Evaluating The Performance Of The U.S. Social Safety Net In The Great Recession, Keith Gunnar Bentele
Evaluating The Performance Of The U.S. Social Safety Net In The Great Recession, Keith Gunnar Bentele
Center for Social Policy Publications
The following provides an assessment of the performance of both individual safety net programs and the cumulative impact of all safety net benefits and tax credits on household incomes in the early years during and following the 2007-09 recession. Specifically, I examine the extent to which various benefits and tax credits have moderated the impact of earnings losses for households in different positions in the income distribution, with special attention to the experiences of low-income households. In addition, I examine whether these moderating impacts differ for households of various racial/ethnic compositions, female-headed households, and residents of states with more and …

A large population of underserved students and residents in the City of Boston suffer from behavioral and/or discipline problems, as well as substance and/or alcohol abuse. A side effect of this behavior is the increasing instance of trash such as cigarette butts, condoms, syringes and packaging being discarded in public areas. The South Boston Youth Action Center (SBYAC) is tackling this problem by making the community aware of the locations and probable sources of this problem. The SBYAC is implementing an effort to rid South Boston parks, playgrounds and areas frequented by children of refuse associated with substance abuse. And, …

Project Hope is a multi-service agency at the forefront of efforts in Boston to move families beyond homelessness and poverty. It provides low-income women with children with access to education, jobs, housing, and emergency services; fosters their personal transformation; and works for broader systems change. The Center for Social Policy was asked by Project Hope to carry out collaborative action research to help them identify viable employment pathways, accessible in the neighborhood or through use of public transportation, for parents with children who have limited workforce experience and education. Together, the research involved: working with agency staff to survey families …

The objective of this campaign to create awareness that the Government alone cannot solve homelessness. The campaign also creates awareness that corporations need to be involved to help bring to scale solutions as well as promote innovation. The aim of the project is to create an awareness that collaboration between government, non-profits, academia, corporations, faith communities, and individuals is key to solving the issue.

The Elder Economic Security Standard Index measures the income that Massachusetts’ seniors need to maintain independence and meet basic living expenses. The sizable gap between Social Security benefits and living expenses occurs throughout Massachusetts, but is more substantial for singles than for couples. Those who are older, single, female or a member of a racial or ethnic minority group are exposed to especially high risk of falling short of Index values. The Elder Index estimates the living costs for seniors in every locality in the country and serves as a valuable tool for community members, policy makers, and those working …

Fitness Tax Credits: Costs, Benefits, And Viability, Daniel M. Reach
Northwestern Journal of Law & Social Policy
As the number of overweight and obese Americans rises, it becomes increasingly clear that Americans need further incentives to stimulate lasting lifestyle changes. Tax incentives focused on exercise, which have been largely unexplored to this point, are an effective response to the growing obesity problem in the United States that would largely avoid the political opposition that tax policies focused on diet have encountered. In addition, they would also provide a more palatable solution for the taxpayer beneficiaries with a relatively low impact on government revenues. Viable tax incentives to encourage greater fitness include tax credits and sales tax breaks, …

Foreclosing Foreclosure: Escaping The Yawning Abyss Of The Deep Mortgage And Housing Crisis, Aleatra P. Williams
Northwestern Journal of Law & Social Policy
In 2007, Rick Sharga, vice president of marketing at RealtyTrac, stated that with more stringent lending and underwriting standards, “we will likely see a significant foreclosure decrease” within the next three years. However, a sustained and considerable decrease in foreclosures has yet to occur. In fact, the real estate market downfall and resulting mortgage and housing crisis have proven to be wider, deeper, and more serious than first anticipated. Since 2007, millions of homeowners faced, and continue to face, foreclosure proceedings. To provide protections for homeowners, federal and state actors have attempted regulatory and legislative solutions to stem the foreclosure …

The U.S. Department of Housing and Urban Development (HUD) allocated $44.5 million, including $26.1 million to individual Massachusetts communities and $18.4 million to the Commonwealth of Massachusetts. Of its funds, the state allocated $8.3 million for rapid re-housing of families who were living in shelters or motels.
This report explores the experiences of 486 of these families who received rapid re-housing assistance …

Autism Insurance Coverage : Which State Policies Work And Why?, Elizabeth Ivy Homan

In the spring of 2011, Virginia's legislature passed its first autism insurance mandate via Senate Bill 1062 and House Bill 2467. As a legislative intern for Senator Janet Howell - the primary sponsor of SB 1062 - I was able to track the mandate from beginning to end. I observed conferences between Senator Howell and representatives from autism advocacy groups, I sat in on various Senate and House committee meetings, I carefully reviewed changes in the mandate's text when Senator Howell compressed her two original autism bills into one new bill in order to match Delegate Greason's HB 2467, and …

Cambodia's mine and ERW problem is a result of the long period of civil and regional conflicts that affected the country from the late 60s until 1998. Due to these conflicts, Cambodia is now one of the most heavily contaminated countries in the world, with more than 63,000 mine/ERW victims recorded since 1979. The first efforts to address Cambodia’s massive mine/ERW contamination came from the UN Advance Mission for Cambodia (UNAMIC), which contracted the HALO Trust in 1991-1992 to survey 700 km² of land in Battambang province ahead of the probable repatriation of 360,000 Cambodian refugees based in Thailand. The Comprehensive Longitudinal Evaluation Of The Milwaukee Parental Choice Program: Summary Of Final Reports, Patrick J. Wolf
School Choice Demonstration Project
Our research revealed a pattern of school choice results that range from neutral (no significant differences between Choice and MPS) to positive (clear benefit to Choice). Although we have examined virtually every possible way that school choice could systematically affect people, schools, and neighborhoods in Milwaukee, we have found no evidence of any harmful effects of choice.

Special Education And The Milwaukee Parental Choice Program, Patrick J. Wolf, John F. Witte, David J. Fleming
School Choice Demonstration Project
Special education and parental school choice are two of the most controversial issues in K-12 education in the United States. Those policies converge on an important question in an evaluation of the Milwaukee Parental Choice Program, what proportion of students have education-related disabilities? This debate, in Wisconsin, has provoked a lawsuit against the state’s Department of Public Instruction (DPI), which implements the Milwaukee Parental Choice Program (MPCP). MPCP is the oldest and largest urban private school voucher program in the United States.

It describes some of the major challenges experienced and common practices demonstrated by thirteen (13) K-12 schools participating in the Milwaukee Parental Choice Program (MPCP). During the 2010-11 school year, there were 107 religious and secular schools participating in the MPCP. This report is based on visits to six of the high schools and seven K-8 schools that collectively reflect the wide range of characteristics associated with participating schools. This includes whether schools scored above or below average …
