Faire Oeuvre De Pionnier: Atteindre Les Femmes Agriculteurs En Zambie Occidentale, Janice Jiggins, Paul Maimbo, Mary Masona
Poverty, Gender, and Youth
Breaking New Ground: Reaching Out To Women Farmers In Western Zambia, Janice Jiggins, Paul Maimbo, Mary Masona
Breaking New Ground: Reaching Out To Women Farmers In Western Zambia, Janice Jiggins, Paul Maimbo, Mary Masona
Poverty, Gender, and Youth
Over the last few decades, small-scale projects have been developed throughout Africa to help incorporate women farmers into the mainstream of agricultural extension services. This edition of SEEDS presents an interesting example from Zambia's Western Province—the Women's Extension Program, located within the Home Economics Section of the Department of Agriculture. This program is working to change a government agricultural bureaucracy from within by redefining mandates, encouraging attitude change through staff training, broadening village-level opportunities and perceptions, and widening technical and economic research agendas. The program’s experience emphasizes the importance of using a variety of approaches in order to effectively reach …

Abriendo Nuevos Zurcos: Apoyando A Las Agricultoras En El Oeste De Zambia, Janice Jiggins, Paul Maimbo, Mary Masona
Poverty, Gender, and Youth
Poverty And Health Outcomes Among Hispanics In Massachusetts, Christopher Christian
Poverty And Health Outcomes Among Hispanics In Massachusetts, Christopher Christian
Gastón Institute Publications
The Hispanic population of Massachusetts is now close to becoming the largest ethnic minority group in the state. The 1990 statewide Census count found that the Hispanic population doubled in the past ten years and now comprises 4.8% of the total state population (287,349 residents) as compared to 2.5% in 1980.
Growth in the Hispanic population has not been coupled with advancements in health status. Hispanic residents are disproportionately affected by many adverse health outcomes, such as high infant mortality, a high incidence of substance abuse, sexually transmitted diseases, homicides, AIDS, and other chronic illnesses. This paper highlights some of …

The School Choice Issue: Remarks Made At The U.S. Department Of Education's Regional Strategy Meeting On Choice In Education, Phyllis Mcclure
The School Choice Issue: Remarks Made At The U.S. Department Of Education's Regional Strategy Meeting On Choice In Education, Phyllis Mcclure
Trotter Review
The term choice as it is used by the current administration with regard to education is a cosmetic, simplistic response to the failure of American schools. Choice has become a catch-all term for a whole variety of programs, plans, and theories. We should not let this meeting or the Department of Education delude us into believing that parental choice holds the promise for poor and minority children. The term is being used to describe not only what is happening in District 4 [public school district in New York City], but a plethora of ideas based on the free market. I …
Images Of Mothers In Poverty Discourses, Martha Albertson Fineman
Images Of Mothers In Poverty Discourses, Martha Albertson Fineman
Faculty Articles
This Essay focuses on the construction of the concept of "Mother" in poverty discourses. It addresses the role of patriarchical ideology in the process whereby a characteristic typical of a group of welfare recipients has been selected and identified as constituting the cause as well as the effect of poverty. I am particularly interested in those political and professional discourses in which single Mother status is defined as one of the primary predictors of poverty. This association of characteristic with cause has fostered suggestions that an appropriate and fundamental goal of any proposed poverty program should be the eradication of …
Intimacy Outside Of The Natural Family: The Limits Of Privacy, Martha Albertson Fineman
Intimacy Outside Of The Natural Family: The Limits Of Privacy, Martha Albertson Fineman
Faculty Articles
In this paper I undertake a very pragmatic and focused consideration of whether it is possible to rework existing legal concepts of privacy in a way that would be ideologically compatible with dominant social norms in order to shield single mothers from excessive state regulation and supervision. I ultimately conclude that my desire to protect the decisionmaking autonomy and the dignity of poor and/or single mothers cannot be satisfied by resort to this area of law. At the constitutional level, this is so because notions of privacy are typically articulated as rights belonging to individuals, not family entities. And …
Changes In The Black/White Income Ratio, 1939-87, Melvin Keys
Changes In The Black/White Income Ratio, 1939-87, Melvin Keys
Masters Theses
The Black/white income ratio (BWIR) has increased steadily from 1939-87 for families with two incomes. Early-on, the income disparity was greatest for black females compared to black males. Because of race and sex discrimination, black females were lagging far behind society in wage differences. Today, the opposite is true, black males lag far behind black females in income: compared to their white counterparts. One of the reasons for such a large reversal in income differences maybe the opportunities that were available to black females in such occupations as teaching and nursing from 1940-75.
Migration, which looks at regional composition, was …

