Across Massachusetts, many SNAP recipients are workers, caregivers, parents, elders, people with disabilities, and families navigating low wages, unstable work schedules, high housing costs, and limited access to wealth building opportunities. Many of these workers held jobs that were labeled “essential” during the COVID-19 pandemic: food service, caregiving, cleaning, healthcare support, retail, transportation, construction, and other service sector jobs. Yet the public recognition of their essential labor has not been translated into adequate wages, benefits, or economic security.

This report shows that so-called “irregular” Latinos are an essential part of the

workforce. Beyond community spending, consumer activity, and taxes paid

(including tax benefits that many will never benefit from), it is important to

remember that we are talking about people— human beings with stories, families,

difficult choices, and dreams. I hope that in the near future, when we are able to

dream big again, this analysis will sustain our advocacy for systems that truly reflect

our (Latino) contributions to the Commonwealth and beyond.

Massachusetts has made notable strides in expanding access to affordable, quality, licensed child care and early education in recent years. Ongoing robust state investment in the Commonwealth Cares for Children Grant Program, activities of the Healey-Driscoll Inter Agency Early Education and Child Care Task Force, and increased income eligibility for child care financial assistance to families with moderate incomes, among other initiatives, all help address persistent barriers to quality education and care at a price families can afford.

As part of the Gastón Institute’s 2025 Latinos in Massachusetts series, we present here a profile of Puerto Ricans, the largest Latino population in the state. This report analyzes Public Use Microdata Sample (PUMS) data from the 2023 American Community Survey (ACS), conducted by the U.S. Census Bureau. Our descriptive analysis uses both household- and individual-level data to estimate population size and percentages and to compare Puerto Ricans to Other Latinos and Non-Latinos in the state.

Wage theft is a widespread form of labor exploitation that disproportionately affects immigrant and other vulnerable workers. This report examines the scope and impact of wage theft in Massachusetts by analyzing case data from the Brazilian Worker Center (BWC) alongside wage and labor enforcement data from the Massachusetts Attorney General’s Office (AGO). The analysis demonstrates how wage theft affects immigrant workers across industries, with particularly high numbers of cases in construction, cleaning, and hospitality. The data also reveal significant gaps in the reporting and enforcement of wage violations, particularly among domestic workers, whose cases are likely substantially underrepresented in available …

The City of Boston Planning Department has found that Boston’s population was undercounted in the 2020 Census by as many as 25,000 people and that subsequent population estimates continue to understate the population.1 The Planning Department’s Research Division has developed a tool to display limited demographic data, but these population estimates are insufficient for purposes of this report.2 Therefore, this report uses 2019-2023 American Community Survey and may therefore undercount Boston’s population. It explores the historical and contemporary factors that contribute to the neglect of Black Womxn in education research and the systemic issues that affect our access to mental health and educational resources. The research utilizes an Endarkened Feminist epistemology and narrative inquiry to center the narratives and lived experiences of BMW, challenging the prevailing narratives that erase our humxnity and intersectional identities. The Gastón Institute began investigating occupational credentialing because of a previous research project with English for New Bostonians, which had found that many people in its ESOL (English for Speakers of Other Languages) classes complained that lack of an occupational credential had caused them to suffer unemployment or underemployment. The Latino Equity Fund at the Boston Foundation provided the funding for a study addressing the problem of determining the extent to which Massachusetts immigrants are having trouble in the labor market because they lack the proper occupational credentials. The first Massachusetts Asian Pacific Islander American (APIA) Community Survey gathered opinions from 1,414 APIAs across the state in March 2025 on issues such as economic stability, political engagement, safety and sense of belonging, healthcare access, as well as recent executive actions by the federal administration. The survey was offered in Chinese, Vietnamese, and Khmer languages in addition to English.The resulting data was disaggregated by the three largest APIA subgroups in MA: Chinese, Indian and Vietnamese Americans.
