Lower Class Mobilization And State Welfare Policy In The Era Of Welfare Reform, James M. Avery, Mark Peffley Jan 2003

Lower Class Mobilization And State Welfare Policy In The Era Of Welfare Reform, James M. Avery, Mark Peffley

University of Kentucky Center for Poverty Research Discussion Paper Series

The 1990s played host to the most significant changes in the American welfare system in the last fifty years— in particular, states were granted much wider latitude in deciding who is eligible to receive welfare. Taking advantage of these changes, we examine the linkage between lower class turnout and state adoption of restrictive welfare eligibility requirements after the passage of the historic welfare reform legislation of 1996. We find that in states where lower class turnout was relatively high, lawmakers were much less likely to pass a range of “get tough” welfare rules. Our findings provide novel support for the …

Poverty And Macroeconomic Performance Across Space, Race, And Family Structure, Craig Gundersen, James P. Ziliak Jan 2003

Poverty And Macroeconomic Performance Across Space, Race, And Family Structure, Craig Gundersen, James P. Ziliak

University of Kentucky Center for Poverty Research Discussion Paper Series

Understanding the link between poverty and economic growth is of long-standing interest, but heretofore it has not received much attention within the context of the dramatic changes in recent business-cycle conditions and social policies. In this paper we use state-level panel data from the 1981–2000 waves of the Current Population Survey to examine the impacts of the macroeconomy and welfare reform on family poverty. We estimate models of before-tax and after-tax poverty rates and squared poverty gaps for all families, by family structure, and by race. Our results indicate that a strong macroeconomy at both the state and national levels …

Final Frontier: The Methodist Church Involvement With The Recolonization Of Blacks To Liberia, Sharletta Michelle Green Jan 2003

Final Frontier: The Methodist Church Involvement With The Recolonization Of Blacks To Liberia, Sharletta Michelle Green

Theses, Dissertations and Capstones

Missionary work over the course of one hundred years has changed the face of Liberia as a country. The work has affected the culture, economic structure, ethnic relationships within the country and surrounding areas and the political climate. The missionary movement into Africa did not start until the early eighteen hundreds.

In my thesis, I will focus on the ways the major stakeholders socially constructed the issues involved. I will focus on the ways in which the ideologies of racism in this period reflected American perceptions of the “dark continent.” This analysis will include the social constructions of church leaders, …

The Impact Of Welfare Programs On Poverty Rates: Evidence From The American States, Richard Fording, William D. Berry Jan 2003

The Impact Of Welfare Programs On Poverty Rates: Evidence From The American States, Richard Fording, William D. Berry

University of Kentucky Center for Poverty Research Discussion Paper Series

There is spirited debate between those who maintain that public assistance to the poor decreases poverty by raising their incomes (an income enhancement effect) and those who contend that welfare increases poverty by discouraging the poor from working (a work disincentive effect). Extant studies have been inconclusive because they have focused on the effect of welfare benefits on the poverty rate, but have not employed designs that allow researchers to sort out distinct income enhancement and work disincentive effects. We develop a model of poverty rates in the American states that permits estimation of these distinct effects ñ based on …

Obesity And The Development Of Complications Across The Life Span: Is There A Relationship Between Obesity And Poverty, Mildred D. Fennal Jan 2003

Obesity And The Development Of Complications Across The Life Span: Is There A Relationship Between Obesity And Poverty, Mildred D. Fennal

University of Kentucky Center for Poverty Research Discussion Paper Series

The purpose of this investigation was to examine the relationship between the development of obesity in children ages five to ten years, and poverty (the socio-economic status of the family). Because of the associated complications of obesity such as heart disease, stroke, diabetes and hypertension, this research aimed to determine if obesity, a precursor of these diseases, was related to poverty.

The rate of the development of hypertension and diabetes in children and young adults has been steadily increasing over the past ten years (Hines, Fishman, Green, 1999). Therefore, there is an urgent need for continued investigation exploring the multiple …

Excerpts from their speeches are featured in this issue.

Implications Of Welfare Reform On Housing And School Instability, Laura Nichols, Barbara Gault Jan 2003

Implications Of Welfare Reform On Housing And School Instability, Laura Nichols, Barbara Gault

Sociology

To determine the potential influence of welfare reform on housing instability, which influences school instability, the results of studies on the housing outcomes of welfare recipients are discussed. State studies suggest that welfare reform has increased the rates of family mobility, evictions, and the likelihood of sharing housing. The effects on homelessness are difficult to assess. Limited research on housing and child outcomes, combined with few resources for housing assistance and a lack of affordable housing, suggest that housing instability and homelessness will continue to be a major issue for families living in poverty, further increasing children's school instability.