Almost 110 years ago, the corporate form of business was introduced in Rajasthan, when the first joint stock company was registered in the year 1881. Since its establishment various ups-and-downs have been significantly recorded with regard to corporate sector during different stages of its growth. The study concerned with corporate growth between 1881-1975 (95 years) has specifically revealed various important trends. The corporate registration and mortality was dramatic during 1931-50 period. On account of the following phenomenal features and trends which persisted during 1931-50 period, the study becomes important regarding corporate growth in Rajasthan with special reference to corporate mortality.
Testing The Underclass Concept By Surveying Attitudes And Behavior, Kathleen J. Pottick
Testing The Underclass Concept By Surveying Attitudes And Behavior, Kathleen J. Pottick
The Journal of Sociology & Social Welfare
Recent interest in the problems of an underclass has highlighted deficiencies in the conceptual understanding of the term and empirical investigation into its dynamics. This research note describes the current definition of the concept and presents recent empirical tests of it. By presenting available survey data sets that can identify underclass attitudes, values and behavior, the note refines the deliberations on measurement. Two underclass groups, welfare recipients and criminals, are used to illustrate the methodology
Social Background And Bureaucratic Behavior In Egypt, Earl L. Sullivan, El Sayed Yassin, Ali Leila, Monte Palmer
Social Background And Bureaucratic Behavior In Egypt, Earl L. Sullivan, El Sayed Yassin, Ali Leila, Monte Palmer
Faculty Books
This study of the role of gender and religion in the Egyptian bureaucracy provides general background information pertaining to the three major topics of this book: bureaucratic behaviour, the role of women in Egyptian society and relations between Egypt's religious groups, the Muslims and the Copts. The author hypothesizes that the attitudes and behaviour of Egyptian bureaucrats will differ markedly on the basis of sex, but that the attitudes and behaviour of Coptic bureaucrats will not differ significantly from those of their Muslim counterparts. The two hypotheses were tested in reference to eight sets of attitudes and behaviour, viz. media …
The Foundation Of American Racism: Defining Bigotry, Racism, And Racial Hierarchy, James Jennings
The Foundation Of American Racism: Defining Bigotry, Racism, And Racial Hierarchy, James Jennings
Trotter Review
Despite the fact that current surveys reveal a decline in the level of white prejudice towards blacks, however, the number of hate groups and incidents of racial harassment and violence is rapidly increasing. In addition, while black and white Americans seem to be interacting more in the work place, residential segregation continues to be a major problem. Furthermore, there are indications that the political attitudes of blacks and whites are not only different on many philosophical and economic issues, but are becoming increasingly divergent.

Stratification And Subordination: Change And Continuity In Race Relations, E. Yvonne Moss, Wornie L. Reed
Stratification And Subordination: Change And Continuity In Race Relations, E. Yvonne Moss, Wornie L. Reed
Trotter Review
One of the measures used to gauge progress made by African-Americans in gaining equal opportunity has been to compare and contrast the status of black Americans to that of white Americans using various social indices. Historically, the status of blacks relative to whites has been one of subordination; race has been a primary factor in determining social stratification and political status. Relations between white and black Americans were established during slavery and the Jim Crow era of segregation. In the infamous Dred Scott (1856) decison, U.S. Supreme Court Chief Justice Taney articulated the fundamental nature of this system of racial …
Stigma And The Negotiation Of Identity By Rural And Small-Town Lesbians, Margaret Cooper
Stigma And The Negotiation Of Identity By Rural And Small-Town Lesbians, Margaret Cooper
Masters Theses & Specialist Projects
Fifteen women who identify themselves as lesbians were located through snowball sampling. These women participated in confidential taped interviews and assigned pseudonyms. They were questioned on topics which included growing up gay, family, work relations and friendship associations.
It was assumed that life experiences may differ on the basis of social environments. This study focused on the unique experiences of rural lesbians.
Erving Goofman’s book, Stigma, provided the theoretical framework utilized in the analysis of lesbian identity management. It also allowed for a discussion of stigma and its effect on lesbians.
The women in the study experiencing homosexual feelings during …

