Tougher sentencing policies have resulted in a dramatic increase in the jail and prison populations in the United States over the past few decades. The number of women who are spending time behind bars have vastly increased as a result of this. Despite increased interest in this area of research, a variety of questions remain as to how women experience incarceration. Most women who are incarcerated are mothers, but few criminologists have explored how imprisonment affects motherhood and mothers’ perception of the mother-child relationship during incarceration. The United States has seen an influx of incarcerated women since the 1980s with a 750% increase between 1980 and 2017. There is a substantial amount of literature about how women experience prison and the unique challenges they face as they reenter society such as motherhood, previous abuse, mental health, and housing. Conclusions drawn suggest that the current structure fails to prepare women for a society that denounces women who have been incarcerated. The Children’s Court Drug Court (CCDC) has operated for 20 years in Perth as an alternative Court for drug-using young offenders who present at the Children’s Court. Despite the CCDC’s relative longevity, researchers have examined neither the inner workings of the Court nor the experiences of its actors. The current study aimed, not to evaluate the CCDC, but to identify measures needed to refine CCDC processes to enhance the experiences and outcomes of young people who participate in the CCDC. What is the likely effect of the recession brought on by the COVID-19 pandemic on indigent defense budgets in the United States? To look forward, we look backward. We examine data on county-level spending on indigent defense in Texas during the Great Recession of 2007–2009. Redistributive policies—those which use taxpayer funds to support individuals who themselves pay little or no tax—are particularly susceptible to cuts during times of fiscal stress. Yet our analysis shows indigent defense policy, measured in terms of spending and access to counsel rates, was generally stable through the Great Recession years, even in counties hit hardest. …

This study examined the social impacts of incarcerating women, specifically mothers, as well as the far-reaching collateral consequences that the mass incarceration of women in the United States has on formerly incarcerated women’s successful reintegration back into society and analyzed how the harsh policies that exist detrimentally impact family members and society as a whole. การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการทำงานของศูนย์แคร์ กรมราชทัณฑ์ วิเคราะห์สภาพปัญหาและอุปสรรคที่เกี่ยวข้องกับการดำเนินการ และแนวทางการพัฒนาการดำเนินการของศูนย์แคร์ กรมราชทัณฑ์ การศึกษาใช้วิธีการวิจัยเชิงคุณภาพผ่านการสัมภาษณ์เชิงลึกผู้มีส่วนเกี่ยวข้องกับศูนย์แคร์ ซึ่งประกอบด้วย ผู้อำนวยการกองพฤตินิสัย ผู้ปฏิบัติงานศูนย์แคร์ในเรือนจำ 4 แห่ง คือ ทัณฑสถานหญิงพิษณุโลก เรือนจำกลางคลองเปรม เรือนจำกลางนครสวรรค์ และเรือนจำพิเศษกรุงเทพมหานคร จำนวน 16 คน หน่วยงานเครือข่ายที่ปฏิบัติงานร่วมกับศูนย์แคร์ จำนวน 7 คน และผู้พ้นโทษที่ได้รับความช่วยเหลือจากศูนย์แคร์ จำนวน 5 คน ผลการศึกษาพบว่า 1) กระบวนการทำงานของศูนย์แคร์ กรมราชทัณฑ์ แบ่งออกเป็น 3 ขั้นตอน คือ กระบวนการก่อนปล่อยตัว กระบวนการในวันปล่อยตัว และกระบวนการภายหลังปล่อยตัว 2) ปัญหาและอุปสรรคสำคัญที่เกี่ยวข้องกับการดำเนินการของศูนย์แคร์ ได้แก่ ปัญหาด้านบุคลากร ปัญหาด้านการให้ข้อมูลของผู้ต้องขัง ปัญหาด้านสังคม และปัญหาด้านข้อกฎหมาย และ 3) แนวทางการพัฒนาการดำเนินการของศูนย์แคร์ คือ การเพิ่มบุคลากรในตำแหน่งนักสังคมสงเคราะห์ในเรือนจำ/ทัณฑสถานที่ยังขาดแคลน การให้ผู้พ้นโทษที่ได้รับความช่วยเหลือจากศูนย์แคร์เข้ามาบรรยายถึงประโยชน์ที่จะได้รับในการให้ข้อมูลที่ถูกต้อง การจัดทำสื่อหรือกิจกรรมเพื่อเผยแพร่ตัวอย่างของผู้พ้นโทษที่สามารถกลับตัวได้ เพื่อให้สังคมเปลี่ยนทัศนคติ และการแก้ข้อกฎหมายเพื่อให้ผู้พ้นโทษได้มีโอกาสประกอบกิจการของตัวเองหรือได้รับการจ้างงานมากขึ้น

