This paper has emphasized the importance of evaluative research as an integral component for both explorations and demonstrations, particularly for its contribution to planning in criminal justice. In so doing, an attempt has been made to differentiate the purposes and, consequently, the appropriate research strategies for evaluating these projects. The research of explorations aimed to facilitate the process of conceptualizing and operationalizing "innovative" services into testable demonstrations. To increase the validity and generalizability of individual demonstration projects, replications in different places under varying conditions are needed. Multnomah County, Oregon, like many other counties across the nation, faces the perplexing problem of meeting the needs of the youthful offender. Historically, and even in more recent times, juvenile court authorities have relied primarily on detention facilities to provide secure custody for youthful offenders. However, the continued increase in delinquency and a growing storm of criticism of the juvenile court have led to a re-examination of current policy and a number of proposed changes on both the national and local level.

Children in our society pass through a prolonged period of dependency during which they are taught the complex technological and social skills necessary for successful adult functioning. The child's experiences during this period can have profound effects on the development of his potential for meaningful interpersonal relationships, competency, and creativity. The child's dependence needs are the complement of the caretaker's nurturance. When nurturance fails or is inconsistent, societal loss merges with individual tragedy. Yet nurturance does occasionally fail. Some of those charged with the care of children abdicate their responsibilities, and do not provide the physical and/or emotional necessities for …

The Logic Of Protest Action, Herman L. Boschken
Herman L. Boschken
In recent years, there has been a noticeable growth in political protest involving groups of widely diverging interests. The rising incidence of protest seems paradoxical to the apparent growth of affluence in society. This paper attempts to resolve this paradox by contending that most forms of protest are a function of the degree of separation between (a) the values and goals of those controlling collective decision processes and (b) the diversity of interests and aspirations in segmented society at large. Through protest action, disenfranchised groups are able to impose "external" costs on "establishment" regimes that lead to alteration of the …
