The control, supervision, and rehabilitation of criminalized people often falls on the shoulders of non-state agents and organizations. Surety bail releases are a clear embodiment of this trend, as the courts call upon relatives, friends, and employers to supervise the pre-conviction activity of people accused of a crime. According to the law, sureties must report all bail violations to the police; the resulting diffusion of responsibility is said to increase the penal state’s power and control over criminal justice-involved individuals while minimizing reputational risks. Popular political discourse in the U.S. assumes that more funding for law enforcement and prison facilities will make civilians safer, presumably by reducing crime and sense of disorder. However, studies have shown that the relationship between these factors may not be as straightforward. With the killing of George Floyd and increased media coverage of police brutality, existing literature focuses mainly on the relationship between police and crime in the U.S. The impact of incarceration (the result of procedural justice) on the community (for whom procedural justice exists) is less known, especially on a global scale. This report documents the discussions of participants during a workshop at the Carrickdale Hotel, County Louth, that was held on June 28th 2023. The purpose of the workshop was to introduce the BORDEX project, learn about safety and security in local communities, and to learn about the organisations involved in producing and maintaining security, often in an informal way. In addition, the purpose of the event was to develop new connections and provide networking opportunities.

The modern notion of a socially isolated lone-wolf terrorist and public mass- murderer is challenged by analyzing those individuals’ pre-attack behaviors. Many of these behaviors can be explained with theories such as Social Identity, Social Network, and Social Movement Theory, which examine the changes in human behavior to understand motivations. Scholarship on police misconduct has almost exclusively focused on urban police working within large cities. This study utilizes media-based data to describe 2,592 arrests for crimes committed by rural and small-town police officers working in non-metropolitan counties across the United States. We compared these cases of police crime to those committed by officers working within more urbanized metropolitan counties. Findings demonstrate: 1) the dispersion of cases of police crime across a continuum of geographic places and types of police agencies including the most rural counties, and 2) significant differences between metropolitan and non-metropolitan cases of police crime including both type …

