A World Of Warning: Exploring U.S. Department Of State Travel Warnings And Alerts, Ryan Daniel Larsen
A World Of Warning: Exploring U.S. Department Of State Travel Warnings And Alerts, Ryan Daniel Larsen
UNLV Theses, Dissertations, Professional Papers, and Capstones
Travel Warnings and Travel Alerts are documents issued by the United States Department of State to inform U.S. citizens traveling to other countries about the safety conditions of the desired destination. Travel Warnings are created for protracted conditions while Travel Alerts are meant for temporary circumstances. Scant research exists about official State Department travel advice, and there is an absence of knowledge about its components. This qualitative study seeks to answer the questions, what is the nature of State Department Travel Warnings and Alerts and what is their function? This study explores and seeks to describe the nature of Travel …

How Green Are Green Economists?, Stefano Carattini, Alessandro Tavoni
How Green Are Green Economists?, Stefano Carattini, Alessandro Tavoni
CSLF Articles
This paper analyzes the decision of “green” economists to participate in the carbon offset market, and how this decision is related with the views that these experts hold on offsets. It also compares the preferences of economists with those of the general public, as emphasized in the literature. The paper exploits a unique dataset examining the decision to purchase carbon offsets at two academic conferences in environmental and ecological economics. We find that having the conference expenses covered by one's institution increases the likelihood of offsetting, but practical and ethical reservations as well as personal characteristics and preferences also play …

Class Roots: The Genesis Of The Ontario Class Proceedings Act, 1966 - 1993, Suzanne Erica Chiodo
Class Roots: The Genesis Of The Ontario Class Proceedings Act, 1966 - 1993, Suzanne Erica Chiodo
LLM Theses
Nearly 25 years since its passage, the Ontario Class Proceedings Act has become one of the most frequently debated procedural mechanisms of its kind. The CPA came about following the release of the Attorney Generals Advisory Committee (AGAC) Report in 1990. None of the current narratives explain how this Report pulled together so many divergent interests where previous attempts had failed. My thesis answers this question with reference to the historical sources and the legal, political and social changes that took place throughout this period.
This thesis also highlights the unique nature of the AGAC consultation process, which saw the …

The Role Of Religion In Mitigating Cancer Disparities Among Black Americans, Samar Hennawi
The Role Of Religion In Mitigating Cancer Disparities Among Black Americans, Samar Hennawi
USF Tampa Graduate Theses and Dissertations
The long history of racism has created cultural barriers that prevent some Black Americans from seeking cancer treatment. Fatalism, physician mistrust, low levels of social support and self-efficacy, are the most cited cultural barriers in the literature. Black Americans’ religious beliefs and church involvement have historically helped them in their struggle against racism. A quantitative and a qualitative comparison studies examine the role of Black cancer survivors’ religious beliefs in their fight against cancer. The quantitative comparison study finds no difference in the cultural attitudes between Black and White cancer survivors. However, the qualitative comparison study between the same two …
“But My Lease Isn’T Up Yet!”: Finding Fault With “No-Fault” Evictions, Eloisa Rodriguez-Dod
“But My Lease Isn’T Up Yet!”: Finding Fault With “No-Fault” Evictions, Eloisa Rodriguez-Dod
Eloisa C Rodríguez-Dod
Historically, tenants could be evicted when their actions put them “at-fault.” Grounds for “at-fault” eviction (i.e., evictions for cause) include a tenant’s failure to pay rent, a tenant’s holding over after termination of the lease, a tenant’s material noncompliance with the lease agreement, and a tenant’s failure to maintain the premises materially affecting health and safety. Recently, some landlords have been evicting tenants for no fault of their own. This article focuses on three reasons for attempted “no-fault” evictions: foreclosure of the premises, proposed sale of the premises, or intended re-occupancy by the landlord. Part II of this article provides …
Disaster Capitalism: Empirical Evidence From Latin America And The Caribbean, Ransford F. Edwards Jr.
Disaster Capitalism: Empirical Evidence From Latin America And The Caribbean, Ransford F. Edwards Jr.
FIU Electronic Theses and Dissertations
Natural disasters are uniquely transformative events. They can drastically transform physical terrain and the lives of those unfortunate enough to be caught in their wrath. However, natural disasters also provide an opportunity to reflect on past failures and, at times, a clean slate to correct those shortcomings. This project takes a political economic approach and recognizes natural disasters as occasions for agenda-setting on behalf of transnational commercial enterprises and market-oriented policy elites. These reformers often use the post-disaster policy space to articulate long-term development strategies based on market fundamentalism, and, more importantly, advance a set of policies consistent with their …

