Understanding Police Decisions To Arrest: The Impact Of Situational, Officer, And Neighborhood Characteristics On Police Discretion, Jessica Huff

Purpose

Promote the use of multilevel modeling to refine theories of police discretion. Specifically, examine the simultaneous influence of situational factors, responding officers, and neighborhood context on arrests guided by a social-ecological framework.

Methods

Cross-classified models were used to assess the outcomes of 835,381 incidents responded to by 835 Phoenix Police officers in 388 census tracts.

Results

Situational, officer, and neighborhood factors all significantly influence arrests. Incident-level factors account for most of the variation, followed by officers, and neighborhoods. Objectives

Evaluate the impact of body-worn cameras (BWCs) on officer-initiated activity, arrests, use of force, and complaints.

Methods

We use instrumental variable analysis to examine the impact of BWC assignment and BWC activation on the outcomes of individual incidents through a randomized controlled trial of 436 officers in the Phoenix Police Department.

Results

Incidents involving BWC activations were associated with a lower likelihood of officer-initiated contacts and complaints, but a greater likelihood of arrests and use of force. BWC assignment alone was unrelated to arrests or complaints; however, incidents involving officers who were assigned and activated their BWC were significantly …

This qualitative, multi-manuscript dissertation examines the experiences of Black women who live in the Greater Toronto Area and other southwestern Ontario regions who have experienced intimate partner violence (IPV), some of whom were also charged with an IPV-related offence. Semi-structured interviews were conducted with 25 Black women to better understand the meanings they attach to their experiences. Critical race feminism (CRF) was employed to help conceptualize women’s narratives. What is the relationship between pretrial detention and sentencing outcomes in Oregon? This presentation examines the effect of being detained through disposition, and the effect of days spent in detention. The data shows that, controlling for all other measures, fully detained defendants are over twice as likely to be incarcerated. This probability increases the longer a person is detained. The authors believe this means that counties should continue to explore ways to reduce pretrial detention, be more selective in holding defendants over 30 days, and should examine different pretrial risk assessments.

The high school student attrition rate in the United States is unexpectedly high. The purpose of this research is to demonstrate a correlation between high school non-completion and criminal arrest rates in order to establish the importance of improving the public school system in the country. I analyze dropout rates, crime rates, and demographic differences through an ecological study of the United States. States with high dropout rates also have high overall arrest rates, families living in poverty, and are more religious. Teams in the National Football League will do whatever it takes to win football games, even if that means having players with a criminal arrest history on their roster. However, does being arrested result in improved performance? Do NFL players with an arrest history perform better than those without one? I examine the effect a criminal arrest record has on player performance in the NFL from 2000-2014, using the top 30 ranked players within each position group. A number of studies in the homicide clearance literature combine arrest and exceptional clearances into a single category. This study addresses the question of whether these divergent homicide case outcomes are influenced differently by various aspects of the case. Using National Incident-Based Reporting System data on homicides from 1996 to 2002, the authors analyze logistic regression models of cases cleared by arrest and exceptionally cleared. Our results show that although certain factors have similar influences on both arrest and exceptional clearances, victim gender, offender race, weapon use, victim/offender relationship, and circumstances have differing impacts on case outcomes. How Has The Violence Against Women Act Affected The Response Of The Criminal Justice System To Domestic Violence?, Hyunkag Cho, Dina J. Wilke

This study uses an interrupted time series design to examine the association between the Violence Against Women Act of 1994 (VAWA) and several different dimensions of the criminal justice system's involvement in violence against women. These include examining the domestic violence incidence rate, and rates of police notification, arrest, and judicial authorities' involvement. Data from the National Crime Victimization Survey from 1992 to 2003 is used. Results suggest that overall the incidence of domestic violence has decreased while police notification and perpetrator arrest have increased over time. Further, victim involvement with judicial authorities significantly increased after enactment of the VAWA. …