A substantial body of literature connects media effects to consumer perceptions of the criminal justice system. Research on the topic of cultivation theory has highlighted that an increased fear of crime within the general populace, due to an exaggeration of violence and criminal activity in the mass media, has spurred increased support for punitive policing, harsher sentencing, and positive feelings toward capital punishment. However, no research exists to explicate the cultivation of consumer perceptions toward the criminal courts. The recent advent of the Black Lives Matter movement has reinvigorated criminological inquiry into police violence. Recent advances in spatial analysis have opened new opportunities for understanding the spatial relationship between social structure and police violence. Spatial analysis is both statistically and substantively important to our understanding of police-involved-homicide (PIH), yet few studies have attempted to marry recent advances in spatial econometrics to this topic. Mental health problems, including substance use problems, are more prevalent among adolescent criminal offenders than among the general population and are associated with an elevated risk of re-offending. It is important to understand what factors are associated with serious adolescent offenders’ future mental health and re-offending outcomes to promote their positive development. This study examined potential mechanisms behind established relationships between risk factors for mental health and criminal offending and psychosocial outcomes while integrating ecological theory and a risk and protective framework. Recent years have witnessed a steadily increasing scholarly interest in perceptions of corruption, particularly in terms of level and prevalence. However, previous studies have largely overlooked perceived seriousness as another unique dimension of corruption perception. Furthermore, previous studies seeking causes of corruption perception have failed to consider cultural factors at either the individual or aggregate level as potential predictors. Despite decades of reforms and technological innovations, increasing evidence shows that state securitization disproportionately harms already racially, spatially, and socio-economically marginalized communities. My research investigates uneven impacts of state securitization, from punitive welfare programs to school surveillance to policing. Across sites, I focus on scales, voices and the everyday lived experiences often left out of scholarly discourse and sensational media. This research report is the result of collecting and evaluating data on cases of homicides and attempted homicides in the German sex trade from 1920-2017. The findings show violence against prostituted women and the attitudes of the sex buyers who commit most of the violent acts against the women. The report discusses the media coverage of murder cases, complication of cases, and a critique of methods of criminal evaluation by the police. From 1920 to 2017, 272 victims of murder and attempted murder were identified. Liberalization of prostitution occurred in 2002. From then until 2017, there is a decrease in …

How do people view governmental pandemic surveillance? And how can their views inform courts considering the constitutionality of digital monitoring programs aimed at containing the spread of a highly contagious diseases? We measure the perceived intrusiveness of pandemic surveillance through two nationally representative surveys of Americans. Our results show that even at the height of a pandemic people find surveillance for public health to be more intrusive than surveillance for traditional law enforcement purposes. This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