The Role Of Food Stamps In Consumption Stabilization, Craig Gundersen, James P. Ziliak Jan 2003

The Role Of Food Stamps In Consumption Stabilization, Craig Gundersen, James P. Ziliak

University of Kentucky Center for Poverty Research Discussion Paper Series

The Food Stamp Program provides assistance to households with incomes and assets below fixed thresholds. Although it is the largest entitlement program in the social safety net, little is known about the effect of food stamps on stabilizing fluctuations in household income and consumption. To estimate the volatility of income and the attendant reduction in volatility due to food stamps we use data from the Panel Study of Income Dynamics over 1980-1999 along with a model of income that admits permanent and transitory components as well as random growth rate heterogeneity. We then specify a model relating income changes to …

2003 Trafficking In Persons Report, U.S. Department Of State Jan 2003

2003 Trafficking In Persons Report, U.S. Department Of State

Human Trafficking: Data and Documents

AS unimaginable as it seems, slavery and bondage still persist in the early twenty-first century. Millions of people around the world still suffer in silence in slave-like situations of forced labor and commercial sexual exploitation from which they cannot free themselves. Trafficking in persons is one of the greatest human rights challenges of our time. It is, as the International Labour Organization (ILO) points out, the “underside of globalization.”

Improving The Well Being Of At-Risk Families: Exploring Clients’ Perceptions Of Preventative Services, Lenore M. Mcwey Jan 2003

Improving The Well Being Of At-Risk Families: Exploring Clients’ Perceptions Of Preventative Services, Lenore M. Mcwey

University of Kentucky Center for Poverty Research Discussion Paper Series

Low income and working poor families are exposed to tremendous stressors, which in turn can impede their ability to care for their children (Dyk, 2004). In 2000, reports of abuse and/or neglect of over five million children were made to Child Protective Services (CPS) Agencies (U.S. Department of Health and Human Services, 2002). These families are often termed “at-risk” because of the possibility that the children could be placed in foster care. One prevention strategy used to help at-risk families is in-home family therapy. The Young Investigator Award through the University of Kentucky Center for Poverty Research (UKCPR) enabled me …

Making The Italian Other: Blacks, Whites, And The In Between In The 1895 Spring Valley, Illinois, Race Riot, Caroline Waldron Merithew

History Faculty Publications

This essay takes the Spring Valley, Illinois, race riot and observes how blacks, Italians, and other new immigrants attempted to empower themselves and lay claim to status at the "nadir" of race relations ill this country. The events leading up to the riot, the assault on the African-American community, and the aftermath of the attack led to vocal outcries against oppression. What constituted oppression, however, was open to interpretation. Furthermore, no group defined itself, or its other, in isolation. Rather, each side responded to the rhetoric of its "opponents" as well as of middle-class whites who became involved in the …

Annual Anti-Trafficking Reports To Congress - 2002, U.S. Department Of Health And Human Services

Human Trafficking: Data and Documents

Trafficking in persons is modern day slavery. The trafficking of women, children, and men for sexual exploitation, sweatshop labor, involuntary domestic servitude, and migrant agricultural labor violations is estimated to affect hundreds of thousands of people worldwide annually – and tens of thousands in the United States alone. The practice of trafficking in persons is not only an affront to human dignity but also flouts the laws of legitimate commerce.

Unexplainable On Grounds Other Than Race: The Inversion Of Privilege And Subordination In Equal Protection Jurisprudence, Darren L. Hutchinson Jan 2003

Unexplainable On Grounds Other Than Race: The Inversion Of Privilege And Subordination In Equal Protection Jurisprudence, Darren L. Hutchinson

Faculty Articles

In this article, Professor Darren Hutchinson contributes to the debate over the meaning of the Fourteenth Amendment’s Equal Protection Clause by arguing that the Supreme Court has inverted its purpose and effect. Professor Hutchinson contends that the Court, in its judicial capacity, provides protection and judicial solicitude for privileged and powerful groups in our country, while at the same time requires traditionally subordinated and oppressed groups to utilize the political process to seek redress for acts of oppression. According to Professor Hutchinson, this process allows social structures of oppression and subordination to remain intact.

