In November 2016 the number of states where recreational marijuana sales are legal increased to eight. Thousands of cities and counties are now on the front lines of regulating these new land uses. Local governments in Colorado, the first state to implement recreational marijuana legalization, are models for jurisdictions in other states. We study counties and municipalities in the eight micropolitan statistical areas in Colorado to learn how they regulate recreational marijuana businesses. We reviewed codes, ordinances, and other documents of 43 local governments and interviewed planners in a third of these jurisdictions. These places were purposefully selected and reflect …

The 15th Meeting of States Parties to the AP Mine Ban Convention is a formal, diplomatic meeting of the 162 States which have accepted the Convention. They include most of the States that at one time used, stockpiled, produced or transferred AP mines and the vast majority of States that are or have been affected by AP mines. This paper analyzes the decision of “green” economists to participate in the carbon offset market, and how this decision is related with the views that these experts hold on offsets. It also compares the preferences of economists with those of the general public, as emphasized in the literature. The paper exploits a unique dataset examining the decision to purchase carbon offsets at two academic conferences in environmental and ecological economics. We find that having the conference expenses covered by one's institution increases the likelihood of offsetting, but practical and ethical reservations as well as personal characteristics and preferences also play …

Natural disasters are uniquely transformative events. They can drastically transform physical terrain and the lives of those unfortunate enough to be caught in their wrath. However, natural disasters also provide an opportunity to reflect on past failures and, at times, a clean slate to correct those shortcomings. This project takes a political economic approach and recognizes natural disasters as occasions for agenda-setting on behalf of transnational commercial enterprises and market-oriented policy elites. This dissertation examined transportation grants provided to states under the American Recovery and Reinvestment Act of 2009 (ARRA). Some states acquired more grants and utilized them in a timelier manner than others. This dissertation examined why this is the case, utilizing System Theory and Resource Based Theory as the intellectual framework. Human resource and financial resource capacities were viewed as the principal drivers of success and studying this managerially controllable variables underpin the analysis.

Recovery For All? A Snapshot Of Women’S Economic Status In New England, Ann Bookman, Christa Kelleher, Kristin Smith

This November 2016 report, based on pre-recession and post-recession earnings data from the American Community Survey, demonstrates that while women’s overall earnings are now higher than pre-recession levels, other key indicators demonstrate a growing wage gap for many women—especially minorities and low-wage workers.
Minority women in New England who are employed full-time, year-round earned 62 percent as much as white men, both before and after the recession. While the gap between minority women’s and white women’s earnings decreased in Maine, New Hampshire, and Rhode Island after the recession, it stayed the same in Massachusetts and widened in Connecticut and Vermont. …

This report presents the findings from a self-complete paper survey of participants at the Viva CalleSJ open streets event held on September 18, 2016. The survey was designed to provide information that would help the City of San Jose assess the success of the event, guide the planning for future Viva CalleSJ events, and inform potential funders and community partners about the benefits of Viva CalleSJ. Observers of Congress often cite the budget process as evidence of the institution’s contemporary dysfunction. Indeed, in the past ten years, the House and Senate have failed to agree on a budget resolution six times and Congress has failed to pass nearly all of its appropriations bills before the October 1 deadline. This study critically presents the various measurements and methodologies of governance and anti-corruption. It also tracks the governance and anti-corruption levels in Egypt and analyses the latest data available until 2015. In doing that, the study does not only refer to the international measurements but also to regional and national ones. These measurements include the World Governance Indicators, the Global Integrity Index, Freedom House, the Global Corruption Barometer, the Corruption Perceptions Index/CPI, Ibrahim Index of African Governance, and the Governance Indexes in health, education, water, and sanitation sectors.

Background: One school of thought argues that transportation infrastructure is not an ultimate end goal of development and therefore shouldn’t be addressed within development funding decisions while the other argues that transportation infrastructure is the crucial foundation from which all development efforts are based and therefore needs to be addressed within development funding decisions.
