On 1st July 2009 MU-16 of [Demining group] started clearance operation on mentioned task, On 08 July 2009 at 0919hrs while [the Victim] was investigating a signal in his clearance lane, he found two bullets. He re-checked the spot and found the same signal, this process repeated for three times. Finally he found a root stump in the excavation trench with a thickness of around 2.5 cm and started to remove it, because it was blocking further excavation there. However the deminer had proper tool in his toolkit to cut such obstacles, but he tried to out it with his …

Reforming The Executive, Ishrat Husain Dr.
Faculty Research - Newspaper and Magazine Articles
Good governance is found to be closely linked with sustainable and equitable development of a country. Howsoever good policies may be they will have very little positive effect unless the institutions implementing those policies are governed well.
Governance structure of any country consists of a Judiciary, Legislature and Executive. The current efforts in Pakistan to assert the supremacy of the Parliament and to establish the independence of judiciary are the steps in the right direction. Once accomplished, these measures will contribute towards the improvement of the governance. But for an ordinary citizen it is the Executive branch that is most …

The source of detonation was 23mm ammunition packed in a water thermos. The main cause of the accident appears to be poor packing of ammunition and the likelihood that some of the rounds transported had exposed retaining balls.

[The Victim] was carrying out an unauthorised experiment with UXO near the [Demining group] Central Demolition Site at Loa, South Sudan. Contrary to SOPs he was attempting to burn out some High Explosive filling which was remaining in an item of UXO using propellant from a 23mm cartridge case. He was using matches directly onto the propellant to initiate the burn. Although the explosive filling was in an “open” casing of the UXO, it burned to detonation which fragmented the casing and resulted in a piece of metal going into the right leg, calf muscle area of [the Victim].

Revisiting State Failure: Developing A Causal Model Of State Failure Based Upon Theoretical Insight, Tiffiany O. Howard
Political Science Faculty Research
Developing a theoretically driven causal model of state failure is necessary if scholars are committed to improving the predictive power and forecasting ability of early warning models of state failure. Building upon the work of the State Failure Project(1) and earlier statistical models of state failure(2), this study develops a causal model of state failure that is based upon a theoretical foundation that satisfies the parsimonious condition that policy forecasting models typically rely upon. The statistical model of state failure developed for this analysis extends the work of previous models by developing an alternative definition and measurement of state failure …

The primary cause of this accident is listed as a Field Control Inadequacy because the Victim was working with his visor raised (or not worn) and using a pick to investigate a metal-detector reading incautiously. The secondary cause is listed as Inadequate equipment because no alternative to a pick for starting a safe excavation in hard ground was made available.

Short Term Time Off: What We Know, Anna Danziger, Shelley Waters Boots
Memos and Fact Sheets
Short Term Time Off (STO) refers to job-protected time away from the workplace to address anticipated or unexpected needs of limited duration. STO may be scheduled or unscheduled, depending on the underlying need. STO enables workers to address both the routine and emergency situations that occur in everyday life.
The need for STO may arise, for example, because a worker or worker’s child is sick or has a routine doctor’s appointment, because a worker has to wait for the plumber or apply for public benefits or go to court, or because a worker needs to attend a school conference or …

Evaluation Of Ec-Funded Mine Action In South East Europe | 2002-2007, Gichd
Global CWD Repository
The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluation of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, this report forms one part of the 2008 evaluation by regions and covers South East Europe, 2002-2007.
The approach used for the evaluation was desk research visits to two mine-affected countries (Bosnia and Herzegovina and Croatia) and further contact with EC Delegations by phone and internet. Face-to-face discussions with RELEX and EuropeAid staff in Brussels were only possible after the country visits.
A Guide To Road Clearance, Gichd
A Guide To Road Clearance, Gichd
Global CWD Repository
Clearing roads prior to the deployment of peacekeeping units, or in support of humanitarian, reconstruction or development work, is a prerequisite to a safe and successful operation. However, road clearance is expensive and time-consuming. Equipment costs are high, especially in remote areas such as in Afghanistan, Angola and Sudan, where many roads remain contaminated by mines.
Confronted by these challenges, mine action operators are working to develop safer, more efficient and cost-effective road clearance systems. This Guide contributes to that process by providing recent examples, data and methodologies from the field. Methodologies and approaches used as examples in this guide …

