In 2022 and 2024 respectively, activists in the cities of Los Angeles and Chicago put forward ballot measures to address their city’s housing crisis by implementing a progressive real estate transfer tax to fund affordable housing and homelessness services. While Measure United to House LA overwhelmingly passed, Bring Chicago Home later failed. To understand why two seemingly similar ballot measures in two large, progressive cities resulted in such different outcomes, I employ a three-pronged framework, rooted in the literature of social movement studies, which examines each city’s historical context around housing and homelessness, policy design and framing opportunities, and process …

This paper pairs exact dispensary locations with city block level crime data to study the impact of medical cannabis dispensaries on crime in the state of Florida from 2016-2019. Leveraging a Florida state law that requires broadly uniform security provisions across dispensaries, we capture important dispensary heterogeneity by incorporating customer volume and local non-dispensary foot traffic with smartphone geopositional data. We use not-yet-operational dispensary locations as a control group and a geo-spatial difference-in-differences framework and find reductions in larceny, vehicle burglary, and motor vehicle theft following the opening of high-volume dispensaries. This research update of author’s earlier Paper of October 2015 ‘Greater Drogheda: Emerging Demographic Evidence Base for Ireland’s Sixth City’ by reviewing and updating the growth of the Greater Drogheda Area (GDrA). It includes an examination of the fusion of its two largest settlements, Drogheda and fast-growing Laytown, Bettystown, Mornington and Donacarney (LBMD) towns. The scale of Drogheda’s growth is evidenced as a city and not that of the National Planning Framework’s Regional Growth Towns, as the evidence of this Paper will show. Coproduction, or the interaction of citizens with their public service provider, has been used in policy responses to a myriad of service delivery problems, especially policing. This dissertation uses a three-manuscript approach to revisit coproduction both as a theory and a practice. The first manuscript tracks the evolution of coproduction as a theory from three different disciplines: economics, urban theory, and public administration. Redlining, the practice of discriminating against specific neighborhoods based on race and socioeconomic status, leads to persistent environmental hazards and socioeconomic inequalities that have lasting adverse health effects on their populations. Distributed solar energy is growing rapidly in Virginia, and prices are dropping. If these trends continue, the state has the potential to meet a significant percentage of its electricity needs via distributed solar, supporting thousands of jobs and achieving substantial economic benefits in the process. A general theme of the essays is the interplay between local financial policies and housing markets. An analysis of opinion poll data on housing issues. The article finds that Americans generally believe that their community needs more housing of all types, but are more closely divided about whether such housing should be in their own neighborhoods. The article further finds that members of minority groups, lower-income Americans, and younger Americans are more pro-housing than older, affluent whites.

Over 1700 complete streets policies have been adopted by state and local government; these policies typically provide that streets shall be designed to benefit all users, not just motorists. This article analyzes some complete streets policies, and concludes that even above-average policies are often too vague and underfunded to significantly change the status quo. The article suggests a variety of reforms that might make complete streets policies more effective.

This qualitative study examines redevelopment and historic preservation in the Lincoln Street Historic District of Gary, Indiana. Established in 1906 by the United States Steel Corporation, Gary grew as a major industrial center before experiencing decades of disinvestment, abandonment, and renewed interest from commercial investors. Despite the district’s architectural and cultural significance, its historic structures and surrounding neighborhoods continue to face deterioration and redevelopment pressures.
