Project delivery and procurement methods provide an opportunity to align design and construction processes with this goal. Every year, over 60,000 work zone crashes are reported in the United States (FHWA 2016). Such work zone crashes have resulted in over 4,400 fatal and 200,000 non-fatal injuries in the last 5 years (FHWA 2016, BLS 2014). Apart from the physical and emotional trauma, the annual cost of these injuries exceeds $4 million-representing significant wasted resources. To improve work zone safety, this research developed a system architecture for unveiling high-risk behavioral patterns among highway workers, equipment operators, and drivers within dynamic highway work zones. Timely repairs of pavement defects are essential in protecting an important investment and asset that public agencies have. These repairs may be made as durable “stand-alone” repairs of isolated problems, or as part of preparations for a total resurfacing. This manual provides basic information on the planning, materials and construction aspects of common pavement repairs such as crack sealing, crack filling, and patching, as well as a broader look at other preparations needed for total resurfacing a pavement, whether the resurfacing is a surface treatment or a thin hot mix asphalt (HMA) overlay.

Increased urbanization, population growth, and demand for time-sensitive deliveries means increased freight movement in cities, which contributes to emissions, noise, and safety concerns. One innovative mode gaining widespread attention for urban deliveries is cargo cycles—bicycles adapted for freight delivery. Despite the recognized potential and possible success of transporting at least 25% of freight via cycle, research remains limited. Connected and automated vehicles (CAVs) are expected to improve safety by gradually reducing human decisions while driving. However, there are still questions on their effectiveness as we transition from almost 0% CAVs to 100% CAVs with different levels of vehicle autonomy. This research focuses on synthesizing literature and identifying risk factors influencing fatal crashes involving level 1 and level 2 CAVs in the United States. The ever-evolving technology interwoven into the transportation industry leaves it frequently at risk for cyber-attacks. This study analyzes the security of a common in-vehicle network, the Controller Area Network (CAN), standard in most vehicles being manufactured today. Like many other networks, CAN comes with inherent vulnerabilities that leave CAN implementations at risk of being targeted by cybercriminals. Such vulnerabilities range from eavesdropping, where the attacker can read the raw data traversing the vehicle, to spoofing, where the attacker can place fabricated traffic on the network. Studying accessibility, including the resilience of city transportation networks, is critical to understand how these networks influence individuals’ mobility and lives. This study developed an analytical research framework to examine the resilience of accessibility to emergency and lifesaving facilities under the threats of natural hazards such as earthquakes and wildfires. Traffic congestion is a constant problem for cities worldwide. The human driving inefficiency and poor urban planning and development contribute to traffic buildup and travel discomfort. An example of human inefficiency is the phantom traffic jam, which is caused by unnecessary braking, causing traffic to slow down, and eventually coming to a stop. The commercial fishing industry is frequently described as one of the most hazardous occupations in the United States. The objective, to maximize the catch, is routinely challenged by a variety of elements due to the environment, the vessel, the crew, and how they interact with each other. "The Human Readiness Level (HRL) Scale is a simple 9-level scale for evaluating, tracking, and communicating the readiness of a technology for safe and effective human use. It is modeled after the well-established Technology Readiness Level (TRL) framework that is used throughout the government and industry to communicate the maturity of a technology and to support decision making about technology acquisition. Here we (1) introduce the ANSI/HFES 400-2021 Standard that defines the HRL scale and (2) provide concrete examples of evaluation activities to support the application of HRLs in the development of automated driving systems."

Bike-sharing holds promise for available and healthy mobility services during COVID-19 where bike sharing users can make trips with lower health concerns due to social distancing compared to the restricted transportation modes such as public transit and ridesharing services. Leveraging the trip data of the Divvy bike-sharing system in Chicago, this study explores spatially heterogeneous effects of built environment on bike-sharing usage under the pandemic. Results show that the average weekly ridership declined by 52.04%. The rapid popularity growth of shared e-scooters creates the necessity of understanding the determinants of shared e-scooter usage. This thesis estimates the impacts of temporal variables (weather data, weekday/weekend, and gasoline prices) and time-invariant variables (socio-demographic, built environment, and neighborhood characteristics) on the shared e-scooter demand by using four months (June 2019- October 2019) period of data from the shared e-scooter pilot program in Chicago. The study employs a random-effects negative binomial (RENB) model that effectively models shared e-scooter trip origin and destination count data with over-dispersion while capturing serial autocorrelation in the data. This project focused on developing and evaluating methods for estimating demand volume for oversaturated corridors. Measuring demand directly with vehicle sensors is not possible when demand is larger than capacity for an extended period, as the queue grows beyond the sensor, and the flow measurements at a given point cannot exceed the capacity of the section. The development of a hurricane evacuation simulation model is a crucial task in emergency management and planning. Two major issues affect the reliability of an evacuation model: one is estimations of evacuation traffic based on socioeconomic characteristics, and the other is capacity change and its influence on evacuation outcome due to traffic incidents in the context of hurricanes. The Institute of Transportation Engineers (ITE) released the Trip Generation (TG) 10th edition in 2017, which significantly updated its database, and some of its trip generation rates were substantially lower than those of earlier editions. This study aims to investigate the applicability of the TG 10th edition in various Virginia contexts and to recommend how to incorporate the TG 10th edition into state guidelines. Virginia has invested significant resources in the development of express toll lanes (ETLs), which adjust toll rates dynamically based on the level of toll lane usage. A tool is needed to investigate the potential impact of the I-66 Outside-the-Beltway (OTB) ETLs on regional traffic patterns. This study developed a microscopic traffic simulation model in TransModeler to evaluate a set of corridor-based tolling strategies for the I-66 ETLs in NOVA. Truck parking is a critical concern for both the trucking industry and the truck drivers. Long-haul commercial truck drivers rely on safe and adequate parking to support interstate commerce, which has become a challenge due to parking shortages. The recent electronic logging device (ELD) mandate, forcing a strict compliance to hours of service (HOS) regulations, are leading to higher demand for parking. A lack or limited availability for parking may have multiple consequences, not the least of which is driver frustration, congestion, and air pollution. However, there is a greater problem that is not widely recognized by the public, namely the negative effect on the use of transit systems due to insufficient parking spaces close to key transit stations.