Behavioral Science Guidelines For Assessing Insider Threats, Denise Bulling, Mario Scalora, Randy Borum, Jill Panuzio, Andrew Donica
University of Nebraska Public Policy Center: Publications
This brochure presents a framework to view threats made by an insider that are targeted or intentional (as opposed to negligent or unintentional) and that involve some degree of deliberation (as opposed to those that may be considered impulsive). The framework was developed with the assumption that it must:
Be applicable for both anonymous and known subjects
Recognize interactions and patterns of behavior
Allow for investigation with whatever information is immediately available
Recognize that behaviors or warning activity may shift, decrease, or be emboldened by protective or organizational actions
Insider attacks are often handled internal to an organization and are …

The Relationship Of Patient Falls To Prevention Policies In Hospitals: A Case Study, Cornelia Branzan
Master in Public Administration Theses
There have been a lot of studies over the past decade on patient falls, risk factors, and strategies for preventing the falls. However, these studies provide answers for long term care; acute care and community hospitals need more specific interventions. Falls and their consequences are important for patients and families, health care providers, insurance companies, state agencies, hospital accreditation, and others. Furthermore, they are causing psychological and physiological injuries among the patients, take a greater time to recover, prolong hospitalization [15 days in Switzerland, Sweden, USA, Western Australia, Province of British Columbia and Quebec in Canada www.stopfalls.com )] and increase …

Mine Action With A Human Face: A Human Security Doctrine For Mine Action, Matthew Bolton
Global CWD Repository
Mine action needs to rediscover its ‘human face',1 to remember, as UNMAS has said, that “It is not so much about mines as it is about people….”2 Empirical research in Afghanistan, Bosnia and Sudan show that mine action is in danger of becoming distracted by commercial and strategic priorities. This is especially true since the advent of the ‘War on Terror' and the continuing trend of consolidating the commercial mine action sector into the private security sector. Ten years ago a group of NGOs critical of the donor and commercial interests tried to develop a framework to guide mine action. …

Gerontology Institute Publications
This report addresses income adequacy for Wisconsin’s older adults using the WOW-GI Elder Economic Security Standard Index (the Index) methodology. The Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status, and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.
The Growth Of Nonprofit Accounting And It's Impact On Human Services, Roger A. Lohmann
The Growth Of Nonprofit Accounting And It's Impact On Human Services, Roger A. Lohmann
Faculty & Staff Scholarship
Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in financial management practice in social agencies and the delivery of human services during the past three decades. These changes have gone hand-in-glove with other changes in the political arena to dramatically transform the ways in which human services are organized and delivered. At the core of this transition has been the movement from fund to enterprise accounting, together with such larger political developments as the expansion of grant-based relations with government into the performance management environment of purchase of service contracting.

Parenting From Prison: Family Relationships Of Incarcerated Women In Massachusetts, Erika Kates, Sylvia Mignon, Paige Ransford
Publications from the Center for Women in Politics and Public Policy
Historically in the United States, there has been little concern about the needs of incarcerated women and their family members, especially children. This began to change with the tremendous increase in the number of incarcerated women. The rate of women’s incarceration increased dramatically during the 1980s and today the number of female inmates continues to rise faster than the number of male inmates. In 1986, 19,812 women were incarcerated in the United States and this number rose in 1991 to 38,796. Today, over 112,000 women are incarcerated in state or federal facilities (Sabol et al., 2007; Snell 1994). While in …

Multi-Level Environmental Governance : A Comparative Case Study Of Five Large Scale Natural Resource Management Programs, Shpresa Halimi
Dissertations and Theses
Globalization is occurring at an unprecedented pace through the end of the twentieth century and into the new millennium. In such a world, governance is increasingly shared among governments, civil society organizations and businesses. Globalization has placed new demands on environmental management across national borders. Hence, changes in the environmental governance frameworks are required to create the enabling conditions for the effective management of the natural resources and the environment.
This study seeks to develop an integrated "Multi-level Environmental Governance" (MLEG) framework and to explore the relationship between the core characteristics of the framework and the achievements of large scale …

Potential Impact Of Eitc Adjustments On Financial Self-Sufficiency Among Low-Income Families: A Simulation Model, Younghee Lim, Catherine Lemieux
The Journal of Sociology & Social Welfare
Policies that help low-income mothers find and keep employment as a means of obtaining self-sufficiency have been a focal point of the welfare reform debate in the past decade. In the midst of this dialogue, the Earned Income Tax Credit (EITC) has gained popularity as one of the core work support programs for America's low- and moderately low-income families with children. This study compares the estimated effects of EITC when its value deteriorated in the late 1990s with that of a simulated EITC for which the real value kept pace with the actual cost of living on welfare caseload reductions. …