During the mid-1980s, the Rural Crisis Issue Team of the National Council of churches worked with several Inner-City Church Groups on the loss of land experienced by farmers, especially black farmers, and the changing food system and Rural-Urban Connection Conferences across the country. It was evident by the attendance at those events that urban dwellers were not too concerned that farmers were being forced from the land but some participants registered concern over the quality and price of food stuffs.
Comments On William Wilson's The Truly Disadvantaged: A Limited Proposal For Social Reform, Bonnie Thornton Dill
Comments On William Wilson's The Truly Disadvantaged: A Limited Proposal For Social Reform, Bonnie Thornton Dill
The Journal of Sociology & Social Welfare
This is an important book which has already had a major impact on discussions of poverty, race and public policy in the United States. Wilson is to be commended for his willingness to step boldly into the arena of public discourse in an effort to blaze a new trail between the "rock" of conservative thinking on the underclass and the "hard place" of contemporary liberal perspectives. His project-the refocusing of the liberal perspective and the definition of a bold new public policy agenda is inherently controversial. Wilson is quite correct in his assertion that the conservative perspective captured public attention …
Poverty And Electoral Power, Richard A. Cloward, Frances Fox Piven
Poverty And Electoral Power, Richard A. Cloward, Frances Fox Piven
The Journal of Sociology & Social Welfare
The poverty of the American underclass cannot be overcome by any single strategy. But surely it will not be reduced without new government interventions in education, training, employment, housing, and social welfae. That raises the question of how the electoral power-especially electoral power exercised by the underclass itself-can be mobilized to win new public policies.
The Truly Disadvantaged: Structuring An Agenda For Change, James A. Geschwender
The Truly Disadvantaged: Structuring An Agenda For Change, James A. Geschwender
The Journal of Sociology & Social Welfare
This manuscript addresses the question as to how we may best structure an agenda for change aimed at improving the economic situation for the "truly disadvantaged." I have chosen to address this question within the limits set by existing political circumstances. Policy proposals are presented because they are believed to be achievable and would be effective if implemented. It is impossible to think about this question without considering the proposals presented by William J. Wilson in his pathbreaking book, The Truly Disadvantaged (1987). Consequently, I briefly describe the intellectual context within which Wilson wrote his book and analyze the basic …
Mainstreaming The Underclass, David Stoesz, John Poole, Martha Joseph
Mainstreaming The Underclass, David Stoesz, John Poole, Martha Joseph
The Journal of Sociology & Social Welfare
The underclass has become a prominent issue in American social welfare, yet welfare professionals have focused on maintenance as opposed to mainstreaming strategies in working with this population. A mainstreaming strategy would emphasize individual incentives, community reconstruction, and program reorganization, focusing on the social disorganization of underclass communities. The essay details specific programs in each of these areas: transitional benefits, Community Enterprise Zones, and Integrated Service Agencies, among others. Welfare professionals must find ways to stretch existing public resources and identify new private resources if they are to pose plausible programs for the underclass. The public image of welfare professionals …

Slavery, Sharecropping, And Sexual Inequality, Susan A. Mann
Sociology Faculty Publications
Focuses on black women's experiences in the transition from slavery to sharecropping in the South after the Civil War. Although the public and private domains of work became more differentiated, and a sexual division of labor in the home became more marked, the position of freedwomen nevertheless improved.

The Hand That Pushes The Rock, Paula Rothenberg
The Hand That Pushes The Rock, Paula Rothenberg
Trotter Review
Only a very few schools in this country actually require all students to spend an entire semester thinking about issues of race and gender. Many more have found a way to incorporate these issues in required courses in “social problems” where racism and sexism get their two weeks along with environmental pollution and other current issues. I think this approach is dead wrong. Racism and sexism are not “problems” or “topics.” They are ways of defining reality and living our lives that most of us have learned along with learning how to tie our shoes and how to drink from …

Book Review: The Arrogance Of Race: Historical Perspectives On Slavery, Racism, And Social Inequality, Vernon J. Williams Jr.
Trotter Review
The Arrogance of Race is George M. Fredrick son’s latest work, and it is a profound one. This series of articles, many of which have been published previously, was written over a span of some 20 years and represents the mature reflections of one of this country’s leading intellectual historians. The work should be read by all serious students of race and racism.
