Childhood abuse and intimate partner abuse (IPA) are serious issues in the United States This study examines the correlation between emotional childhood abuse and IPA. Anyone regardless of gender, race, or socioeconomic status may be a victim of childhood abuse or IPA. One in seven children are victims of childhood abuse, which results in a lifetime cost of $428 billion. The costs of IPA are even higher and estimated by the CDC (2020) to be near $3.6 trillion as 25% of women and 20% of men have been victims of IPA. Intimate partner violence is an often overlooked and misunderstood issue in contemporary society. Contrary to what some may believe, intimate partner violence is more than just abuse that results in a physical injury. There are several other subcategories under the umbrella term ‘violence,’ such as physical non-injury, emotional harm, financial harm, verbal abuse, and sexual violence. According to the Center for Disease Control and Prevention, approximately 1 in 4 women and 1 in 10 men experience sexual violence, physical violence, and/or stalking by an intimate partner at some point in their lifetime. This exploratory, qualitative research study examined the perceptions and attitudes police officers expressed regarding successful implementation of the Lethality Assessment Protocol (LAP), a collaborative intervention between police departments and domestic violence advocacy agencies in the State of Connecticut. Focus groups were conducted at four police departments to determine officers’ perceptions of the LAP. Officers (N=27) were recruited through an individual contact at the police department (LAP Coordinator). Responses to focus group questions identified both aggravating and mitigating factors related to the system-wide and departmental execution of the LAP in domestic violence cases. Domestic violence impacts millions of Americans annually and, in spite of the use of rehabilitative programs, recidivism in domestic violence continues to be more likely than in any other offense. To date, batterer intervention programs (BIPs) have not proven to be consistently impactful in reducing recidivism in cases of domestic violence. The purpose of this quasi-experimental, quantitative study was to examine differences in recidivism for first-time male domestic violence offenders who have participated in a BIP and a more recently developed alternative: victim-offender mediation (VOM). Domestic violence (DV) rehabilitative program facilitators administer the same treatment programs to males who reoffend. When DV facilitators administer the same unsuccessful treatment programs to repeat offenders, facilitators may lose intrinsic and extrinsic motivation to perform their job. For this study a hermeneutic phenomenological methodology approach was used to explore the phenomenon of DV facilitators' motivation. Self-determination theory was used to frame the influence of intrinsic and extrinsic motivation on DV facilitators who administer treatment programs to repeat offending males. In 1999, Milwaukee County was one of three locations in the United States chosen by the Office on Violence Against Women to participate in the Judicial Oversight Demonstration Initiative (JODI). JODI was a five year project aimed at testing the idea of whether an organized community response to domestic violence, with increased judicial and criminal justice involvement, would affect victims' safety and offender accountability. Due to its involvement with JODI, Milwaukee County implemented a number of procedural changes intended to increase victim safety, increase offender accountability, and reduce instances of domestic violence. The main question which motivates the inquiry undertaken in this book is: what should public prosecutors do when victims withdraw support for domestic violence prosecutions? The answer defended herein can be summarized as follows: within the realm of justified (permissible) action, prosecutors should respond effectively; which is to say that, ceteris paribus, domestic-violence prosecutors should respond as feminists. This claim is intended as a provocative formulation of the proposition that domestic violence prosecutors should act for reasons generated by the value of reconstituting their states (and communities) as less patriarchal.