Nationwide calls to “Defund the Police,” largely attributable to the resurgent Black Lives Matter demonstrations, have motivated derivative calls for public school districts to consider “defunding” (or modifying) school resource officer (“SRO/police”) programs. To be sure, a school’s SRO/police presence—and the size of that presence—may influence the school’s student discipline reporting policies and practices. To evaluate the effectiveness of the House of Ruth Maryland’s Gateway Project, a community-informed and oppression-sensitive relationship violence intervention program (RVIP; commonly labeled “batterer intervention”), designed for a predominantly low-income, racial minority population residing in a high-stress urban context. Method: Propensity score matching with data on 744 male program participants (89% Black; 59% unemployed; 76% on probation) was used to compare recidivism rates for those who did, and did not, complete the intervention program. We examine changes in help-seeking for domestic violence (DV) in seven U.S. cities during the COVID-19 pandemic. Using Bayesian structural time-series modeling with daily data to construct a synthetic counterfactual, we test whether calls to police and/or emergency hotlines varied in 2020 as people stayed home due to COVID-19. Across this sample, we estimate there were approximately 1,030 more calls to police and 1,671 more calls to emergency hotlines than would have occurred absent the pandemic.Inter-agency data analysis holds great promise for better understanding localized trends in DV in real time. India has the highest number of acid attacks globally every year, and despite the actions taken by the Indian Government and the Supreme Court of India, the crime is on the rise. This increase can be attributed to the patriarchal ideology that is prevalent in India and to India’s inadequate legal system, which does not deliver efficient remedies to the victims. This dissertation aimed to adapt Circles of Support and Accountability (CoSA) to a substance-involved population in New Hampshire (NH). CoSA is a volunteer-based community program that provides accountability and various forms of support to previously incarcerated individuals rejoining the community. Program recommendations were created through qualitative realist thematic analysis of a literature review and interviews. Recommendations were integrated with existing CoSA manuals to create the proposed program. As a fundamental concept of customer relationship management, customer lifetime value (CLV) serves as a crucial metric to identify profitable retail customers. Various methods are available to predict CLV in different contexts. With the development of consumer big data, modern statistics and machine learning algorithms have been gradually adopted in CLV modeling. We introduce two machine learning algorithms—the gradient boosting decision tree (GBDT) and the random forest (RF)—in retail customer CLV modeling and compare their predictive performance with two classical models—the Pareto/NBD (HB) and the Pareto/GGG. Gang studies often use location-based approaches to explain gang members’ interconnectedness. Although this perspective remains consistent with the proximity principle that the smaller the geographic space, the greater the likelihood of observing connections between individuals, location-based studies limit our understanding of gang member connections to narrowly defined geographic spaces at specific points in time. The advent of social media has re-spatialized gang member interconnectedness to unbounded geographic spaces, where the preservation of online activity can extend indefinitely. นับตั้งแต่อินเทอร์เน็ตถูกคิดค้นขึ้นได้ส่งผลกระทบต่อการเปลี่ยนแปลงอย่างรวดเร็วจากความก้าวหน้าของเทคโนโลยีในโลกไซเบอร์ ปัญหาสำคัญที่สังคมกำลังเผชิญอยู่ในขณะนี้คือการเพิ่มขึ้นของการโจมตีทางไซเบอร์ซึ่งสามารถเชื่อมโยงกับการก่อการร้ายทางไซเบอร์ แต่ละประเทศในโลกกำลังเริ่มที่จะจัดการกับข้อกังวลของการก่อการร้ายทางอินเทอร์เน็ตซึ่งเป็นวิธีการใหม่ในการบรรลุเป้าหมายทางการเมือง ประเทศไทยเป็นหนึ่งที่กำลังตื่นตระหนกและให้ความสนใจในประเด็นนี้ แต่เนื่องด้วยข้อจำกัดหลาย ๆ ประการจึงทำให้ความก้าวหน้าในการจัดการกับประเด็นนี้มีไม่มากนักเมื่อเทียบกับประเทศอื่น ๆ เพื่อตอบสนองต่อสถานการณ์การก่อการร้ายทางไซเบอร์ในประเทศไทยและสถานการณ์ที่อาจจะเกิดขึ้นในประเทศไทยในอนาคต วิจัยนี้จะทบทวนคำจำกัดความของคำว่าการก่อการร้ายทางไซเบอร์เพื่อกำหนดทิศทางการทำนโยบาย และแผนการเตรียมการของหน่วยงานของรัฐต่าง ๆ ที่มีความเสี่ยงของการก่อการร้ายทางไซเบอร์ไปในทางที่ถูกต้อง โดยการใช้เครื่องมือวิจัยในการศึกษาเอกสารและสัมภาษณ์เชิงลึกกับเจ้าหน้าที่ที่ทำงานด้ายไซเบอร์ของแต่ละองค์กร เพื่ออธิบายสถานการณ์การก่อการร้ายทางไซเบอร์และวิธีจัดการกับมันในอนาคต ผลการศึกษาพบว่าสถานการณ์การก่อการร้ายไซเบอร์ในประเทศไทยนั้นเป็นเพียงแค่ภัยคุกคามทางไซเบอร์เท่านั้น แต่ถึงอย่างไรก็ตามหน่วยงานภาครัฐของไทยก็มีศักยภาพในเรื่องของการออกกฎหมาย การใช้งบประมาณ และการเข้าถึงทางเทคโนโลยีอย่างปลอดภัยสำหรับประชาชน หากพิจารณาไปยังจุดอ่อนพบว่าประเทศไทยยังต้องมีการปรับปรุงในเรื่องของการบังคับใช้กฎหมาย ข้อบกพร่องทางเทคโนโลยี และจำนวนบุคลากรที่มีความรู้ความสามารถ เพื่อลดจุดอ่อนที่กล่าวมา รัฐบาลจำเป็นต้องสร้างสภาพแวดล้อมที่ไม่เอื้ออำนวยต่อการกระทำความผิดทางไซเบอร์ สร้างช่องทางทางอินเทอร์เน็ตใหม่ โดยที่รัฐสามารถควบคุมช่องทางทางไซเบอร์ได้ เพิ่มหลักสูตรความมั่นคงไซเบอร์ในโรงเรียนและมหาวิทยาลัย สร้างเครือข่ายสำรองกับประเทศอื่น ๆ หรือกับภาคเอกชนอื่น ๆ เพื่อรองรับการโจมตี

