Part of the purpose of Justice Reinvestment Initiatives (JRIs) involve a focus of funds and effort toward implementing practices that increase the chances of successful reintegration of people recently released from incarceration. Similar to other jurisdictions, Oregon's JRI has taken a number of forms of reintegrative efforts. In 2016, JRI funding opened a services hub and reintegration/reentry center in a rural county. The Center offers a central location for reentry services, such as employment and housing assistance, but is not a requirement of an offender's supervision. Relying on the risk-need-responsivity framework, this program aims to reduce recidivism by mitigating barriers …

The jury selection process (also known as voir dire) has been examined previously in many ways, including racial impacts. Previous research suggests the need for more examination of how and if gender impacts the voir dire process. The lack of knowledge about how gender impacts voir dire might also have implications for public respect and trust in the court system. For example, theories of procedural justice suggest that individual experiences with the legal system affect whether they view the entire legal system as being legitimate. This is important because this perception then impacts how the public interact with the system. …

The relationship between mass-transit and the concentration of burglary and robbery crimes is inconsistent within the available literature in environmental criminology. A number of studies have provided evidence of crime concentration at and near mass transit locations where paths intersect, referred to as a node. These empirical studies bring in environmental criminology theory with the idea that crime is clustered, and the pattern of the concentrations is substantially influenced by how and why people travel and move in a city. In this dissertation, I present three manuscripts to investigate the prevention of a range of crimes committed against, and by, youth, using parental monitoring or guardianship. In the first paper, I tested whether the routine activities of juvenile sexual offenders (JSOs) and their victims' caregivers was associated with the JSO being placed into a supervisory role, and whether subgroup differences existed in the use of modus operandi strategies between JSO supervisors and non-supervisors (Chapter II). Findings indicated that parents' need for childcare assistance predicted JSO supervisor status more strongly than perpetrators efforts to get the child alone or disruptions to …

Previous research on the community supervision model entitled Effective Practices in Community Supervision (EPICS) focuses on the increased attention trained probation officers (POs), as opposed to non-trained POs, pay to using core correctional practices (Smith et al. 2012). While studies like this present a picture of what POs do during face-to-face interactions, there is little focus on PO perceptions of these day-to-day practices. Furthermore, still less studies center the clients on supervision in order to better understand topics such as ideal PO, ideal relationship, and perceptions of common community supervision strategies. Previous research has shown there to be a relationship between criminal peers and an individual's antisocial behavior and attitudes. Social literature lacks however empirical support for social identity theory, which suggests social identity serves as a mediator in the development of attitudes. Rather than a direct relationship where criminal peers influences the presence of criminal attitudes, this research suggests that criminal peers actually influences a mediator (i.e. an individual's social identity), which in turn influences their criminal attitudes. Thus, this mediation serves to clarify the nature of the seemingly apparent relationship between peers and attitudes. The current study, then, attempts …

Service provision in both adult and juvenile correctional settings is an understudied phenomenon. Research has evaluated the use of evidence-based practices (EBP) in the treatment of mental health and substance abuse among adults and juveniles. Young, Farrell, Henderson and Taxman (2009) highlight the role of organizational factors including climate and culture, opportunities for staff training, resources, administrator attitudes and interagency collaboration in the application of EBP in correctional settings. Research with adolescence demonstrates school involvement and attachment greatly influences students' outcomes and choices outside of their school environment. Many studies have addressed whether delinquent behavior while in adolescence is associated with various aspects of schooling, but there is limited research looking at the long-term effects schooling has on criminal behavior in adulthood. The purpose of this study was to assess whether students' attachment to their school or involvement in extracurricular activities at school shapes students' outcomes in adulthood--specifically their criminality and likelihood of being arrested. Research on the modus operandi (“method of operation”) of child sexual abuse (CSA) offenders has been useful in informing successful prevention programs (LeClerc, 2009). However, a gap in the literature regarding the strategies offenders use to lure potential CSA victims still remains. The present study seeks to examine the effects of offender-victim relationship and offender age on the use of strategies to lure victims for the purpose of committing CSA. The link between child welfare and juvenile justice is well established, with over forty years of research that focuses on the increased risk of delinquency associated with child maltreatment. The number of children in the United States with an incarcerated parent continues to rise. Currently, more than 1.7 million children have at least one incarcerated parent. Media portrayals of social problems both reflect and shape public perceptions of those problems. Such coverage can have bona fide consequences for what is actually done to combat a particular social problem. Using a constructionist approach, which focuses on how problems are defined and framed by claimsmakers, this study analyzes coverage of a local murder case by The Oregonian, the only major newspaper in the state of Oregon. The case involved the serial murders of three women, each of whose bodies was dumped in a large forested park in the city of Portland.

The present paper is a literature study of stressors and the responses in police officers to occupational stressors. It endeavors to identify and assess common stressors in policing. This thesis examines seven crises at the Oregon State Penitentiary between 1866 and 1968 which are symptomatic of a larger pathology of power at play at the institution. These prison crises brought the pathology of power out from behind the thick grey walls of the institution and to the eyes and ears of an uninformed public. This arousal of such attention forced the prison to re-evaluate its penal model, enact half-hearted reforms, but then resume to the institution's traditional pattern and style of punishment. This study investigated the effect of arguments for and against defendant's behavior being negligent and for and against defendant's behavior being a cause of damages to the plaintiff. The findings were (a) that negligence arguments affected negligence ratings, causation ratings, and verdicts and (b) that causation arguments affected none of the measures.

The purpose of this study was to determine to what extent a group of 88 subjects, who were sentenced to the Forest Camp in the early seventies, remained law abiding in the ten years which followed their release. In addition to analyzing recidivist patterns, the study attempted to identify which variables were associated with subsequent recidivist and non-recidivist behavior and relate those findings to previous studies in the literature.

Crime as a social phenomenon has customarily been examined as sets of occurrences which happen outside the boundaries of the legitimate social structure. Research by Lawrence E. Cohen and Marcus Felson suggests that more fruitful explanatory models of crime may be developed from the routine activity approach, an approach which regards crime as a routine activity in the same sense that everyday work may be regarded as routine activity. Multnomah County, Oregon, like many other counties across the nation, faces the perplexing problem of meeting the needs of the youthful offender. Historically, and even in more recent times, juvenile court authorities have relied primarily on detention facilities to provide secure custody for youthful offenders. However, the continued increase in delinquency and a growing storm of criticism of the juvenile court have led to a re-examination of current policy and a number of proposed changes on both the national and local level.
