HIV/AIDS and African-American male imprisonment contribute to the destruction of African-American communities. African-American men and HIV/AIDS are disproportionately represented throughout all sectors of the criminal justice industry, including the juvenile justice system. The criminal justice system contributes to unacceptably high African-American male imprisonment rates and HIV prevalence directly via the ‘war on drugs’ and lax enforcement of institutional policy among other things, and indirectly through perpetuation of economic hardship which further exacerbates imprisonment rates, thus closing the loop of a vicious cycle of revolving prison doors and HIV contraction. This is the fourteenth in the annual series of Changing Patterns reports prepared for the Massachusetts Community & Banking Council (MCBC) by the present author. This year’s report, for the first time, includes the analysis of subprime lending that was previously presented in a separate annual series of Borrowing Trouble reports. The report presents information for the city of Boston, for Greater Boston, and for Massachusetts, as well as for each of the state’s fourteen counties and each of its thirty-three largest cities and towns.

In collaboration with the Employment and Training Institute, the Milwaukee Branch of the NAACP issued a report card on minority and female participation in construction trade apprenticeship programs in the Milwaukee metro area. The report details progress made in the past two years for apprentices sponsored by 18 area joint apprenticeship committees, utilizing data from the Wisconsin Department of Workforce Development Bureau of Apprenticeship Standards. Individual report cards are provided for 519 individual companies operating in the Milwaukee area with construction trade apprentices, as of September 20, 2007. Assessment Of 2007 Client Outcomes For The Center For Driver's License Recovery & Employability, John Pawasarat, Lois M. Quinn

In 2007 the Center for Driver’s License Recovery & Employability (CDLRE) began providing assistance on a referral basis to Milwaukee County residents with suspended and revoked driver’s licenses. The Center operates out of the Milwaukee Area Technical College downtown campus, with residents referred to the CDLRE by a network of over 25 community agencies, courts, and government offices. The CDLRE contracted with the Employment and Training Institute to provide an independent assessment of the client outcomes for the period from April through December 2007. This report provides racial/ethnicity and gender data on apprentices by construction trade joint apprenticeship committee, based on data provided by the Wisconsin Department of Workforce Development Bureau of Apprenticeship Standards as of September 20, 2007. The report was prepared collaboratively by the Employment and Training Institute and the Milwaukee Branch of the NAACP. It examines apprenticeship data for the following trades: bricklayers, carpenters, cement masons, construction craft laborers, electricians, glazers, heat and frost insulators, ironworkers, operating engineers, painters, plumbers, roofers, sheet metal workers, sprinkler fitters, steamfitters, and tile setters.

Criminology and Criminal Justice Faculty Publications

A concern over inequity and the existence of racial disparity of youth served by the juvenile justice system has long been a topic of considerable interest among scholars, policymakers, and court offi cials. Numerous empirical studies undertaken by academics and various public and private organizations have attempted to shed some light on this phenomenon. Research fi ndings on disproportionate minority contact have hardly been uniform, leaving much of this practice unexplained. This study uses data obtained at the detention decision point over a three-year period examining variance in juvenile case processing related to race.
