In March 2021, the Kentucky General Assembly passed House Bill 321 (Acts Chapter 203) authorizing the creation of a tax increment finance (TIF) district within the West End of Louisville. Designed to spur community-wide economic development, it set up a public-private nonprofit partnership. Known as the West End Opportunity Partnership (WEOP), this 21-seat board include community representatives and has sole control over any fund disbursement. Funds can be used towards a broad array of investments including small business loans, financing affordable housing units, home improvements, etc.

To answer this question, I first outline the current state of housing in Portland and current policies affecting housing in Portland. Southern Nevada is facing a sex trafficking epidemic that continues to impact people in the state. Thus, in this brief, I investigate Southern Nevada’s sex trafficking crisis. Based on recent sex trafficking studies and the current legislature, it is apparent that although Southern Nevada is aware of the problem, more can still be done to stop it. As a result, this policy work explores sex trafficking in Southern Nevada, addresses stigmatization as a causal factor, provides political context, and offers policy recommendations related to child victim aid and protection to be considered for legislation.

Urbanization may influence physical activity (PA) levels, although little evidence is available for low- and middle- income countries where urbanization is occurring fastest. We evaluated associations between urbanization and total PA, as well as work-, leisure-, home-, and transport-specific PA, for 138,206 adults living in 698 communities across 22 countries within the Prospective Urban and Rural Epidemiology (PURE) study. The 1-week long-form International PA Questionnaire was administered at baseline (2003-2015). We used satellite-derived population density and impervious surface area estimates to quantify baseline urbanization levels for study communities, as well as change measures for 5- and 10-years prior to PA …

This study examines the low-income energy efficiency programs funded by Virginia’s participation in the Regional Greenhouse Gas Initiative (RGGI). Its goal is to understand the extent to which those programs can address the problem of high energy burdens among Virginia’s low-income residents, and to estimate the impacts that those energy efficiency investments could have on the broader Virginia economy.

Our report begins with a review of existing research on “energy burdens,” or the concept that some residents, particularly those in lower income brackets, spend a disproportionate percentage of their incomes on home energy costs (heating, cooling, etc.). We then discuss …

Critiques an article defending zoning. In particular, the article notes that a traditional justification for zoning is that it conserves community character. This argument fails because when people priced out of exclusive neighborhoods move to other areas, they change the character of the receiving area. Similarly, the argument that zoning prevents infrastructure from being overloaded overlooks the fact that if people priced out of one area move to a cheaper area, the latter area's infrastructure is equally burdened. Through the use of the United States Census Bureau’s 2020 ACS 5-year survey, demographic trends will be analyzed for CCSD. This brief will focus on three demographic trends that have direct connections to educational success. Those three demographic trends are: internet access, poverty level (households on SNAP), and school enrollment.