The urgency for studying Latin America and the Caribbean(LAC) emanates from violence rates that are remarkably higher than in most world regions. Global homicide rates have recently declined (Rogers & Pridemore, 2018; Tuttle et al., 2018). While LAC followed suit, its rates are still comparatively high, and it is home to less than 10% of the global population but about one-third of homicides. The World Health Organization defines violence as endemic if a nation reaches ten homicides per 100,000 residents. Over two-thirds of LAC, nations meet this threshold (World Health Organization, 2023), and the regional mean is above 10. The …

Adolescent drug use has consistently been a concern for researchers and policymakers for decades as its early onset and continued use can lead to a variety of negative life outcomes. Told in schools across the US for decades, Officer Friendly is a story about policing. Through the literal reading of books like Miss Frances’ 1953 Your Friend the Policeman, visits from McGruff the Crime Dog, and even the ever-expanding TikTok world of dancing SROs, the story remains the same: police keep us safe from the bad guys. Study Questions: Previous research has shown that human immunodeficiency virus (HIV) status and intimate partner violence (IPV) victimization are correlated. Furthermore, it has been consistently reported that transgender individuals are at an increased risk of experiencing IPV victimization and testing positive for HIV compared to cisgender individuals. However, past research examining the potential explanations for the correlation between HIV status and IPV victimization in transgender individuals using a large and inclusive sample is nonexistent. The public response to recent events of police misconduct have fueled the perception that police may be seeking other career paths following the murder of George Floyd in 2020. Despite growing evidence, current research has been unable to ascertain what conditions may prompt officers to voluntarily separate from police work following Floyd’s murder, or whether the impact varies across demographic groups. The State of Texas supports the largest prison system in the US and held 132,859 people in 100 units scattered across the state as of December 2023. Approximately 70% of Texas prison beds are not air conditioned, despite the state’s reputation for dangerously hot, humid summers. The State has officially recorded temperatures inside Texas prison facilities as high as 120 degrees with heat index values of over 150. การศึกษาเชิงคุณภาพนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัญหา สาเหตุ นโยบาย กฎหมาย และการดำเนินงานของไทยในการป้องกันและปราบปรามการค้าน้ำมันเถื่อน 2) เสนอแนวทางเพิ่มประสิทธิภาพในการจัดการอาชญากรรมข้ามชาตินี้ และ3) สนับสนุนการพัฒนาประเทศอย่างมั่นคงและยั่งยืน โดยเก็บข้อมูลจากการค้นคว้าเอกสารและการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลหลัก 23 ท่าน ซึ่งครอบคลุมผู้บริหารหน่วยงานภาครัฐ ผู้ปฏิบัติงานหน่วยงานภาครัฐ ผู้ทรงคุณวุฒิหรือผู้เชี่ยวชาญด้านการป้องกันและปราบปรามอาชญากรรมข้ามชาติ และกลุ่มตัวอย่างภาคธุรกิจเอกชนที่ค้าน้ำมันเชื้อเพลิง ผลการศึกษาพบว่า การค้าน้ำมันเถื่อนในทะเลอาณาเขตไทยเป็นปัญหาต่อเนื่อง มีลักษณะเป็นขบวนการหลีกเลี่ยงภาษี