First, Professor Hutchinson examines the various …

The Glass Ceiling For Women In Business, Megan Abels Jan 2003

The Glass Ceiling For Women In Business, Megan Abels

Presidential Scholars Theses (1990 – 2006)

What better inspiration for research on the glass ceiling than the words of such influential women. As a young woman who will soon graduate college and enter the business world, in a field still dominated by men, the glass ceiling was a natural choice for my Presidential Scholar's research. When I first heard mention of the topic, it sounded like an age-old concept; one that was no longer in the public perception for the simple fact that it no longer existed. All my life, I have been led to believe that as a woman I can do anything, and that …

Efficiency And Social Citizenship: Challenging The Neoliberal Attack On The Welfare State, Martha T. Mccluskey Jan 2003

Efficiency And Social Citizenship: Challenging The Neoliberal Attack On The Welfare State, Martha T. Mccluskey

Journal Articles

In the face of rising economic inequality and shrinking welfare protections, some scholars recently have revived interest in T.H. Marshall's theory of "social citizenship." That theory places economic rights alongside political and civil rights as fundamental to public well-being. But this social citizenship ideal stands against the prevailing neoliberal ("free market") ideology, which asserts that state abstention from economic protection generates societal well-being. Using the examples of AFDC and workers' compensation in the 1990s, I analyze how arguments about economic efficiency have worked to characterize social welfare programs as producers of public vice rather than public virtue. A close examination …

Report On The Situation Of Refugees In Turkey: Findings Of A Five-Week Exploratory Study December 2002 – January 2003, Elizabeth Frantz Jan 2003

Report On The Situation Of Refugees In Turkey: Findings Of A Five-Week Exploratory Study December 2002 – January 2003, Elizabeth Frantz

Faculty Journal Articles

This report examines the current refugee situation in Turkey. Turkey is party to the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol, however it has maintained the geographical reservation, thereby granting refugee status only to those who became refugees as a result of events in Europe. In the past two decades, Turkey has become a reluctant host to an increasing number of asylum seekers, both Europeans and non-Europeans. This report investigates the progress in Turkey’s asylum procedures as well as the many areas that need strengthening, including, most importantly, in preventing refoulement. Both national and international …

Role Conflict And Social Support Among Women Academicians, Shahida Ismail Jan 2003

Role Conflict And Social Support Among Women Academicians, Shahida Ismail

Student Works (2000-2009)

The primary purpose of this study was to determine the degree of work-family connict experienced by married women academicians with children and the extent of social support received by them, from work and non-work sources. A questionnaire containing demographic questions as well as questions relating to work-family conflict intensity (Pleck, 1980) and perception of support (Caplan, 1975) were distributed to 85 women academicians (with children) working in a public university. The results suggested that these women academicians experienced varying degrees of role conflict and the greatest support received by them. was from their immediate superiors.

Representation Of Women In Men's Magazines : A Comparison Of Local And Foreign Editions Of Fhm, Belinda M Balraj

Student Works (2000-2009)

Women frequently face discrimination wherever they go. Their representation in the media has always been the subject of discussion among feminists and non feminists. This study was based on the representation of women in the local and foreign edition of a men's magazine, the FHM. The study on the representation of women was based on the pictures and the terms used to describe women in the interview section found in 5 issues of FHM (3 local and 2 foreign editions) used in this study. The study showed that women featured were generally depicted as sexual objects and were pictured and …

From Paper To Action: State-Level Interagency Agreements For Supported Employment Of People With Disabilities, Deborah Metzel, Susan M. Foley, John Butterworth

All Institute for Community Inclusion Publications

Over the past decade there has been an increasing national emphasis on the participation of individuals with disabilities in the labor force. This concern was recognized through Executive Order No. 13078 signed by President Bill Clinton in March 1998, establishing the Presidential Task Force on Employment of Adults with Disabilities. The Task Force was charged with a mission "to create a coordinated and aggressive policy to bring adults with disabilities into gainful employment at a rate that is as close as possible to that of the general adult population" (Section 1 (c)). Legislation and policy changes have also been directed …

Assessment Of Refugee Status Determination Procedure At Unhcr’S Cairo Office 2001-2002, Michael Kagan

Faculty Journal Articles

In Egypt, refugee status determination (RSD) by the United Nations refugee agency is frequently the single most important decision anyone will make affecting the life of an asylum-seeker. In 2001, the U.N. High Commissioner for Refugees (UNHCR) office in Cairo received the most individual RSD applications of all of the agency's offices worldwide. The Cairo office has taken some significant steps to improve the RSD process. At the same time, some important international standards of fair and effective RSD procedures have not been implemented. In recent years, the number of refugee applicants in Egypt has grown and UNHCR-Cairo's resources have …