Beyond The Second Sidewalk: A Study Of Collective Efficacy At Institutions Of Higher Education And Surrounding Communities, Rebecca Decesare

Social disorganization theory (Shaw 1942; 1969) suggests that communities with greater racial heterogeneity, residential mobility, and low socioeconomic status will be less organized, thereby less able to collectively repel criminal behavior. These characteristics describe many institutions of higher education (IHEs), so we should expect that IHEs would have higher crime rates than neighboring areas with greater social organization. However, recent explorations of social disorganization have considered the mitigating concept of collective efficacy. This research suggests that the characteristics of social control, social cohesion, and trust present in communities will mitigate crime (Sampson 1997). These community characteristics also describe many IHEs. …

Compassionate relief matters. It matters so that courts may account for tragically unforeseeable events, as when an illness or disability renders proper care impossible while a defendant remains incarcerated, or when family tragedy leaves an inmate the sole caretaker for an incapacitated partner or minor children. It matters too, as present circumstances make clear, when public-health calamities threaten inmates with literal death sentences. It matters even when no crisis looms, but simply when continued incarceration would be "greater than necessary" to achieve the ends of justice.

The geographical concentration of criminal violence is closely associated with the social, demographic, and economic structural characteristics of neighborhoods. However, few studies have investigated homicide patterns and their relationships with neighborhoods in South Asian cities. In this study, the spatial and temporal patterns of homicide incidences in Karachi from 2009 to 2018 were analyzed using the local indicators of spatial association (LISA) method. Generalized linear modeling (GLM) and geographically weighted Poisson regression (GWPR) methods were implemented to examine the relationship between influential factors and the number of homicides during the 2009–2018 period.
