Due to changes unfolding in urban demographics, along with continuing social and economic problems in many cities, there is a growing need for a cadre of community-based leaders to work in, and on behalf of, communities of color. Many studies of the law and policy creation process examine the efforts of particular interest groups and coalitions to influence the views and votes of legislators. Wysong focuses on the role of professional associations, specifically associations of health care professionals, in the legislative debate over the High Risk Occupational Disease Notification and Prevention Act, an example of what is most commonly known as "right-to-know" legislation.

Experiential learning can be traced to centuries ago, but actual models were not developed until the 1970s and beyond. The Iowa 4-H and Youth program, which is part of the Extension Service United States Department of Agriculture, has had experiential learning as its foundation since its inception early in the 20th century. Yet even 4-H, with it's well-known "learn-by-doing" philosophy, did not have a specific process with which to model learning experiences until 1992.
