Extreme heat events, intensified by climate change, pose critical challenges to public health, infrastructure, and workforce resilience. Despite the urgency of these challenges, there is no systematic framework to identify workforce adaptive capacities that can help build regional heat resilience. This study introduces a novel large language model assisted approach, using task-level data from the O*NET dataset, to identify workforce capacities that enhance heat resilience. By defining heat-solution tasks as activities mitigating heat impacts, protecting public health, or improving infrastructure, we classify heat-solution occupations and dual-impact occupations, which are both vulnerable to heat and critical to heat resilience. The corridor sits at the intersection of historical significance and present-day opportunity—bridging the old and new alignments of Route 66 while serving a diverse, working-class population. Drawing from urban planning theory, spatial analysis, and community input, this plan identifies challenges and assets related to land use, infrastructure, business development, housing, and cultural identity. Since 2014, Nevada has consistently ranked among the bottom five states, if not last, in the nation for youth mental health, with more than 34,000 youth reporting experiencing thoughts of suicide in 2025 (U.S. Department of Health and Human Services, 2023). The state’s student-to-counselor ratio stands at 456 to 1, nearly double the recommended 250 to 1 (American School Counselor Association, 2024). In Southern Nevada, these challenges are compounded with persistent provider shortages, chronic underfunding, and a fragmented system of care. Tents are a familiar sight across many U.S. cities, especially West Coast cities. In Seattle, given the high visibility of tents, public perceptions of a widespread problem, the uncertainty surrounding the city’s number of tents, and national data showing a rise in unsheltered homelessness, the authors decided to count tents. They conducted a tent census to obtain a full count of the number of tents in the city of Seattle as well as two resamples of highly populated areas of tents. Reassessing Policy Responses To Irregular Migration In Receiving Democracies: A Process-Tracing Analysis Of Transactional Migration Governance, Otoniel Ramos

This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence. While the role of American democracy is to promote a sense of participation from constituents, the lack of information regarding policy decisions has exempted the public from the halls of the legislature. Government institutions often face a dilemma in providing goods and services: whether to ‘outsource’ or manage them ‘in-house’. Large-scale public services typically require complex contracts to ensure successful project completion. This study examines the dynamics of relational governance and power shifts that lead to contract failure using a mixed-method approach applied to a complex public service project in Jakarta, one of the largest metropolitan areas in the world. The findings indicate that a contractual win-win outcome can be achieved with strong governance rules, particularly relational governance. However, relational governance can weaken without robust contractual governance, particularly during conflicts or disputes. …

This study examines how expanding Accessory Dwelling Units (ADUs) could serve as an effective policy solution to address the housing affordability crisis. In San Diego, a Bonus Program has been implemented to incentivize the construction of affordable ADUs by relaxing burdensome regulations. A Differences-in-Differences approach using two-way fixed effects is employed to evaluate the program's effectiveness in promoting ADU development, using city-level data from San Diego and Los Angeles counties. ADU permit applications serve as a key indicator of policy impact. The findings strongly suggest that the Bonus Program influenced increasing ADU permit applications in San Diego. The digital divide remains a persistent barrier to civic participation and social inclusion in urban America, particularly in historically underserved communities. This mixed-methods study investigates how digital lack of access affects civic engagement, social capital, and community cohesion in U.S. cities, with a focus on Chicago’s South Side, Harlem New York, St. Louis, and Orlando. This thesis examines two Manhattan neighborhoods, Battery Park City and Alphabet City, through the lens of New Urbanism—an urban planning approach developed in the 1990s. New Urbanist principles prioritize walkability, connectivity, mixed-use development, diversity, varied housing options, architectural quality, green transportation, sustainability, and accessible green spaces. While Battery Park City represents a top-down, master-planned New Urbanist neighborhood based on a 1979 plan, Alphabet City emerged from the 1811 Manhattan grid with significant community-driven design, notably through community gardens and grassroots initiatives.
