This research addresses a new variant of the vehicle routing problem, called the two-echelon vehicle routing problem with time windows, covering options, and occasional drivers (2E-VRPTW-CO-OD). In this problem, two types of fleets are available to serve customers, city freighters and occasional drivers (ODs), while two delivery options are available to customers, home delivery and alternative delivery. For customers choosing the alternative delivery, their demands are delivered to one of the available covering locations for them to pick up. We propose a Recursive Logit (STD-RL) model for routing policy choice in a stochastic time-dependent (STD) network, where a routing policy is a mapping from states to actions on which link to take next, and a state is defined by node, time and information. A routing policy encapsulates travelers’ adaptation to revealed traffic conditions when making route choices. The STD-RL model circumvents choice set generation, a procedure with known issues related to estimation and prediction. The development of a hurricane evacuation simulation model is a crucial task in emergency management and planning. Two major issues affect the reliability of an evacuation model: one is estimations of evacuation traffic based on socioeconomic characteristics, and the other is capacity change and its influence on evacuation outcome due to traffic incidents in the context of hurricanes. Problem definition: Recently, there has been a rapid rise of on-demand ride-hailing platforms, such as Uber and Didi, which allow passengers with smartphones to submit trip requests and match them to drivers based on their locations and drivers’ availability. According to the National Highway Traffic Safety Administration, in 2017 drowsy driving resulted in 50,000 injuries across 91,000 police-reported accidents, as well as almost 800 deaths. Through the application of visual and radar sensors combined with machine learning, this research developed a drowsy driver detection system aimed to prevent potentially fatal accidents. The working prototype of Advanced Driver Assistance Systems can be installed in present-day vehicles to detect drowsy drivers with over 95% accuracy. The Institute of Transportation Engineers (ITE) released the Trip Generation (TG) 10th edition in 2017, which significantly updated its database, and some of its trip generation rates were substantially lower than those of earlier editions. This study aims to investigate the applicability of the TG 10th edition in various Virginia contexts and to recommend how to incorporate the TG 10th edition into state guidelines. Virginia has invested significant resources in the development of express toll lanes (ETLs), which adjust toll rates dynamically based on the level of toll lane usage. A tool is needed to investigate the potential impact of the I-66 Outside-the-Beltway (OTB) ETLs on regional traffic patterns. Truck parking is a critical concern for both the trucking industry and the truck drivers. Long-haul commercial truck drivers rely on safe and adequate parking to support interstate commerce, which has become a challenge due to parking shortages. Routing problems are very important in intelligent transportation systems. Recently, a number of deep learning-based methods are proposed to automatically learn construction heuristics for solving routing problems. However, these methods do not completely follow Bellman's Principle of Optimality since the visited nodes during construction are still included in the following subtasks, resulting in suboptimal policies. Edge lane roads (ELRs), also known as advisory bike lanes or advisory shoulders, are a type of shared street where two-way motor vehicle (MV) traffic shares a single center lane, and edge lanes on either side are preferentially reserved for vulnerable road users (VRUs). This work comprises a literature review, an investigation of ELRs’ operational characteristics and potential road user interactions via simulation, and a study of crash data from existing American and Australian ELRs.

COVID-19 has severely impacted the global aviation industry, causing many airlines to downsize or exit the industry. For airlines which attempt to sustain their operations, they will need to respond to the increase in passenger and cargo demand, as countries recover slowly from the crisis due to the availability of vaccines. We built a series of spreadsheet models to first project the COVID-19 recovery rates by countries from 2021 to 2025, then forecast the passenger and cargo demand, using historical data as base figures.
