This legislation was designed to increase the capacity of State correctional systems to confine serious and violent offenders for longer periods of time and to assure the public that these offenders would serve a substantial portion of their sentences. The VOI/TIS incentive grants provide States with funds to build or expand bed capacity in correctional facilities, temporary or permanent correctional facilities, and local jail capacity. This study examined adaptations in prison management made by State correctional agencies in response to VOI/TIS. Media portrayals of social problems both reflect and shape public perceptions of those problems. Such coverage can have bona fide consequences for what is actually done to combat a particular social problem. Using a constructionist approach, which focuses on how problems are defined and framed by claimsmakers, this study analyzes coverage of a local murder case by The Oregonian, the only major newspaper in the state of Oregon. The case involved the serial murders of three women, each of whose bodies was dumped in a large forested park in the city of Portland.

The present paper is a literature study of stressors and the responses in police officers to occupational stressors. It endeavors to identify and assess common stressors in policing. It further aims to provide an answer to the question of whether police administrative tasks and situations, or the dangerous and traumatic events and situations inherent in policing, are perceived as equally or more stressful by surveyed police officers. This thesis examines seven crises at the Oregon State Penitentiary between 1866 and 1968 which are symptomatic of a larger pathology of power at play at the institution. These prison crises brought the pathology of power out from behind the thick grey walls of the institution and to the eyes and ears of an uninformed public. This arousal of such attention forced the prison to re-evaluate its penal model, enact half-hearted reforms, but then resume to the institution's traditional pattern and style of punishment. This study investigated the effect of arguments for and against defendant's behavior being negligent and for and against defendant's behavior being a cause of damages to the plaintiff. The findings were (a) that negligence arguments affected negligence ratings, causation ratings, and verdicts and (b) that causation arguments affected none of the measures.

The purpose of this study was to determine to what extent a group of 88 subjects, who were sentenced to the Forest Camp in the early seventies, remained law abiding in the ten years which followed their release. In addition to analyzing recidivist patterns, the study attempted to identify which variables were associated with subsequent recidivist and non-recidivist behavior and relate those findings to previous studies in the literature.

Crime as a social phenomenon has customarily been examined as sets of occurrences which happen outside the boundaries of the legitimate social structure. Research by Lawrence E. Cohen and Marcus Felson suggests that more fruitful explanatory models of crime may be developed from the routine activity approach, an approach which regards crime as a routine activity in the same sense that everyday work may be regarded as routine activity. Such an approach is consonant with the precepts of human ecology. Human ecology as a theoretical model posits an interrelationship among the divergent parts of the social fabric. In such a …

Multnomah County, Oregon, like many other counties across the nation, faces the perplexing problem of meeting the needs of the youthful offender. Historically, and even in more recent times, juvenile court authorities have relied primarily on detention facilities to provide secure custody for youthful offenders. However, the continued increase in delinquency and a growing storm of criticism of the juvenile court have led to a re-examination of current policy and a number of proposed changes on both the national and local level.
