For a number of years, the United States Federal Government has been formulating the Next Generation Air Transportation System plans for National Airspace System improvement. The objective of this study is to understand the nature of primary and secondary traffic incidents, assess their impacts and explore the implications in traffic operations, safety, and planning. To achieve the objective, a queue-based secondary incident identification method was developed and applied based on detailed incident, traffic and geometric data sets from Hampton Roads, Virginia. This report describes the preliminary work to develop the Oregon Traffic Safety Data Archive (OrTSDA). The mission of OrTSDA is to "build the knowledge base of traffic safety data in Oregon". The application of a gravity model in freight modeling work on both short-haul and long-haul trips is discussed. A commodity-based gravity model was developed to assess the distribution of freight by long-haul trucks in southeastern Virginia. Although gravity models have been used extensively in transportation studies, little work has been done to address the special characteristics of freight transportation, such as the definition of friction factors and the differences between long-haul and short-haul trips. Alternative road pricing schemes are promising strategies to alleviate congestion and other environmental problems related to urban and regional road transportation. However, in practice, environmental issues are not often taken into account, especially at regional level. In 2010, due to the financial crisis in Portugal, several tolls were introduced in some motorways that were previously financed by the government. One of these cases was the A29 motorway, which connects the cities of Aveiro and Oporto. After the introduction of tolls about 50% of the Average Daily Traffic shifted to alternative routes or modes. Accurately estimating Origin–Destination (OD) trip tables based on traffic data has become crucial in many real-time traffic applications. The problem of OD estimation is traditionally modeled as a bilevel network design problem (NDP), which is challenging to solve in large-scale networks. In this paper, we propose a new one-level convex optimization formulation to reasonably approximate the bilevel structure, thus allowing the development of more efficient solution algorithms. This one-level approach is consistent with user equilibrium conditions, and improves previous one-level relaxed OD estimation formulations in the literature by ‘equilibrating’ path flows using external path cost parameters. Very high traffic volumes may lead to extensive congestion during hurricane evacuations. Evacuation planners reduce this congestion by careful planning for multiple hurricane scenarios and assignment of evacuation routes and timing. A Pomdp Model For Guiding Taxi Cruising In A Congested Urban City, Lucas Agussurja, Hoong Chuin Lau

We consider a partially observable Markov decision process (POMDP) model for improving a taxi agent cruising decision in a congested urban city. Using real-world data provided by a large taxi company in Singapore as a guide, we derive the state transition function of the POMDP. Specifically, we model the cruising behavior of the drivers as continuous-time Markov chains. We then apply dynamic programming algorithm for finding the optimal policy of the driver agent. Using a simulation, we show that this policy is significantly better than a greedy policy in congested road network.

The highway transportation network of the United States relies on the health and integrity of major infrastructure elements such as bridges. About $15 billion of freight passes annually through the Lower Columbia River (LCR) navigation channel to reach Portland and Vancouver, where most of it connects with land transport. This commerce plays a vital role in sustaining the regional economy and connecting Oregon to the global economy. The timely connection of truck and rail transport with vessels is vital, especially for export traffic. The aim of this paper was to analyze traffic crash data by using a simplified method in determining significant factors that increase the risk of a motorcyclist being fatally injured once involved in a motorcycle crash in Ohio. The concept of overrepresentation, which is similar to relative risk, was used in identifying significant variables associated with the elevated risk of a motorcycle crash resulting into a fatality. The overrepresentation factor (ORF) was calculated for each variable of interest. The aim of this research is to examine the impact of CACC (Cooperative Adaptive Cruise Control) equipped vehicles on traffic-flow characteristics of a multilane highway system. The research identifies how CACC vehicles affect the dynamics of traffic flow on a road network and demonstrates the potential benefits of reducing traffic congestion due to stop-and-go traffic conditions. An agent-based traffic simulation model is developed specifically to examine the effect of these intelligent vehicles on the traffic flow dynamics. Traffic performance metrics characterizing the evolution of traffic congestion throughout the road network, are analyzed. Different CACC penetration levels are studied.

The main objective of this project is to evaluate the feasibility of re-identifying commercial trucks based on vehicle-attribute data automatically collected by sensors installed at traffic data collection stations. To support this work, archived data from weigh-in-motion (WIM) stations in Oregon are used for developing, calibrating, and testing vehicle re-identification algorithms. The vehicle re-identification methods developed in this research consist of two main stages. In the first stage, each vehicle from the downstream station is matched to the most “similar” upstream vehicle by using a Bayesian model. Many rural intersections originally constructed with thin untreated flexible base and hot mix or a two-course surface treatment experience severe pushing, shoving and rutting. These failures cause an extremely rough surface that can cause damage to small vehicles and potentially cause motorists to lose control of their vehicle. These distresses almost always result in complete failure of the existing pavement that must be repaired several times during the life of the roadway by maintenance forces. Emergency managers and transportation officials have extended the results of studies of ATIS use under routine conditions to emergency scenarios under the assumption that drivers' responses to information under emergency conditions mimic those seen under normal driving conditions. A recent survey of potential hurricane evacuees suggests the need to revisit this assumption. Asphalt emulsion has been used for base material stabilization in a few TxDOT districts. Results from these practices were quite different. The initial performance of two projects on US287 constructed around 2000 in the Amarillo District has been found to be satisfactory. However, the Yoakum District has reported problems with asphalt emulsion for base work in a project on FM 237. The preliminary conclusion from these trials has been that asphalt emulsion may not perform well in the high humidity/high rainfall areas like east Texas. Microscopic traffic simulation (MTS) is a cost-effective approach for the evaluation of traffic conditions in urban highways networks. In MTS models, traffic demand that is entered into the network is specified by one or several Origin-Destination (O-D) matrices. A major challenge in the application of MTS for large urban networks is the specification of the O-D matrices.
