This is the sixth of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). Researchers conducted surveys of residents in housing developments operated by the New York City Housing Authority (NYCHA), half involved in MAP and half not involved. The survey measured opinions and perceptions about public safety and resident well-being. Surveys were conducted well after the 2014 launch of MAP, but the data allowed the study to examine differences between MAP and non-MAP communities.

In mid-March, Oregon leaders ordered unprecedented ‘stay home’ measures to slow the spread of the pandemic Covid-19 virus. The economic impact was immediate, with entire sectors of business in ‘shut down’ mode and others limiting their activity. These emergency orders, necessary for public health, had a dual impact for workers: many were quickly laid off from temporarily closed businesses, while others deemed essential were at risk of viral transmission. Much recent conceptual and theoretical effort to identify and define the kinds of voluntary action that take place outside households, economic markets and governments has a consistent emphasis on negation: It seems to define these matters by what they are not: not for profit, or nonprofit, nongovernmental, unproductive, inefficient, examples of contract failure, market failure, government failure and more. Chicago’s Little Village community bears the heavy burden of environmental injustice and racism. The residents are mostly immigrants and people of color who live with low levels of income, limited access to healthcare, and disproportionate levels of dangerous air pollution. Before its retirement, Little Village’s Crawford coal-burning power plant was the lead source of air pollution, contributing to 41 deaths, 550 emergency room visits, and 2,800 asthma attacks per year. After the plant’s retirement, community members wanted a say on the future use of the lot, only to be closed out when a corporation, Hilco Redevelopment Partners, bought the lot …

Environmental injustices in Denver follow the same patterns that are seen throughout the country, which is that low-income People of Color are, relative to White people, disproportionately impacted by poor air and water quality, food deserts, displacement, and a phenomenon known as urban heat islands. The literature review conducted for this proposal revealed that despite the 2019 U.S Census Bureau indicating that Denver is 80.9 percent White, 29 percent Latino, and 10 percent Black, neighborhoods with predominantly Black and Latino residents are the neighborhoods experiencing environmental injustices in Denver.

Portland State University’s Homelessness Research & Action Collaborative worked with the Joint Office of Homeless Services, Shannon Singleton, and Street Roots to survey people who are living unsheltered to better understand their needs. Because of the racial disparities that we know exist, we set out to create and administrate a survey that would also ask these questions with a focus on people of color.

In all, 383 people took the rapidly deployed and quickly crafted survey over the course of two weeks. Nearly 40% of those surveyed identified as people of color with the highest representation among Black people and …

Many advocates, local officials, and people experiencing homelessness agree that Portland needs a better way to respond to low-priority calls for service involving those experiencing homelessness and behavioral health crises. This report examines efforts to address homelessness in Portland through the development of a plan to dispatch the Portland Street Response unit rather than police.

A team of community partners spread out across the city July 16 and 18 to interview people experiencing homelessness to help inform the design of the Portland Street Response pilot project (PSR). An additional team went out on Sept. 6.

This research seeks to understand the effectiveness of the There is no Poop Fairy campaign through a public survey of dog owners. The There Is No Poop Fairy campaign was initiated in Albuquerque, New Mexico, in 2014, with the goal of getting dog owners to pick up and properly dispose of their dogs’ waste. The Rio Grande is contaminated with E. coli bacteria that originates in part from dog waste, which is carried to the river through storm water. Levels of E. coli in the Rio Grande have decreased dramatically within the past few years, coincident with the campaign. The …

This article presents a case study of efforts of a workforce development unit within a local public housing authority to recraft its image as separate from the larger housing authority, in order to better attract participants to its optional supportive services. Using qualitative interview data with Section 8 voucher recipients and public housing authority staff, and descriptive quantitative data from a larger dataset, and drawing on theories of street-level bureaucracies and agency-client interactions, the case study finds that service recipients perceive the housing authority as a largely compliance-oriented organization that is overly bureaucratic, excessively regulating of private spheres of family …

Five participants were interviewed and invited to engage in a collaborative writing process with the themes of immigration, cultural negotiation, and oral family history. In order to understand the impact of individual communities on global sustainability, we need a community sustainability assessment system (CSAS). While many sustainability assessment systems exist, they prove inadequate to the task. This article presents the results of a systematic review of the literature on existing sustainability assessment systems; offers a definition of a sustainable community; provides a multi-scale, systems approach to thinking about community; and makes recommendations from the field of performance measurement for the construction of a CSAS.

The Count provides important information on the people who were counted living unsheltered, in emergency shelter, and in transitional housing (collectively the “HUD homeless” or “literally homeless” population) the night of Jan. 23, 2019. As always, the date of the Count and the definition of homelessness that determines who is counted were set by the U.S. Department of Housing and Urban Development (HUD).

I will explore statistics involving the health and well-being of Central Brooklyn, how the environment plays a disparate role in the poor health and lack of access to services of its African-American residents in comparison to other regions in Brooklyn. This is the second of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center was asked to create the measurement framework and analytic strategies to evaluate the MAP initiative. Using multiple data sources and onsite observations and interviews, the team aims to understand the relationship between the MAP efforts and the expected outcomes of those efforts.

Graduate student Lauren Everett created a brief history of housing policy in the United States from 1843 to the present. She looked at major events that helped shape our country’s understanding and policies around property. Events include everything from the donation land claim act, which entitled each white, male settler to 320 acres in the Oregon territory, to the rent control stabilization legislation in 2019.

A national study done to collect data on homelessness rates in universities says that between 11% - 14% of students are experiencing homelessness. A study has not been done on specific data at PSU, however, there are students and staff experiencing homelessness at PSU, and some of those individuals are sleeping in their vehicles. Some of the individuals living in their vehicles purchase quarterly parking passes for the PSU parking garages. These individuals would benefit from a Safe Parking Program. The Native American Housing Assistance and Self Determination Act of 1996 (NAHASDA) established a single flexible federal block grant for tribes and Tribally Designated Housing Entity to provide housing assistance to their tribal members. This shift recognized Native rights of tribal self-determination and self-governance, and it reorganized the mechanism by which tribes received compensation for land cessions. The U.S. Department of Housing and Urban Development currently administers the Indian Housing Block Grant (IHBG) annually, with funds typically prioritized to housing on reservation or tribal lands. Our research on collaborative planning and equity attempts to understand how collaborative planning and policy decisions are made, and to pinpoint where an equity lens might transform normative procedures into a practice of anti-oppression, agonism, and advocacy.

Collaborative planning is a dominant theory in planning in which multiple stakeholders come together to deliberate on common concerns and apply consensus building and public participation methods to make policy decisions. The approach seeks to balance power among participants and increase public engagement.
