Boston's Housing In 1984: Issues And Opportunities, Rolf Goetze
Boston's Housing In 1984: Issues And Opportunities, Rolf Goetze
McCormack Graduate School General Publications (active until 2013)
Sharp cutbacks in federal aid for housing and community development now challenge Boston to become more resourceful in its housing strategies. In the neighborhoods where new solutions are needed, much has already been happening that can be adapted and expanded. Fortunately, the City's resurgence can also help achieve more results with less public resources, but a fresh approach involving community interests is essential. At the same time, local laws, procedures and programs devised to address past problems must also be critically re-evaluated to determine their appropriateness to the new realities.
Confidence in Boston's future is being uplifted, and many neighborhoods …
Shelter Poverty In Boston: Problem And Program, Michael E. Stone
Shelter Poverty In Boston: Problem And Program, Michael E. Stone
McCormack Graduate School General Publications (active until 2013)
This paper argues, first, that most housing problems—in Boston and throughout the nation—are ultimately the result of the squeeze between inadequate incomes, on the one hand, and the cost of profitably providing housing on the other. It is also argued that housing cost and incomes together are the most decisive determinants of the overall quality of life of families and communities. Third, it is contended that the long history of inadequate attempts to cope with the affordabiiity problem have not only failed to solve the problem, but have indeed contributed significantly to the broader and serious problems of the overall …
Constitutional Dilemma And Social Welfare Policy In Canada, Angela W. Djao
Constitutional Dilemma And Social Welfare Policy In Canada, Angela W. Djao
The Journal of Sociology & Social Welfare
The Canadian Constitution is usually interpreted as giving the provinces primary jurisdiction over social welfare. However, the federal government utilizing other powers provided in the constitution has expanded its role in legitimating the social order by promoting social integration and providing the disadvantaged groups with minimum social security. Thus social welfare is administered by both levels of government. Yet the fact that no mandatory obligations are imposed on either level of government has led to the development of social welfare policy in Canada in a fashion that resembles a crazy patchwork quilt. This is shown in a review of the …
Ideology In Social Welfare Policy Instruction: An Examination Of Required Readings, Paul Lyons
Ideology In Social Welfare Policy Instruction: An Examination Of Required Readings, Paul Lyons
The Journal of Sociology & Social Welfare
A national survey of required readings in social welfare policy courses indicates that a liberal, pro-welfare state ideology is predominant. Such an ideology rests on the concepts of modernization and industrialization within a structural-functionalist methodology. This predominant model of social welfare policy suggests the inevitability of the welfare state while effectively excluding serious consideration of both conservative and socialist alternatives.
Housing Issues In Boston: Guidelines For New Policy And Program Perspectives, Joseph S. Slavet, Boston Urban Observatory, University Of Massachusetts Boston
Housing Issues In Boston: Guidelines For New Policy And Program Perspectives, Joseph S. Slavet, Boston Urban Observatory, University Of Massachusetts Boston
Boston Urban Observatory Publications
Urban stagnation and turbulence, the roller-coaster trends In the national and local economy and the vicissitudes of national, state and local public policies have left their mark on Boston's residential neighborhoods and housing markets.
Boston's response to the new opportunities of public policy during the sixties and seventies was to take full advantage of urban renewal, assis ted-housing production and housing rehabilitation. Large-scale activities reshaped the occupancy patterns and market strengths of residential neighborhoods. By mid-1975, however, except for continuing growth in the City's subsidized housing stock, Boston's housing future looked bleak. There was pervasive evidence of a growing housing …
Will A Private War On Poverty Succeed? The Case Of The St. Louis Provident Association, Robert H. Lauer, Jeanette C. Lauer
Will A Private War On Poverty Succeed? The Case Of The St. Louis Provident Association, Robert H. Lauer, Jeanette C. Lauer
The Journal of Sociology & Social Welfare
In view of the current emphasis on private approaches to social problem resolution, it is instructive to look at private efforts of the past. The St. Louis Provident Association was a private effort to deal with poverty. It was organized in 1860 to provide relief for the "needy and distressed." Data on the volunteer leaders of the association and on the people who were actually helped show a number of things about the 19th-century effort to deal with poverty. First, the volunteers were upwardly- mobile business and professional men who were concerned about the stability of their society. Second, the …

