Phase 1 of the study, which led to this report by PSU’s Homelessness Research & Action Collaborative (HRAC), includes a literature review; a summary of PSU student survey results; a description of PSU programs based on interviews with staff and administrators; an analysis of programs at other institutions; and a set of recommendations for better addressing student housing needs. Many studies have examined unaccompanied youth experiencing homelessness; however, a relative silence persists about the lives of youth and young adults (YYA) while in family homeless shelters. This study aims to fill the gap in the literature about the lives of youth residing in family shelters and to learn about successful transitions from adolescence to young adulthood while experiencing family homelessness. This transition interacts with various social collectives (family, peers, community), political institutions (municipal, state, and federal), and an overwhelming economic system (global racial capitalism). The systemic denial of mortgages, loans, and other financial services to specific neighborhoods on the basis of race, a practice known as redlining, has continued to have a disproportionately negative effect on communities of color since its inception in the 1930s. This study examines the low-income energy efficiency programs funded by Virginia’s participation in the Regional Greenhouse Gas Initiative (RGGI). Its goal is to understand the extent to which those programs can address the problem of high energy burdens among Virginia’s low-income residents, and to estimate the impacts that those energy efficiency investments could have on the broader Virginia economy.

Our report begins with a review of existing research on “energy burdens,” or the concept that some residents, particularly those in lower income brackets, spend a disproportionate percentage of their incomes on home energy costs (heating, cooling, etc.). We then discuss …

The cities share many characteristics and developed in similar directions at their early stages. Nevertheless, a century later, their social housing systems look far apart. The Fair Housing Act (FHA), enacted as Title VIII of the Civil Rights Act of 1968, prohibits discrimination from selling or renting a dwelling to any person because of race, color, disability, religion, sex, family status, and national origin. The federal government provides rental subsidies for many low-income renters through government programs. Rental assistance such as Section 8 vouchers administered by Housing and Urban Development is considered a lawful source of income for paying rent; however, many landlords or realtors discriminate against individuals utilizing Section 8 vouchers. The Eviction Landscape In South Carolina, Ethan Magnuson

The purpose of this thesis is to describe and analyze the South Carolinian eviction crisis from the perspective of radical geography. South Carolina was chosen for the severity of its crisis and the lack of research at a sub-state level. Court records of eviction filings from 2019 were geocoded and tested for spatial clustering, which was clearly visible. Plaintiff names were used to identify the most frequent filers and distinguish landlords by type. At the census tract level, eviction filing counts were compared with neighborhood characteristics using negative binomial regression, and most were found to be significant in South Carolina. …

A new report from Portland State University’s Homelessness Research & Action Collaborative (HRAC) estimates that evictions could cost Oregon as much as $3.3 billion after the statewide eviction ban expires in June.

The center worked with community partners to gather data from emergency shelters, inpatient and emergency medical services, child welfare, and juvenile justice services to estimate the downstream costs of evictions using the Cost of Eviction Calculator developed by the University of Arizona College of Law.

Despite decades of reforms and technological innovations, increasing evidence shows that state securitization disproportionately harms already racially, spatially, and socio-economically marginalized communities. My research investigates uneven impacts of state securitization, from punitive welfare programs to school surveillance to policing. This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

North/Northeast Portland has long been the heart of Portland's Black community. By 2010, the area had lost two-thirds of its Black residents to displacement. In response, the City adopted a Preference Policy that prioritizes displaced affordable rental and homeownership applicants. This report describes findings from the first phase of a study to understand what difference this policy is making in the lives of residents.
