Researchers have conducted numerous studies comparing project performance of design-bid-build (DBB) and design-build (DB) highway projects. However, little research has been done to compare the performance of DB and construction manager/general contractor (CM/GC) highway projects. Therefore, an exploratory study was conducted to compare the performance of 55 DB and 34 CM/GC highway projects from various States Departments of Transportation (DOTs) in terms of cost, change orders, and construction intensity. The results showed that contract award cost growth was significantly lower in DB projects than in CM/GC projects. In contrast to this, the total cost growth of DB projects was higher …

Florida is the state with the highest pedestrian fatality rate per unit population in the U.S. In addition to engineering countermeasures, educational efforts directed to pedestrians and other road users are equally important for improving pedestrian safety. To explore educational formats and identify effective educational methods, the Florida Department of Transportation (FDOT) sponsored a pilot program called “Bulls Walk and Bike Week Campaign” on the Tampa campus of the University of South Florida (USF). Due to recent budget and fiscal constraints, it is ever more imperative for transit agencies to manage their fleets in an optimal way. Fleet data have consistently shown that bus operational and maintenance (O&M) per-mile costs increase as buses age. From a purely economic perspective, there is a cost tradeoff between the lower O&M costs of newer fleets and their higher initial capital costs. This tradeoff has a significant impact on the optimal timing of purchase and replacement decisions. There is growing support for improvements to the quality of the walking environment, including more investments to promote pedestrian travel. Metropolitan planning organizations (MPOs) are improving regional travel demand forecasting models to better represent walking and bicycling and to expand the evaluative capacity of models to address policy-relevant issues like air quality, public health, and the smart allocation of infrastructure and other resources. This report describes an innovative, spatially disaggregate method to integrate walking activity into trip-based travel models. Oregon is one of the few states that currently charge a commercial truck weight-mile tax (WMT). The Oregon Department of Transportation (ODOT) has developed a data-collection system – Truck Road Use Electronics (TRUE) – to simplify WMT collection. The TRUE system includes a smart phone application that collects and records Global Positioning System (GPS) data. The TRUE data has enormous advantages over GPS data used in previous research due to its level of geographic detail and the potential to also integrate trip origin and destination, vehicle class, and commodity-type data. This study proposes a methodology to calibrate microscopic traffic flow simulation models. The proposed methodology has the capability to calibrate simultaneously all the calibration parameters as well as demand patterns for any network topology. These parameters include global and local parameters as well as driver behavior and vehicle performance parameters; all based on multiple performance measures, such as link counts and speeds. Demand patterns are included in the calibration framework in terms of turning volumes.

Mass Rapid Transit using rail is a popular mode of transport employed by millions of people in many urban cities across the world. Typically, these networks are massive, used by many and thus, can be a soft target for criminals. In this paper, we consider the problem of scheduling randomised patrols for improving security of such rail networks. Similar to existing work in randomised patrols for protecting critical infrastructure, we also employ Stackelberg Games to represent the problem. We report the development of a prototype Decision Support Tool (DST) for modelling the risks of spreading of non-indegenous invasive species via ballast water. The DST constitutes of two types of models: A 3D hydrodynamical model calculates the currents in the North Sea and Danish Straits, and an agent-based model estimates the dispersal of selected model organisms with the prevailing currents calculated by the 3D hydrodynamical model. The analysis is concluded by a post processing activity, where scenarios of dispersal are combined into an interim estimate of connectivity within the study area. The latter can be used as a tool …

Sidewalks are a critical part of sustainable transportation systems, supporting pedestrian travel and healthy physical activity. Presence and quality of sidewalks is a significant predictor of perceived safety and quality of the pedestrian environment. Lack of adequate pedestrian infrastructure data has been identified as a major barrier to large-scale pedestrian planning. Sidewalk presence, width, and surface condition are identified as important indicators of facility quality and accessibility. Georgia Tech is deploying an Android tablet application to automatically generate spatial sidewalk inventories, automatically assess sidewalk quality, and prioritize sidewalk repairs. Identifying factors that affect crash injury severity and understanding how these factors affect injury severity is critical in planning and implementing highway safety improvement programs. Factors such as driver-related, traffic-related, environment-related and geometric design-related were considered when developing statistical models to predict the effects of these factors on the severity of injuries sustained from motor vehicle crashes at merging and diverging locations. In 2010, 51,664 crashes occurred in Nevada. Only about 9% of those crashes occurred in rural areas of the state. However, if only fatal crashes are considered, 41% of those fatal crashes occurred in rural areas. Generally, speed zones are provided in towns along rural highways to reduce speed-related crashes. However, a guideline is necessary for a consistent procedure to setup speed zones throughout the state. The main objectives of this study are to determine factors associated with crashes and to identify the best practices for setting up speed zones in towns along rural highways.

