Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. The commercialization of space operations, coupled with the rapid development in unmanned aircraft systems creates a new policy dynamic between otherwise disparate industries. Existing structures do not adequately address issues of access, governance, and sovereignty across the distinct domains of air transport, space operations, and high altitude unmanned aircraft operations. Globally, aviation policy and space policy have evolved independently as distinct fields. Without the "container revolution" (1970-present) and its redesign of seaport and maritime-trade infrastructures, globalization as we know it would not exist. With the recent enlargements of the Panama and Suez Canals, many new implications for U.S. economic trade are unfolding. This presentation at the Commonwealth Club of California, outlines recent changes in world trade and infrastructure development, and poses five factors that will likely determine winners and losers in the unfolding developments of this highly competitive world trade-route system.

The basic insight behind carbon pricing is not new, and is based in mainstream economic theory. If market interactions are leading to the overuse of resources outside of the market, imposing a price on the overused resource will bring it into the market and increase efficiency. Currently, the negative impacts associated with the release of carbon through fossil fuel combustion is not incorporated into the market. By imposing a price on carbon, fossil fuel consumers are incentivized to reduce their fuel usage. This reduction in fuel demand is not necessarily associated with lower economic output. The Massachusetts Business Roundtable (MBR) collaborated with a team from the Emerging Leaders Program (ELP) from the University of Massachusetts Boston to interview business leaders to explore the important intersection of talent, transportation, and housing on the state’s economy. The ELP Team obtained the insights of 15 key business leaders, industry experts as well as public policy organizations on these important issues and their impact across the Commonwealth. This research seeks to capture the views of stakeholders throughout Massachusetts. The ELP Team surveyed the landscape by reviewing trends and current research on these policy issues.

The federal effort to quantify and capture non-market damages to coastal ecosystems from the 2010 Deepwater Horizon oil spill, Phase II of United States of America v. BP Exploration and Production, centers on the Natural Resource Damage Assessment (NRDA) process. This paper makes the case that the current NRDA process has done a poor job protecting the public interest and resolving the issues surrounding oil spills from deep water drilling activities. Streetcars have made a comeback in cities in North American in the last several decades; there are now over 45 cities operating, building, or planning streetcars. The majority of these streetcars are viewed primarily as catalysts for economic development, rather than as a means of public transportation. However, the streetcar’s claim of promoting development is backed by surprisingly little evidence.

The International Fuel Tax Agreement (IFTA) was established to reduce the complexities of reporting, allocating, and collecting diesel fuel taxes from interstate commercial carriers operating in multiple jurisdictions. This paper examines IFTA's effectiveness as a multistate tax administration model from the perspective of the states. We identify three criteria of effectiveness and use a survey of IFTA officials in the member states and provinces as well as additional data provided by IFTA, Inc to assess IFTA's effectiveness. We conclude that (1) IFTA promotes inter-jurisdictional cooperation and revenue transfers; (2) carriers do not locate disproportionately in low tax jurisdictions; and (3) …

How Does Light Rail Transit Affect Urban Land Use?, Needham B. Hurst

This paper estimates the effect of the Hiawatha Light Rail Transit (LRT) line on land use change in Minneapolis, MN, between 2000 and 2010. I use a binomial logit model and find that within the 1-mile submarket near LRT, the effect of distance to LRT stations on land use change had a different radius and magnitude depending on existing land use. The effect of LRT on conversions of low-density housing to denser uses only extended out to 90 feet from stations after LRT went into operation. Conventional wisdom suggests that the basic job of public policy studies (and public institutions, for that matter) is to deal in a timely and practical fashion with pressing public issues of the day. The focus typically is on 'ripe' topics, 'hot' political problems. If a study can be ahead of the curve, in John Kingdon's apt phrase "an idea whose time has come," so much the better. But unlike more traditional academic research, where the focus is timeless — i.e., an explanation of previously inexplicable phenomena, timeliness is a prime reason for initiating a policy study.

The economic returns that the commonwealth of Massachusetts enjoys from its investments in transportation and other physical infrastructure result from the jobs that are created by these investments and from the enhanced utility of land that public works create.