Urban Welfare And Administration: Discussion, Richard Lobban

This work on urban research strategies in Egypt is the product of several factors. First of all is the challenge, excitement, diversity and stimulation of living in Egyptian cities, Cairo above all. Not only are Egyptian cities rooted in deep antiquity, but they have the richly stratified layers of a host of great civilizations. Modern urban Egypt is immeasurably complex in its own right, but its quite astounding past only adds to its wonderment. Thus, the chief inspiration for this publication is the wealthy cultural and historical context in which these scholars were assembled and where they sought to interpret …

Towards The Holocaust: The Social And Economic Collapse Of The Weimar Republic, Michael N. Dobkowski, Isidor Wallimann
Towards The Holocaust: The Social And Economic Collapse Of The Weimar Republic, Michael N. Dobkowski, Isidor Wallimann
Books
The social system of Weimar Germany has always been controversial. From the start 1Weimar society was characterized by a peculiar fluidity: between 1913 and 1933, the German Reich, commonly referred to as the Weimar Republic, was a virtual laboratory of sociocultural experimentation. In the streets of German towns and cities, political armies competed for followers--a process punctuated by assassinations and advertised by street battles embroiling monarchists, imperial militarists, nihilistic war veterans, Communists, Socialists, anarchists, and National Socialists. Parliamentary activity involved about twenty-five political parties whose shifting alliances produced twenty governmental cabinets with an average lifespan of less than nine months.
A Model For Forecasting Environmental Reaction To Policy Initiation, Ram A. Cna'an
A Model For Forecasting Environmental Reaction To Policy Initiation, Ram A. Cna'an
The Journal of Sociology & Social Welfare
This research proposes and empirically tests a model for forecasting the possible reactions of other organizations to a policy initiation. This model is measuring the amount of reaction to change (A.R.C.) on three levels: relevant organizations, relevant functions, and overall environment. The model is presented in a general mode followed by a quasi-experimental case study. The results of this study are reported and implications, possible improvements and different uses are discussed.

"A Nursing Home ... Not For My Folks!": Families Caring For Their Elderly At Home, Scott A. Bass, Richard Rowland
Gerontology Faculty Publication Series
This booklet is the second in a series of reports about elderly issues. The first, entitled "The Elderly Have Spoken: Is Anybody Listening? The Impact of Fuel Costs on the Elderly," documented the impact of rising fuel costs on the elderly in Massachusetts. Each of the series reports seeks to capture the actual words, expressions, and feelings of elderly people and their loved ones. For the most part, the interviews were conducted by interviewers who are themselves 60 years old or older. We find that this age match provides greater insight and openness to the problems confronting the …
Aging And The Milieu Of Social Policy, Roger A. Lohmann, Nancy Lohmann
Aging And The Milieu Of Social Policy, Roger A. Lohmann, Nancy Lohmann
Faculty & Staff Scholarship
One facet of the new conservatism, which is drawing so much interest but not much information currently is the proposal for converting a large number of social service programs (including the Administration on Aging) into a single community block grant program. Even without the Reagan Administration and its new conservatism, however, the case for substantial--if less dramatic--changes in the network of services and programs which benefit the aged has been growing for some time. In this chapter, wel review some of the broader implications of current social policies for the aged, and some of the criticisms raised among gerontologists, concentrating …

Planning For Aging Services: Implications Of Recent Amendments To The Older Americans Act (With 2019 Postscript), Roger A. Lohmann
Faculty & Staff Scholarship
The 1978 Amendments to the Older Americans Act called for the establishment of social planning, greater emphasis on the needs of the frail elderly (“those in greatest social and economic need”), the establishment of community “focal points” and “comprehensive and coordinated service delivery systems” in rural and urban communities. The amendments were implemented in the 1980 guidelines to Area Agencies on Aging. In this unpublished paper portions of which were presented at several conferences, a Guttman Scaling Technique developed in rural New York state was used to examine the development of aging services in 13 counties in North Central West …

Vanderbilt Law School Faculty Publications
My review of recent risk regulation policies necessarily starts with the new oversight group within the Office of Management and Budget (OMB), because it has been the dominant force for improvement thus far. Unfortunately, OMB's efforts have not been matched by a similar commitment at the agency level.