และมักมีนักการเมืองหรือเจ้าหน้าที่รัฐให้การสนับสนุน แรงจูงใจหลักมาจากราคาน้ำมันที่สูง แรงกดดันทางเศรษฐกิจ และผลตอบแทนจากการกระทำผิดที่สูง ทำให้เกิดการลักลอบค้าน้ำมันเถื่อนอย่างแพร่หลาย แม้จะมีกฎหมายและหน่วยงานที่เกี่ยวข้องหลายฝ่าย รวมถึงศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล (ศรชล.) ที่ทำหน้าที่ประสานงาน แต่ก็ยังคงประสบปัญหาและอุปสรรคในการดำเนินงานอย่างต่อเนื่อง อาชญากรรมนี้ส่งผลกระทบอย่างกว้างขวาง ทั้งด้านเศรษฐกิจ การพัฒนาประเทศ ความปลอดภัยของสังคม สุขภาพประชาชน และคุณภาพสิ่งแวดล้อม จึงจำเป็นต้องอาศัย ความร่วมมือจากทุกภาคส่วน ทั้งภาครัฐ ภาคเอกชน และประชาชน เพื่อให้การป้องกันและปราบปรามประสบผลสำเร็จในระยะยาว ข้อเสนอแนะจากการวิจัยคือ ควรส่งเสริมให้ หน่วยงานที่เกี่ยวข้องสร้างความร่วมมือและบูรณาการ การทำงานระหว่างกัน ทั้งในระดับหน่วยงานและผู้ปฏิบัติงาน ภาครัฐควร จัดสรรกำลังพลและอุปกรณ์ให้เพียงพอและทันสมัย รวมถึง แก้ไขกฎหมายที่ไม่ทันสมัย นอกจากนี้ ควร สร้างองค์ความรู้และความเข้าใจถึงผลกระทบ ของอาชญากรรมนี้ให้แก่ประชาชน และที่สำคัญคือ ประสานความร่วมมือระหว่างประเทศอย่างจริงจังและเป็นรูปธรรม โดยเฉพาะกับประเทศเพื่อนบ้านผ่านความตกลงประชาคมอาเซียนหรือโครงการความร่วมมือต่างๆ เพื่อให้การป้องกันและปราบปรามการค้าน้ำมันเถื่อนในทะเลอาณาเขตไทยเป็นไปอย่างมีประสิทธิภาพยิ่งขึ้นในอนาคต

Eminem's lyrical life course trajectory helps provide insight into hip-hop and rap music's arguably criminal social stigma. Previous studies have examined Eminem's songs, but these topics focused on singular songs and themes rather than a lyrical life course. This study fills the gap by providing a content analysis of Eminem's solo studio albums, where it identifies themes and patterns that appear in the album's lyrics. The professional life of Hattie Plum Williams (1878–1963) epitomized the first generation of professional women sociologists on the Great Plains. At the University of Nebraska, she became the first woman in the world known to hold a regular appointment as chair of a coeducational, doctoral department of sociology (1923–1928). Often characterized as a social worker, her professional allegiance remained to sociology. Historically, studies have focused on serial murder according to the perpetrator's typology or indicators at the crime scene. การวิจัยเรื่อง “แนวทางการพัฒนากรุงเทพมหานครสู่เมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิง”มีวัตถุประสงค์เพื่อศึกษาปัญหาความปลอดภัยจากอาชญากรรมสำหรับผู้หญิงในกรุงเทพมหานคร สาเหตุของปัญหาในการพัฒนากรุงเทพมหานครให้เป็นเมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิง และแนวทางการพัฒนากรุงเทพมหานครสู่เมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิง เป็นการวิจัยเชิงผสมผสานระหว่างการวิจัยเชิงปริมาณซึ่งใช้แบบสอบถามเป็นเครื่องมือวิจัย กลุ่มตัวอย่างคือผู้หญิงวัยทำงานที่อาศัยอยู่ในกรุงเทพมหานคร (อายุ 20 – 59 ปี) จำนวน 400 คน ร่วมกับการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์แบบเจาะลึกผู้ให้ข้อมูลสำคัญ 4 กลุ่ม ได้แก่ หน่วยงานที่เกี่ยวข้องกับการปฏิบัติงานด้านการพัฒนากรุงเทพมหานครสู่เมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิง นักวิชาการและผู้เชี่ยวชาญด้านเมืองปลอดภัยจากอาชญากรรม