Government Capacity And The Acquisition, Implementation, And Impact Of Arra Funds, Nakhyeok Choi
FIU Electronic Theses and Dissertations
This dissertation examined transportation grants provided to states under the American Recovery and Reinvestment Act of 2009 (ARRA). Some states acquired more grants and utilized them in a timelier manner than others. This dissertation examined why this is the case, utilizing System Theory and Resource Based Theory as the intellectual framework. Human resource and financial resource capacities were viewed as the principal drivers of success and studying this managerially controllable variables underpin the analysis.
Though many studies have examined ARRA since 2009, my dissertation is the first to simultaneously examine the three stages of the ARRA transportation grant process: acquisition, …

Planning [And] The Sanitary City: Understanding Implications Of Community-Based Ecological Sanitation Reforms In The U.S., Catherine K. Bryars
Masters Theses
Though most commonly regarded as a revolutionary public health invention, the introduction of conventional wastewater sanitation systems has a mixed legacy in the U.S. A growing body of research links sewage-based sanitation systems with nationwide ecosystem degradation and an unsustainable dependence on vast inputs of materials and resources. In addition to contributing to chronic problems across the country, today these wastewater infrastructures are in various states of disrepair. The EPA estimates that at least $270 billion must be invested in coming years to prevent massive sanitary failures, but municipalities are increasingly unable to fund these expensive (re)investments in buried water-carriage …

Home Visiting Programs For Families Of Children Who Are Deaf Or Hard Of Hearing: A Systematic Review, Nannette Nicholson, Patti Martin, Abby Smith, Sheila Thomas, Ahmad A. Alanazi M.Aud.
Journal of Early Hearing Detection and Intervention
Prelingual hearing loss greatly restricts a child’s language development, hindering his or her behavioral, cognitive and social functioning. Although technology such as hearing aids and cochlear implants are an option for providing access to sound, they fail to teach the child how to listen or attend, how to process language (whether visual or spoken), or how to produce language and communicate. Home visiting is widely recognized as a cost-effective intervention service delivery model. Home visiting programs for promoting language development in children who are diagnosed as deaf or hard of hearing have been in existence for over 50 years, yet …

Recovery For All? A Snapshot Of Women’S Economic Status In New England, Ann Bookman, Christa Kelleher, Kristin Smith
Publications from the Center for Women in Politics and Public Policy
This November 2016 report, based on pre-recession and post-recession earnings data from the American Community Survey, demonstrates that while women’s overall earnings are now higher than pre-recession levels, other key indicators demonstrate a growing wage gap for many women—especially minorities and low-wage workers.
Minority women in New England who are employed full-time, year-round earned 62 percent as much as white men, both before and after the recession. While the gap between minority women’s and white women’s earnings decreased in Maine, New Hampshire, and Rhode Island after the recession, it stayed the same in Massachusetts and widened in Connecticut and Vermont. …

Amnesty International's Empty Promises: Decriminalization, Prostituted Women, And Sex Trafficking, Darren Geist
Dignity: A Journal of Analysis of Exploitation and Violence
Through a close examination of Amnesty International’s (Amnesty) own arguments and sources, this paper demonstrates that Amnesty’s proposal to decriminalize prostitution or “sex work” will harm those it claims to help. It concludes that the best available evidence indicates that decriminalization of prostitution would: increase sex trafficking, leave prostituted women or “sex workers” more vulnerable to violence, and reduce access to healthcare, protection, and services. Prostituted women primarily enter the industry at a young age, often suffering from a history of sexual and physical abuse, coming from marginalized and vulnerable communities, and driven by emotional and economic desperation. It is …

