Milwaukee Independent Charter Schools Study: Final Report On Four-Year Achievement Gains, John F. Witte, Patrick J. Wolf, Deven Carlson, Alicia Dean Feb 2012

Milwaukee Independent Charter Schools Study: Final Report On Four-Year Achievement Gains, John F. Witte, Patrick J. Wolf, Deven Carlson, Alicia Dean

School Choice Demonstration Project

The general purpose of this five-year evaluation is to assess the effectiveness of Milwaukee’s independent charter schools in promoting student achievement growth. Independent charter schools are authorized by nonschool-district entities and are considered “independent” because they are not a part of the Milwaukee Public School District (MPS). Throughout the course of this report we will estimate four-year achievement gains for independent charter school students who were in grades 3-8 during the 2006-07 school year using reading and math achievement data from the Wisconsin Knowledge and Concepts Examination (WKCE). Specifically, the report presents the results of an analysis comparing achievement gains …

Low-Wage And Low-Income Workers In The U.S., 1979-2009, Randy Albelda, Michael Carr Feb 2012

Low-Wage And Low-Income Workers In The U.S., 1979-2009, Randy Albelda, Michael Carr

Center for Social Policy Publications

Three decades of stagnating earnings for bottom decides of male wage earners and 1990s anti-poverty policies promoting employment among poor single mothers suggest increases in the ranks of low-wage breadwinners living in low-income households. Low-wage workers often get few employer sponsored benefits, while antipoverty programs target poor non-earners; these factors suggest low-wage and low-income workers may be unprotected by employer or government supports. Using the Annual Economic and Social Extracts of the Current Population Survey (CPS) from 1980-2010, the authors explore changes in low-income and low-wage earners by gender and family status. The authors find a growth in low-wage and …

Mpcp Longitudinal Educational Growth Study Fifth Year Report, John F. Witte, Deven Carlson, Joshua M. Cowen, Patrick J. Wolf, David J. Fleming

School Choice Demonstration Project

This is the final report in a five-year evaluation of the Milwaukee Parental Choice Program (MPCP). This report features analyses of student achievement growth four years after we carefully assembled longitudinal study panels of MPCP and Milwaukee Public Schools (MPS) students in 2006-07. The MPCP, which began in 1990, provides government-funded vouchers for low-income children to attend private schools in the City of Milwaukee. The maximum voucher amount in 2010-11 was $6,442, and 20,996 children used a voucher to attend either secular or religious private schools. The MPCP is the oldest and largest urban school voucher program in the United …

The South Sudan national mine action strategic plan was developed by the South Sudan Mine Action Authority (SSMAA), with the assistance of the United Nations Mine Action Coordination Centre (UNMACC) and the Geneva International Centre for Humanitarian Demining (GICHD).

The strategic plan aims to provide a clear, measurable and realistic description of how South Sudan intends to systematically address its threat of landmine and explosive remnants of war (ERW). Home Forward’S Aging In Place Initiative: Planning For Current And Future Residents, Paula C. Carder, Jenny Weinstein, Jacklyn Nicole Kohon

Institute on Aging Publications

This report was prepared on behalf of the Aging in Place Initiative of Home Forward. The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. With this in mind, Home Forward must make decisions now …

Transformasi Jazz Yogyakarta: Dari Hibriditas Menjadi Komoditas, Oki Rahadianto Sutopo Jan 2012

Transformasi Jazz Yogyakarta: Dari Hibriditas Menjadi Komoditas, Oki Rahadianto Sutopo

Masyarakat: Jurnal Sosiologi

This article tries to show the transformation of jazz music as a cultural product in Yogyakarta. This transformation is, according to Baumann, fluid, contradictory, and ambivalent. In the origin, this music became a symbol of resistance by the lower class, whereas in Indonesia jazz became the upper middle class consumption. However, in its development, some jazz musicians try to restore the original meaning by combining local elements and bring a hybrid genre of jazz, although this was not last long. The traditional elements can not survive to bring the spirit of resistance because this new genre of jazz eventually entered …

Geneva International Centre For Humanitarian Demining 2012 Annual Report, Gichd

Global CWD Repository

The protection of civilians against all types of explosive weapons is at the core of the GICHD mandate. I am pleased to see that the United Nations Secretary-General, in his latest report on the protection of civilians in armed conflict of 22 May 2012, has urged relevant actors to undertake and support further collection and analysis of data related to the humanitarian impact caused by explosive weapons. In this vein, the GICHD has started to work on a classification scheme for explosive weapons.

In March 2012, a munitions depot exploded in the city centre of Brazzaville, resulting in hundreds of …

Apopo Annual Report 2012, Apopo

Global CWD Repository

In 2012, APOPO’s Mine Action Mozambique program delivered beyond set requirements and exceeded the expectations of the country’s national demining authority. APOPO fi nished its work in the Gaza province and declared it free of known minefi elds a year ahead of the initial schedule of 2013. This excellent achievement was realized due to the successful expansion of the program’s capacity. During the handover ceremony, HRH Princess Astrid of Belgium commended the work in Gaza as “a shining example of how national priorities can be achieved with the right partnerships, sustained effort and, most importantly, sheer human intent”.