องค์กรสาธารณะประโยชน์ด้านความปลอดภัยของผู้หญิง และผู้หญิงที่อาศัยอยู่ในกรุงเทพมหานคร รวม 13 คนผลการศึกษา พบว่า ผู้หญิงที่อาศัยอยู่ในกรุงเทพมหานครมีผู้เคยตกเป็นเหยื่ออาชญากรรมโดยตรง 3 ประเภท ได้แก่ อาชญากรรมทางเพศ อาชญากรรมต่อทรัพย์สิน และอาชญากรรมต่อชีวิตและร่างกาย ส่วนใหญ่มีการแจ้งความที่สถานีตำรวจ โดยสถานที่ที่พบอาชญากรรมมากที่สุด คือ ตรอก ซอย ถนน รองลงมาคือที่อยู่อาศัย และรถโดยสารสาธารณะ ส่วนใหญ่ได้รับแจ้งข่าวเหตุอาชญากรรมทาง Social media ซึ่งผู้หญิงต้องการให้แก้ไขปัญหาด้วยการติดตั้งกล้องวงจรปิดและไฟฟ้าส่องสว่างให้ครอบคลุมทุกพื้นที่ เพิ่มกำลังตำรวจในการตรวจตรา และแก้ไขกฎหมายให้มีบทลงโทษที่รุนแรง โดยสาเหตุของปัญหาในการพัฒนากรุงเทพมหานครให้เป็นเมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิงเกิดจากอำนาจหน้าที่ของกรุงเทพมหานครมีจำกัด ศักยภาพและผู้ปฏิบัติไม่เพียงพอ การเติบโตของเมืองที่ส่งผลต่อการบริหารจัดการ การบูรณาการระหว่างหน่วยงานไม่เข้มแข็ง ประชาชนขาดความเชื่อมั่นในกระบวนการยุติธรรม สังคมขาดการสร้างความตระหนักรู้ถึงความปลอดภัยจากอาชญากรรม นโยบายรัฐด้านการดูแลความปลอดภัยจากอาชญากรรมสำหรับผู้หญิงไม่ชัดเจน และทัศนคติทางสังคมมองว่าผู้หญิงถูกล่วงละเมิดเป็นเรื่องน่าอาย โดยมีแนวทางการพัฒนากรุงเทพมหานครสู่เมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิง 6 แนวทาง เรียกว่า “IT-4E” ประกอบด้วย การบูรณาการการทำงานร่วมกัน (Integration) การนำเทคโนโลยีมาสนับสนุนการพัฒนาเมืองให้ปลอดภัย (Technology) การบังคับใช้กฎหมายอย่างมีประสิทธิภาพ (Enforcement) การสร้างสภาพแวดล้อมที่ดีและปลอดภัย (Environment) การให้การศึกษาและความตระหนักรู้ด้านภัยอาชญากรรม (Education) และการมีส่วนร่วมของประชาชนและชุมชน (Engagement) ซึ่งจะช่วยให้การพัฒนากรุงเทพมหานครให้เป็นเมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิงประสบความสำเร็จ

การประทุษวาจาในสังคมออนไลน์ : กรณีศึกษาการประทุษวาจาที่มีต่อ “คนอีสาน” ของประเทศไทยในแพลตฟอร์มเฟซบุ๊ก, จิรภัทร จ้างประเสริฐ

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาบริบท การสำรวจความคิดเห็นและผลกระทบ ตลอดจนการกำกับดูแลปัญหาและมาตรการในการลดปัญหาการประทุษวาจาในสื่อสังคมออนไลน์ โดยเฉพาะเกี่ยวกับคนอีสานในแพลตฟอร์มเฟซบุ๊ก โดยใช้วิธีวิจัยเชิงสำรวจจากกลุ่มตัวอย่างที่เป็นผู้ใช้งาน 50 คน ผ่านเครื่องมือแบบสอบถามในการเก็บข้อมูล วิธีวิจัยเชิงคุณภาพโดยการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญ 3 กลุ่ม ได้แก่ กลุ่มที่เป็นผู้สร้างเนื้อหาดังกล่าวในแพลตฟอร์มเฟซบุ๊ก กลุ่มผู้พบเห็นหรือได้รับผลกระทบ และ กลุ่มผู้เชี่ยวชาญในการกำกับดูแล และ วิธีวิจัยชาติพันธุ์วรรณนาทางอินเตอร์เน็ต (Netnography) โดยคัดเลือกข้อความที่ได้จากการเข้าร่วมแบบไม่มีอคติ และ ไม่มีการแสดงความคิดเห็นหรือตั้งกระทู้ถามในเพจและกลุ่มที่เข้าร่วม ผลการศึกษาพบว่า 1) ปัญหาการประทุษวาจาเกี่ยวกับคนอีสานเกิดจากปัจจัยหลักมาจากภาพจำที่มีต่อคนอีสาน การยั่วยุหรือการ “ปั่น” ทั้งจากผู้ใช้งานที่เป็นคนอีสานเพื่อความสนุกสนาน และ การขาดความภูมิใจในอัตลักษณ์ทางภูมิภาคความเป็นอีสาน รวมถึงปัจจัยทางออนไลน์ร่วมด้วย 2) รูปแบบของเพจหรือกลุ่มสาธารณะที่เกี่ยวกับการประทุษวาจาคนอีสานสามารถแบ่งได้ 3 ประเภท คือ เพจหรือกลุ่มที่มีการนำเสนอเนื้อหาอย่างรุนแรง เพจหรือกลุ่มที่มีการนำเสนอการประทุษวาจาคนอีสานในบางครั้ง และ เพจหรือกลุ่มที่ไม่ได้มีการนำเสนอการประทุษวาจาคนอีสาน