violence courts, which have become more prevalent since the 1990s, employ a problem-solving approach to domestic violence, focusing on offender accountability, rehabilitation, and victim safety. There is increasing need to understand and improve rates of recidivism in all fields associated with the Criminal Justice system. This research investigated the influence that employment status and job stability have on probationer recidivism. For this project, recidivism is defined as any arrest within four years after the termination of probation. Results from this study indicate that obtaining and sustaining employment can reduce the likelihood of recidivism in probationers. Additionally, the findings suggest that job stability is indicative of increased desistance. Findings from this study lend support to the notion that there is an employment-crime relationship. A variety of studies indicate high rates of domestic violence in the backgrounds of women offenders. We examine and extend this work through a qualitative study of women on probation or parole in a western U.S. county. In-depth interviews were conducted with 14 women who participated in a larger study in which only questionnaire data were collected. Participants completed a brief telephone interview about prior experiences of partner violence and then a face-to-face extensive in-person interview. This study analyzes the effectiveness of risk-needs assessment used in the classification of probation and parole for adult criminal offenders in the Commonwealth of Virginia. The use of risk-needs classification instruments dramatically increased in the 1980's and 1990's, but some research has indicated that these instruments do not have universal applicability and must be validated to the population to which they are applied. Preliminary Exploration Of Risk Assessment Predictors : Can Probationers Who Re-Offend Be Identified?, Deborah Dawson

A retrospective study of 243 male probationers who had been on community based orders in Western Australia for a mean time of 15 months, was undertaken to explore differences between re-offenders and non re-offenders. Discriminant function analyses were employed in a series of designs where the mediating effects of geographic location and Aboriginality and non Aboriginality were investigated. The analyses revealed that the best static predictor item for distinguishing between non re-offenders and re-offenders in the entire sample was offence type (Wilks Lambda, .88, chi-square 25.589, df = 6, p < .0005) and the best criminogenic need item was employment (Wilks Lambda, .96, chi-square 7.566, df = 2, p < .05). In regional areas, drug use was !he primary predictor contributing to a function which significantly discriminated between and re-offenders and non re-offenders (Wilks Lambda, .78, chi-square 12.557, df = 4, p < .05). The classification accuracy was 68% for grouped cases. This result was unexpected, as previous studies have consistently found static predictors to be primary predictors of risk. Analysis of the metropolitan area sub-sample produced results more consistent with previous findings. Offence type and number of breached orders loaded highly on a statistically significant function which satisfactorily discriminated between outcomes (Wilks Lambda, .81, chi-square 31.226, df= 6, p < .0005). The analysis of race produced similar results. The variables which had tile highest loadings on the derived functions for both sub-samples were al11 static predictors of risk. Based on meta-analytic research outcomes of Andrews et al. (1990), it was also hypothesised that a chi-square analysis of court sanctioned probation conditions would reveal differences across re-offending outcome and the nature of the probation conditions. The results were consistent with the finding that general correctional service combined with a judicial alternative produced greater reductions in recidivism than a judicial alternative alone. The outcomes related to geographic location and race reinforced the importance of assessing risk of recidivism on the basis of population-specific attributes. Despite several limitations associated with the research design, the exploration provided future directions for the development of risk models and the use of judicial alternatives to reduce recidivism.