The focus …

Veterans Court: Towards The Implementation Of A Collaborative Justice Model In San Luis Obispo County, Daniel Smee Jan 2012

Veterans Court: Towards The Implementation Of A Collaborative Justice Model In San Luis Obispo County, Daniel Smee

Continuing Education (CAPSTONE)

Veterans’ treatment courts represent an emerging trend across the country of collaborative justice designed to deal with criminal justice issues stemming from problems linked to military service. This approach places the veteran in VA (Veterans Affairs) treatment programs as a diversion from incarceration. There are few such courts in California (nine) largely in non-rural counties. This study investigated two rural counties, Tulare and Santa Barbara with Veterans courts to develop a model for such a court in San Luis Obispo County. Early recidivism data at the one-year point for Tulare County showed a zero percent rate of criminal behavior (12 …

On A Condition Or A Mission?: Examining The Political Histories Of Anti-Poverty Policies In Brazil, Venezuela And Colombia, Diego A. Melo Jan 2012

On A Condition Or A Mission?: Examining The Political Histories Of Anti-Poverty Policies In Brazil, Venezuela And Colombia, Diego A. Melo

Latin American Studies Honors Projects

Political culture, fiscal constraints and institutional incentives have shaped the making and implementation of Conditional Cash Transfers (CCT) in Latin America. However, why have CCTs consolidated in Brazil, been secondary in Colombia and remained absent in Venezuela? Brazilian authoritarian legacy and neoliberal rationality combined with strong federalism during economic downturn and provided room for experimentation in social policy, eventually leading to the incorporation and future universalization of CCTs (Bolsa Família). In contrast, less rationalized bureaucracies in Colombia and Venezuela have operated under strong presidentialism, allowing economic recessions and executive electoral incentives to shape weak CCT implementation (Familias …

Does The Privatization Of Publicly Owned Infrastructure Implicate The Public Trust Doctrine? Illinois Central And The Chicago Parking Meter Concession Agreement, Ivan Kaplan Jan 2012

Does The Privatization Of Publicly Owned Infrastructure Implicate The Public Trust Doctrine? Illinois Central And The Chicago Parking Meter Concession Agreement, Ivan Kaplan

Northwestern Journal of Law & Social Policy

During the nineteenth century, legislatures proved “excessively generous” in granting railroad corporations property rights in publicly owned, commercially vital municipal streets and harbors. Jacksonian jurists, suspicious of corporate influence, invoked the public trust doctrine to rescind grants of privilege inconsistent with the public interest. In Illinois Central Railroad Co. v. Illinois, the “lodestar” of the modern doctrine, the Supreme Court refused to recognize the Illinois legislature’s authority to convey the submerged lands of the Chicago Harbor to a railroad corporation, a conveyance that empowered a private enterprise to “practically control . . . for its own profit” a publicly …

Public Housing Transformation And Crime: Making The Case For Responsible Relocation, Susan J. Popkin, Michael J. Rich, Leah Hendey, Chris Hayes, Joe Parilla, George C. Galster

Urban Studies and Planning Faculty Research Publications

The research in this article examines the effect on crime rates of public housing transformation in Atlanta and Chicago, focusing on the neighborhoods receiving households relocated with housing vouchers. Modeling the complex relationship between voucher holder locations and crime, using quarterly data, our analysis found that crime rates fell substantially in neighborhoods with public housing demolition, whereas destination neighborhoods experienced a much lesser effect than popular accounts imply. Nevertheless, on average, negative effects emerge for some neighborhoods with modest or high densities of relocated households compared with conditions in areas without relocated households. Overall, we estimate small net decreases citywide …

Beyond Capitation: How New Payment Experiments Seek To Find The 'Sweet Spot' In Amount Of Risk Providers And Payers Bear, Rick Mayes, Austin B. Frakt

Political Science Faculty Publications

A key issue in the decades-long struggle over US health care spending is how to distribute liability for expenses across all market participants, from insurers to providers. The rise and abandonment in the 1990s of capitation payments—lump-sum, per person payments to health care providers to provide all care for a specified individual or group—offers a stark example of how difficult it is for providers to assume meaningful financial responsibility for patient care. This article chronicles the expansion and decline of the capitation model in the 1990s. We offer lessons learned and assess the extent to which these lessons have been …

Play Fair With Recidivists, Richard Dagger Jan 2012

Play Fair With Recidivists, Richard Dagger

Political Science Faculty Publications

Retributivists thus face a difficult challenge. Either we must go against the social grain, and perhaps our own intuitions, by insisting that a criminal offense carry the same penalty or punishment no matter how many previous convictions an offender has accrued; or we must find a way to justify the recidivist premium. I shall take the second route here by arguing that recidivism itself is a kind of criminal offense. In developing this argument, I shall rely on Youngjae Lee's insightful analysis of "recidivism as omission." I shall complement his analysis, however, by grounding it in a conception of criminal …