แต่ผู้ใช้สื่อสังคมออนไลน์มองว่าเป็นการประทุษวาจาคนอีสาน 3) ความรู้สึกของคนอีสานที่พบเห็นเนื้อหาลักษณะดังกล่าว ส่วนหนึ่งอาจโมโหและตอบโต้กลับ บางส่วนมองว่าข้อความเหล่านี้ทำให้เกิดความเกลียดชังและการแบ่งแยกในสังคม 4) ผลกระทบที่เกิดขึ้นต่อสังคมไทยจากปัญหาดังกล่าวสามารถกระทบต่อผู้ใช้งานที่สร้างเนื้อหาอาจถูกดำเนินคดีตามกฎหมาย ผู้อ่านที่พบเห็นเนื้อหาอาจกระทบต่อจิตใจ และ อาจส่งผลกระทบทำให้สังคมเกิดอาชญากรรมที่เกิดจากความเกลียดชังในอนาคตได้ 5) เมื่อวิเคราะห์ข้อมูลที่คัดมาจากการเข้าร่วมเพจและกลุ่มสาธารณะพบว่าส่วนใหญ่แสดงออกถึงข้อความเชิงลบ มีวัตถุประสงค์เพื่อแสดงความรู้สึกและก้าวร้าว และ บางข้อความมีการใช้ข้อความที่แสดงออกถึงการกลั่นแกล้งบนโลกออนไลน์ 6) มาตรการที่มีอยู่ในปัจจุบันสามารถกำกับดูแลปัญหาการประทุษวาจาได้ในระดับหนึ่ง ซึ่งยังมีประเด็นที่ยังสามารถเกิดขึ้นได้ โดยการใช้ AI ในการติดตามเนื้อหาเป็นเครื่องมือหนึ่งที่สามารถเพิ่มประสิทธิภาพในการจัดการปัญหาดังกล่าว 7) แนวทางที่เหมาะสมนอกเหนือจากการใช้เครื่องมือ AI ในการจัดการปัญหาการประทุษวาจาในสื่อสังคมออนไลน์ คือ การสร้างความเข้าใจอันดีและยอมรับในความแตกต่างของคนในสังคม และสร้างมาตรการอื่นๆ ในการกำกับดูแลปัญหาการประทุษวาจาคนอีสานในสื่อสังคมออนไลน์ไทย

การวิจัยนี้มีวัตถุประสงค์เพื่อวิเคราะห์สภาพปัญหาและรูปแบบของการนำเรือของกลางไปใช้ในการประกอบอาชญากรรมทางน้ำในลักษณะ "เรือมืด" แสวงหาข้อเท็จจริงเกี่ยวกับปัญหาในกระบวนการเก็บรักษาและจำหน่ายเรือของกลางของกองบังคับการตำรวจน้ำ และศึกษาแนวทางการพัฒนาระบบการเก็บรักษาและจำหน่ายเรือของกลางของกองบังคับการตำรวจน้ำเพื่อป้องกันการนำไปใช้ประกอบอาชญากรรมทางน้ำในลักษณะ "เรือมืด" โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพผ่านการสัมภาษณ์เชิงลึกกับเจ้าหน้าที่ตำรวจที่เกี่ยวข้องกับการเก็บรักษาและจำหน่ายเรือของกลางของกองบังคับการตำรวจน้ำจำนวน 15 ราย ร่วมกับการวิจัยเชิงเอกสาร และกำหนดกรณีศึกษาเป็นเรือของกลางในคดีอาญาที่ 102/2567 จำนวน 3 ลำ ซึ่งสูญหายไปจากจุดจอดทอดสมอ และถูกนำไปใช้ประกอบอาชญากรรมทางน้ำในลักษณะ "เรือมืด" ผลการศึกษา สะท้อนให้เห็นว่า สภาพปัญหาการนำเรือของกลางไปใช้ก่ออาชญากรรมทางน้ำในลักษณะ "เรือมืด" เกิดจากการอนุญาตให้ลูกเรือที่ได้รับการประกันตัวและปล่อยตัวชั่วคราวพักอาศัยในเรือของกลาง โดยขาดมาตรการควบคุมที่เข้มงวดเพียงพอ ส่งผลให้เกิดรูปแบบของของการนำเรือของกลางไปใช้ก่ออาชญากรรมทางน้ำในลักษณะ “เรือมืด” เพื่อลักลอบขนส่งน้ำมันเถื่อน สำหรับกระบวนการเก็บรักษาเรือของกลางของกองบังคับการตำรวจน้ำ พบข้อจำกัดหลายประการ ได้แก่ ด้านกายภาพ ด้านเวลาในการทำงานยามวิกาล ด้านทรัพยากรเครื่องมือและเทคโนโลยี ด้านจำนวนทรัพยากรบุคคล ด้านระบบการเก็บรักษาเรือของกลาง ด้านการฝึกอบรมและพัฒนาศักยภาพบุคลากร และด้านการประสานกับหน่วยงานภายนอก หากแต่กระบวนการจำหน่ายเรือของกลางของกองบังคับการตำรวจน้ำประสบปัญหาความล่าช้า สำหรับแนวทางการพัฒนาการเก็บรักษาเรือของกลางของกองบังคับการตำรวจน้ำ ควรจัดทำมาตรฐานการปฏิบัติงาน สนับสนุนทรัพยากรและเทคโนโลยี เพิ่มบุคลากรและการจัดสรรงานที่เหมาะสม ฝึกอบรมเจ้าหน้าที่ และสร้างความร่วมมือกับหน่วยงานที่เกี่ยวข้อง ส่วนแนวทางการจำหน่ายเรือของกลางของกองบังคับการตำรวจน้ำควรพิจารณาอนุญาตให้นำเรือของกลางไปใช้ประโยชน์ในภารกิจของกองบังคับการตำรวจน้ำระหว่างรอดำเนินการจำหน่าย เพื่อลดความเสี่ยงในการถูกลับลอบนำไปใช้ก่ออาชญากรรมซ้ำในลักษณะ "เรือมืด