Analysis Of Managerial Decision-Making Within Florida’S Total Maximum Daily Load Program, Justin Barthle
USF Tampa Graduate Theses and Dissertations
Water quality has evolved legislatively from protection of navigation routes and quantity of sources to more emphasis on impairments on water quality for surface and groundwater sources. Nonpoint or diffuse sources of impairments represents a major challenge for management due to the complexity of its sources and difficulty in tracking.
The most cited sections on public policy analysis focuses on the overall process agencies employ to understand the results the program yields. Often overlooked are finer details and mechanisms, such as decision-making and priority setting, which have a great impact on the overall process. To investigate these factors, we need …

Global Climate Policy Will Have Net Benefits Larger Than Anyone Thinks (And Welfare Gains, Strangely, Are Likely To Be Much Larger Yet), Philip E. Graves
PHILIP E GRAVES
As with other public goods lacking strong special interest support, global climate policy suffers from two serious theoretical flaws. The first is failure to endogenize the labor-leisure decision when conducting benefit-cost analysis. Recognition that income generated will not remain the same pre-and-post policy results in downward bias in benefit estimation. Much more importantly, there will generally be free riding in input markets in addition to the well-known output demand revelation problem. Since even households with very high marginal values cannot individually increment public goods, too little income will be generated and too much of the income that is generated will …

The data was collected via a Survey Monkey survey with a series of questions that ranged from how FPC's categorized themselves to their connection to the government to their top policy priorities. The survey also asked about what the FPC's needed assistance in in terms of funding to community engagement to being able to get from just fundraising to actual policy work. The participants were chosen for the survey using a database from the government. After the survey was closed, the data was collected into an Excel spreadsheet, The data was then collated into graphs and put in a side-by-side …
The Partisan Politics Of The Congressional Budget Process, Molly Reynolds
The Partisan Politics Of The Congressional Budget Process, Molly Reynolds
Brookings Scholar Lecture Series
Observers of Congress often cite the budget process as evidence of the institution’s contemporary dysfunction. Indeed, in the past ten years, the House and Senate have failed to agree on a budget resolution six times and Congress has failed to pass nearly all of its appropriations bills before the October 1 deadline. This inability to fulfill one of its basic responsibilities is often blamed on increasingly polarized congressional parties attempting to leverage the process to their advantages. Is this claim accurate? How have partisan dynamics in the budget process changed over time? How can we make the process work better …

Recently, through the development of online technology, civic crowdfunding has emerged as a way in which to connect citizens to community problems and projects. The growth and early success of the field underscores the importance of better understanding civic crowdfunding, how it works, and how it may impact local government. Through a mixed-methods design, this study investigates the growing field of civic crowdfunding in an effort to better understand what types of projects are proposed, where they are proposed, and why some civic crowdfunding proposals may be successful while others are not. Strengths and challenges of civic crowdfunding are discussed, …

Manufacturing buses for the US transit market has been a challenging business over the last several decades. It is a small market with volatile demand. Many manufacturers have gone bankrupt, left the market, or been acquired by competitors. Manufacturers of transit buses in the US must comply with a wide range of operational and design regulations. The most salient policy areas include regulating emissions, disabled access, procurement, alternative fuels, the Altoona Test, pooled purchases and piggybacking, spare ratios, workforce training, minimum useful life, Buy America, and research & development (R&D). The purpose of this report is to provide policy makers …

A Guide To Developing National Mine Action Standards, Gichd
Global CWD Repository
National Mine Action Standards (NMAS) are issued by a national mine action authority (NMAA) or an organisation acting on its behalf. They guide the management and implementation of mine action projects in in a safe, coordinated and efficient manner. NMAS must reflect the national situation posed by the hazards of landmines and explosive remnants of war (ERW) both on land and in the water. They should also consider the environmental impact of these hazards, the situation of survivors and victims, as well as the legislation that supports a strategic response to these known hazards and their residual contamination. The aim …
