This reflection on a series of photographs from the exhibition URGENT gathered by members from "A day in the life photography and story collective" begins to examine the way social structures are implicated in the lives of those who are living in poverty and how their lives can be rendered visible. Through our work in communities with people who are experiencing homelessness and insecure housing we consider the role of photography in picturing and subjecting communities to a gaze that has the potential to be empathic and engaged or uncaring and disengaged.

An Exploratory Study Of Neighborhood Choices Among Moving To Opportunity Participants In Baltimore, Maryland: The Influence Of Housing Search Assistance, James X. Bembry, Donald F. Norris

The Journal of Sociology & Social Welfare

This study examined the neighborhood choices of 150 families who participated in the Moving To Opportunity Program (MTO) in Baltimore, Maryland. The MTO program, utilizing an experimental design, provided intensive housing search and counseling services to the experimental subjects. This study found that the counseling services were instrumental in altering the subject's cognitive maps, and they were more likely to move to neighborhoods that were more racially integrated, safer, and, also, had higher levels of satisfaction with their new neighborhood. As the name suggests, Voluntary Action (VA) was one of the constituent interests in the formation of ARNOVA. The popularity of nonprofit organizations (NO) among researchers, scholars and students threatens to overwhelm the scholarly interest in voluntary action. Yet, this latter topic is both more interesting theoretically and more important to larger questions of democracy and local and national community and therefore needs to be preserved and protected.

The Center for Social Policy (CSP) at the McCormack Institute, University of Massachusetts Boston oversees the Connection, Service, and Partnership through Technology (CSPTech) project. CSPTech operates a homeless management information system being implemented throughout the Commonwealth. Founded in 1995, this project is a networked computerized record-keeping system that allows homeless service providers across Massachusetts to collect uniform client information over time. This information is aggregated in a database used by service providers, advocates, government officials, researchers, and people experiencing homelessness. This paper provides an overview of the issues associated with working caregivers. We will examine the social and demographic trends influencing the growth of this group, their characteristics and their contributions to elders, and the consequences of caregiving for caregivers and their work. Next, we will briefly describe the various employer-initiated programs currently in place to support working caregivers and the evolution of these programs, followed by federal and state governments’ response to working caregivers, to date. Low-Income Homeownership In Portland's Albina Community: A Comparative Analysis Of Housing Quality In Market-Rate And Subsidized Houses, Carolyn Emily Collopy

The purpose of this study was to detem1ine which of these two options, market-rate or subsidized, offer higher quality affordable housing to low and moderate-level income households. Through field observation and GIS analysis, the study compared the structural, block, neighborhood amenity, crime, and proximity to CBD characteristics of affordable market-rate and subsidized houses in Portland's Albina Community. The study samples were approximately 100 houses per sample; market-rate houses consisted of houses that sold during 2000 for $125,000 or less, and subsidized houses were selected from housing created by three local non-profit development agencies.

Discussions of boards in the third sector literature usually proceed from assumptions grounded in Weber’s rational-legal authority and international management principles like those of Henri Fayol. The generalizations made about boards are based on rational-legal views of the board as the principal governing body of a nonprofit organization. Much less frequently examined are the roles and functions of boards in organizations grounded in other forms of authority. In particular, the relationship between charismatic authority and boards has seldom been studied. Conventional wisdom suggests that the basic job of public policy studies (and public institutions, for that matter) is to deal in a timely and practical fashion with pressing public issues of the day. The focus typically is on 'ripe' topics, 'hot' political problems. If a study can be ahead of the curve, in John Kingdon's apt phrase "an idea whose time has come," so much the better. But unlike more traditional academic research, where the focus is timeless — i.e., an explanation of previously inexplicable phenomena, timeliness is a prime reason for initiating a policy study.

This document summarizes key findings from a survey conducted on March 19, 1997 with 338 homeless individuals and 94 families sheltered or served by 33 of 40 shelter programs in the City of Boston. The data presented in this report were collected at one point in time. Point in time data results in an overrepresentation of the "longer term" homeless, and offers limited insight regarding the structural dynamics underlying movement from homelessness to residential stability (Culhane, Lee, Wachter, 1996; White, 1996). Youth gangs infiltrated Portland's illegal drug trade in the early 1980s. By the mid-1980s, entire neighborhoods in some parts of the city were affected. Residents expressed fear that their children would be drawn into gangs. Violence between rival gangs was frightening. Citizens, law enforcement and social services personnel organized to defend themselves and adjust programs to manage the problem. City officials denied a problem existed until a gang style shooting death forced recognition. The shooting death was catalytic in that it launched an effort to respond with a continuum of services. The House of Umoja was one of the services. …

As government agencies face a complexity of economic and political issues the availability and utilization of resources through private voluntary organizations (PVOs) have become increasingly important. A review of the literature covering the role of PVOs in developing countries indicates the significant contribution these agencies can have in the development process. There are only a handful of situations where small organizations are working directly with a government agency in the provision of a public service. This study identifies the prevailing scarcity of urban public services and the conceptual relations among service delivery, patronage, bureaucratic activities and structural factors in the Lagos Metropolitan region. It examines the extent to which clientelism, bureaucratic decision rules and structural theoretical models explain water service delivery patterns in Festival Town (Festac), a suburb of Lagos, Nigeria.

This paper argues, first, that most housing problems—in Boston and throughout the nation—are ultimately the result of the squeeze between inadequate incomes, on the one hand, and the cost of profitably providing housing on the other. It is also argued that housing cost and incomes together are the most decisive determinants of the overall quality of life of families and communities. This report recommends that the administration and/or financing of a selected group of public services be shifted from municipalities to the state government in Massachusetts.

Several criteria are used to identify local functions and local fiscal responsibilities which are more suitable for state than local financing. The first criterion is the efficiency of delivery of the service: for some functions, such as solid waste disposal, technology makes it more costly per capita to provide the service separately through individual municipalities than to operate regionally-based waste disposal facilities.