Traffic incidents on urban freeways are a major source of congestion and travel time uncertainty. In particular, large-scale incidents have longer durations and need more incident response resources. As such, large-scale incidents deserve more attention by practitioners and researchers. The objective of this study is to analyze large-scale incidents and explore their correlates and implications for traffic operations. An innovative analysis method, based on a 2008 incident data set from the Hampton Roads Traffic Operation Center (HRTOC) in Hampton Roads, Virginia was developed (N=59176). Damage in pile supported structures due to liquefaction and liquefaction induced deformation were reported in past earthquakes around the world (e.g., Ansal et al. 1999; Seed et al. 1990; EERI 2010, EERI 2011; GEER 2010a, GEER 2010b, GEER 2011). For example, a reconnaissance report from a recent subduction zone event, the 2010 Chile earthquake (Mw=8.8), showed the pervasive nature of liquefaction and liquefaction-induced lateral spreading damage to bridge foundations (GEER 2010a, Yen et al. 2011). Previous macro-level studies show that the condition of the pavement is associated with roadway safety. However, this premise has not been examined on a micro-level using detailed pavement distress variables (PDVs). The main focus of this research will be to expand the use of the PDV data to further understand the safety risks associated with the type of pavement and each individual PDV by analyzing the likelihood of having a rear-end and/or injurious crash, given that a crash occurs.

Freight transportation is an important part of Oregon’s economy, and the Oregon Department of Transportation, or ODOT, continually observes the highway system to make sure it is running as smoothly as possible. By monitoring the progress of individual trucks, ODOT can obtain performance metrics such as travel time, travel delays, and origin-destination flows. This information can help identify slow passages or bottlenecks in the highway system. This study represents a first attempt to answer a few of the questions that have arisen concerning multimodal transportation investments and the impacts of mode shifts on the business community. This research aims to merge the long history of scholarly work that examines the impacts of the built environment on non-work travel with the relatively new interest in consumer spending by mode of travel. The study described in this paper evaluated and tested a new strategy to enable emergency response vehicles (EVs) to navigate through congestion at signalized intersections more efficiently. The proposed strategy involves the use of vehicle-to-vehicle communication to send messages to alert vehicles to the approach of the EV and to provide specific instructions on maneuvering to allow the EV to proceed through congested signalized intersections as quickly as possible. In the context of sustainable transportation systems, previous studies have either focused only on the transportation system or have not used a methodology that enables the treatment of incomplete, vague, and qualitative information associated with the available data. This study proposes a system of systems (SOS) and a fuzzy logic modeling approach. The SOS includes the Transportation, Activity, and Environment systems. The fuzzy logic modeling approach enables the treatment of the vagueness associated with some of the relevant data. Analysis Of Travel Time Reliability For Freight Corridors Connecting The Pacific Northwest, Miguel A. Figliozzi

A new methodology and algorithms were developed to combine diverse data sources and to estimate the impacts of recurrent and non-recurrent congestion on freight movements’ reliability and delays, costs, and emissions. The results suggest that traditional traffic sensor data tend to underestimate the impacts of congestion on commercial vehicles travel times and variability. This research also shows that congestion is not only detrimental for carriers and shippers costs but also for the planet due to major increases in GHG emissions and for the local community due to large increases in NOx, PM, and other harmful pollutants.

There is national interest in building data that expands upon the existing Institute of Transportation Engineers (ITE) trip generation rates to include sites located in a multi-modal context. Current ITE rates represent travel behavior for development in single lots and uses, primarily measured in low-density suburban areas. Despite evidence that a more compact urban form, access to transit and a greater mix of uses generates fewer and shorter vehicle trips, local governments are often compelled to use current ITE trip generation rates to evaluate transportation impacts and calculate transportation system development charges (TSDCs).
