Amid a landscape of cyber attacks on America occurring below the threshold of armed conflict, strategic national policy efforts recommend a whole-of-nation approach where individuals and public and private organizations increase their defensive posture in cyberspace. Motivation to address the risk of a cyber event includes a continuum of cyber threats that can range from low-level disruptive events to cybercrime and cyber espionage to the possibility of a potentially catastrophic attack on critical infrastructure. The integration of Artificial Intelligence (AI) in the workforce is transforming team dynamics, leading to the emergence of Human-AI Teams (HATs). These teams offer opportunities to capitalize on human strengths with AI's prowess, offering significant opportunities for innovation and efficiency. Effective HAT functioning requires aligning human expectations with AI capabilities and bridging knowledge gaps between teammates. Enhanced optical and infrared activity of subwavelength metal nanoparticles is key to their use in optoelectronics, spectroscopy, and sensing. The present work compared spectra of nanosphere dimers merged by centrifuging gold nanospheres with corresponding simulated nanoscale dimers. Geometric features of the nanosphere dimers were related to corresponding optical and near-infrared activity through simulation. Differences in optical and infrared activity of the nanosphere dimers were largely attributable to changes in the radius of the nanosphere and the radius of the conductive junction between merged nanospheres. Corn Leaf Disease Prediction Using Deep Learning, Meghana Varayuri

Corn is a widely cultivated agricultural product, serving as a cornerstone in food production and industrial applications such as biofuels, playing a crucial role in the global economy. This study explores the application of deep transfer learning to accurately classify major corn diseases from leaf images, aiming to enhance disease management strategies for improved agricultural productivity and sustainability. The customized Dense net 201 model achieved 95% prediction accuracy on an untrained dataset. Data augmentation improved the model’s accuracy from 91% to 95%. This supervised learning approach enhances the model’s performance by increasing the diversity, leading to better generalization and accuracy. …

This fact sheet examines data on policies and actions to support electric vehicle (EV) infrastructure in five Mountain West states: Arizona, Colorado, Nevada, New Mexico, and Utah. The data are retrieved from the “2023 Transportation Electrification Scorecard,” created by the American Council for an Energy-Efficient Economy (ACEEE). The Scorecard measures which Mountain West states are the most efficient in progress made towards the electrification of vehicles.

Pushing Boundaries: Feminism, Female Leaders, And The Fate Of Feminist Foreign Policy, Sannia Abdullah

The study challenges the clearest, unqualified liberal claim on feminist foreign policy: namely, women equal peace and security while men equal war. In fact, women approach foreign policy challenges as judiciously as men and have proven their statesmanship. Feminist foreign policy promotes gender equality, women empowerment, and socio-economic parity based on a non-hierarchal system, but it fails to offer a resilient, conflict preventing, and environmentally friendly alternative framework capable of reducing contemporary foreign policy challenges.

Emerging digital technologies have changed some of the ways that genocides are planned and executed. This paper examines those differences, calling attention to how changes in the execution of genocide should prompt a shift in the approaches to atrocity prevention. It develops a conceptual framework addressing how atrocity prevention efforts might adapt to new technology within three realms of potential prevention efforts: the ethical (norms), the legal (laws), and the digital (code).

Governments, humanitarian agencies, and non-government organizations increasingly resort to data-driven techniques to meet the challenges they face in dealing with growing mobile populations such as refugees. Such techniques originate in bureaucratic administrations of the 19th century and, even earlier, in slave trade and plantation accounting methods. They were then perfected in logistics and global supply chain management of the twentieth and twenty-first centuries, especially with the advent of information technology. We examine the application of these techniques in humanitarian cases, seeking to contextualize them within the framework of logistic security. Writing About A Stressful Experience Can Impair Visual Working Memory, Colton Hunter, Grant S. Shields

Acute stress has been well-established to impair working memory. However, less is known about how writing about an unresolved stressor may influence working memory or working memory processes. We addressed these issues in the present study (N = 282) by randomly assigning participants to write about an unresolved stressful experience (stressful writing condition or the events of the previous day). We then both measured performance on a change detection task and used computational modeling to estimate the processes underlying performance: attention, capacity, and guessing bias. I examined the effects of virtual fencing on beef cattle stress and how implementing the technology can aid wildlife habitat conservation at the University of Nebraska Gudmundsen Sandhills laboratory (GSL) near Whitman, NE. First, I examined how virtual fencing influences acute heart rate changes in beef cattle fitted with the virtual fencing collars. No significant difference in the average heart rate of a cow (P > 0.05) was observed between the 30 min control and virtual fenced periods for both trial dates. The recent surge in the plant-based protein market has resulted in high demands for soybean genotypes with improved grain yield, seed protein and oil content, and essential amino acids (EAAs). Given the quantitative nature of these traits, complex interactions among seed components, as well as between seed components and environmental factors and management practices, add complexity to the development of desired genotypes. In this study, the across-environment seed protein stability of 449 genetically diverse plant introductions was assessed, revealing that genotypes may display varying sensitivities to such environmental stimuli. Recent developments in 2D magnetic materials have motivated the search for new van der Waals magnetic materials, especially Ising-type magnets with strong magnetic anisotropy. Fe-based MPX3 (M = transition metal, X = chalcogen) compounds such as FePS3 and FePSe3 both exhibit an Ising-type magnetic order, but FePSe3 receives much less attention compared to FePS3. This work focuses on establishing the strategy to engineer magnetic anisotropy and exchange interactions in this less-explored compound. Artificial intelligence (AI) design typically incorporates intelligence in a manner that is affirmatory of the superiority of human forms of intelligence. In this paper, we draw from relevant research and theory to propose a social-ecological design praxis of machine inclusivity that rejects the presumption of primacy afforded to human-centered AI. We provide new perspectives for how human-machine communication (HMC) scholarship can be synergistically combined with modern neuroscience’s integrated information theory (IIT) of consciousness. Despite the plethora of theories and frameworks addressing culture, health, and technology adoption, there remains a notable absence of a unifying theory that comprehensively encompasses all three aspects, particularly concerning newcomers. The Health Belief Model, for example, underscores individual perceptions and attitudes toward health yet fails to consider the intricate interplay between cultural factors and technology adoption among immigrant populations. The Healthy Immigrant Effect, which posits that immigrants often exhibit better health outcomes than native-born individuals, does not mention the role of technology on health outcomes.