Early Social Security Retirement For Minorities Demographic And Philosophical Fallacies, Nathan Zirl, John Hedderson
The Journal of Sociology & Social Welfare
This article examines some of the problems and proposed solutions associated with the retirement of minority members, particularly early retirement within the Social Security System. We also discuss the failure of the Reagan administration's 1981 attempts to change social security benefits.

The City of Boston's 3-year Pair Housing Plan (1981-83) identifies the following six goals for achieving greater freedom of choice in housing for its minority residents: 1) To improve the delivery of services relative to the enhancement of freedom of choice to all minorities in Boston as they relate to fair housing; 2) To increase enforcement of fair housing laws; 3) To increase public safety and security to assure equal access throughout the City of Boston; 4) To Increase the participation of all minorities and low-and moderate-income people in all City of Boston housing programs; 5) To increase low-cost housing …
Services Aren't Goods: Post-Industrial Principles For Policy Design, Howell S. Baum
Services Aren't Goods: Post-Industrial Principles For Policy Design, Howell S. Baum
The Journal of Sociology & Social Welfare
As the United States moves from an industrial society to a post-industrial society, fewer people are engaged in the production of goods, and a majority now produce services. The processes of designing and producing goods and services are radically different. This differences calls for innovation in both the structure of the work setting and the policies which govern work in the society as a whole. The article examines differences between goods and services and proposes a new model for designing and producing services, as well as new principles for social policy for service production. The model and principles are illustrated …
The Reagan Election And Mandate: Their Fiscal Policy Implications For The Welfare State, James Fendrich, Douglas St. Angelo
The Reagan Election And Mandate: Their Fiscal Policy Implications For The Welfare State, James Fendrich, Douglas St. Angelo
The Journal of Sociology & Social Welfare
This paper has three main thrusts. The first searches the Reagan campaign, the 1980 Republican Platform, the election and survey results to determine whether or not Reagan can creditably lay claim to a mandate for his social policies. The second thrust investigates the 1982 Reagan spending and taxing programs. Our purpose here is to ascertain if those policies denote major new directions in U.S. social policy. Our third purpose involves an assessment of the Reagan fiscal policies upon the U.S. economy.
This study concludes: (1) Reagan can claim a mandate for much of his social policies, (2) the Reagan fiscal …

The Influence Of Bureaucratic Factors On Welfare Policy Implementation, Gerard S. Gryski, Charles L. Usher
The Influence Of Bureaucratic Factors On Welfare Policy Implementation, Gerard S. Gryski, Charles L. Usher
The Journal of Sociology & Social Welfare
The authors argue that previous welfare policy research has suffered from its neglect of bureaucratic factors, as well as a tendency to exclude policy-making arenas above and below the state level. Using several measures of organizational structure, administrative professionalism, and within-state need, they attempt to relate these variables to within-state variations in welfare policy implementation. While certain socio-economic conditions were found to be significant determinants of this variation, of greater importance are characteristics of state welfare bureaucracies such as the degree of administrative centralization and the level of professionalism of administrative staff. Their research suggests the need for further refinement …

The Impact Of Consumerism On Health Care Change: Alternatives For The Future?, Allen W. Imershein, Eugenia T. Miller
The Impact Of Consumerism On Health Care Change: Alternatives For The Future?, Allen W. Imershein, Eugenia T. Miller
The Journal of Sociology & Social Welfare
The quest for consumer participation in the management of health care delivery may have experienced its first signs of success, but the implications of that success are as yet unclear. The establishment of consumer majorities on the newly developed health systems agency (HSA) boards was seen as an important milestone in the development of the consumer movement in America over the last ten years. The initial wave of optimism over the Great Society programs that in part gave birth to the consumer movement has long since vanished, but some of the organizational results of those attempts at innovation have become …

Day Care: A Spectrum Of Issues And Policy Options, William Roth
Day Care: A Spectrum Of Issues And Policy Options, William Roth
The Journal of Sociology & Social Welfare
Currently, debates about the merits of one form or another of day care frequently miss some significant issues and hence some of the important policy options may be ruled out or in for the wrong reasons. Here, child day care is layed on a spectrum one end of which offers maximum market freedom in the form of income redistribution, a negative income tax, children's allowance, or other transfer assistance, to be spent on the market if so desired for day care services, and on the other end of the spectrum a system of comprehensive child day care centers. In between …
