Apopo Annual Report 2007, Apopo
Global CWD Repository
APOPO’s 10th year anniversary was marked with some major achievements and prospects.
In Mozambique, the APOPO Mine Action Program is now a full contributor to the National Demining Programme.
In Tanzania, the Tuberculosis detection rats are performing very well. They are finding, on a weekly basis, patients not detected with conventional methods, enabling follow-up for early treatment.
The breeding and training programmes were improved leading to higher efficiencies.
APOPO was given international recognition and exposure: its founder, Bart Weetjens, was awarded by Ashoka and Schwab Foundation.
APOPO was also endorsed by 11 Heads of States in the International Conference of …

Unmas 2006 Annual Report, Unmas
Global CWD Repository
The greatest challenge faced by the mine action community in 2006 was the aftermath of the armed conflict in southern Lebanon that left as many as 1 million unexploded cluster munitions across the south. This was the first time since the Iraq war of 2003 that the UN system had to deploy assets under the Framework for Mine Action Planning and Rapid Response. Due to the dedication of UNMAS international and local civilian staff who remained in the south throughout the conflict preparing for the postconflict period and excellent inter-agency and partner coordination at Headquarters, personnel and clearance assets were …

Nebraska Judicial Structure And Administrative Task Force Final Report, Nebraska Judicial Structure And Administration Task Force
University of Nebraska Public Policy Center: Publications
The Nebraska courts face a challenge shared by many state courts, determining the optimum number of judges needed to successfully do the work of the district, county and juvenile courts. Maintaining an adequate level of judicial resources is essential to effectively manage and resolve court business while providing meaningful access to the courts for the citizens of Nebraska. In order to meet these challenges, an objective assessment of the number and allocation of judges needed to handle caseloads is necessary. To this end, the Administrative Office of the Courts contracted with the National Center for State Courts (NCSC) to conduct …

Rendering terror suspects to nations that permit the use of torture is one of several methods the United States has added to its national security arsenal in recent decades. News leaks and reports regarding the "outsourcing of terror" are not new, especially after September 11, 2001. According to a former CIA official, "[w]e pick up a suspect or we arrange for one of our partner countries to do it. Then the suspect is placed on civilian transport to a third country where, let's make no bones about it, they use torture. If you want a good interrogation, you send someone …
A Quarterly Technical Assistance Bulletin On Disaster Behavioral Health
A Quarterly Technical Assistance Bulletin On Disaster Behavioral Health
University of Nebraska Public Policy Center: Publications
Disaster behavioral health is more than a set of clinical interventions
or the delivery of psychological first aid. The behavioral health response has to be organized and deployed in a way that fits with the greater response to disaster or our ability to reach those who could benefit from education or intervention will be limited. ICS principles provide a common base from which to begin a conversation about organizing a comprehensive behavioral health response to disaster that fits within an overall response structure. ICS is a standard, on-scene, all-hazards incident management system that is already in use by firefighters, hazardous …

Local Perceptions And Responses To Risk: A Study Of A Cambodian Village, Krisna Uk

This dissertation focuses on the ways Khmer peasants living in a landmine-affected community build their survival strategy in the face of dangers and uncertainties that may physically, economically and socially impair their lives. Rural families living in post-conflict areas face a wide range of risks that encompass but are by no means limited to anti-personnel landmines. Western frames of analysis have assumed that peasants are essentially risk averse. This paper argues that in a situation where families lack livelihood alternatives, it is by confronting risk that they protect themselves. This dissertation argues that distinctions between apparently risk prone and risk …

Human Development Ranking: Predictors And Implications For Haiti, Jean Michel Basquin
Electronic Theses and Dissertations
This study is an effort to identify some of the predictors of human development index ranking and their implications in the case of Haiti. Secondary quantitative data from a variety of sources were used and complemented with qualitative data collected from Haiti using a key informant interview guide. Because of the unavailability of the secondary data and the nature of the some of the variables, three groups of countries were studied. One group contained 64 countries, another 96, and 121 countries. The Human Development Index (HDI) of the United Nations Development Programs (UNDP) was treated as the dependent variable. Eight …

Supplemental Security Income (SSI) is a federally funded program that provides cash assistance for basic needs. Individuals with a low-income who are over the age of 65, blind, or have a disability are eligible for assistance. SSI beneficiaries typically also receive health insurance coverage through Medicaid. Losing Medicaid benefits can be of concern for SSI recipients with disabilities who desire to work, or are currently working. Section 1619b of the Social Security Act allows individuals to work and continue to receive Medicaid assistance when their earnings are too high to qualify for SSI cash payments as long as they meet …
Estimating Guard Labor, Arjun Jayadev
Estimating Guard Labor, Arjun Jayadev
Economics Faculty Publication Series
As a background paper to Jayadev and Bowles (2006), this paper provides details on our measure of guard labor as we measure these in labor units. Data from the United States indicate a significant increase in its extent in the U.S. over the period 1890 to the present. Cross-national comparisons show a significant statistical association between income inequality and the fraction of the labor force that is constituted by guard labor, as well as with measures of political legitimacy (inversely) and political conflict.

Arkansas Producers’ Attitudes Toward The 2002 Farm Bill And Preferences For The 2007 Farm Bill, Misti Clark, Eric Wailes
Discovery, The Student Journal of Dale Bumpers College of Agricultural, Food and Life Sciences
The Federal Security and Rural Investment Act of 2002, otherwise known at the 2002 Farm Bill, contains current legislation regarding federal public policies and programs for U.S. food and agriculture. This legislation will expire in 2007 and thus new legislation will be developed. It is important to have farm producers’ input for developing this legislation because the policies and programs influence their business practices and livelihoods. The purpose of this study was to determine Arkansas producers’ attitudes toward current and future farm legislation based on an analysis of a survey administered to Arkansas farm producers in summer 2006. The main …

Since 1998, ITF has grown into an internationally recognized organization, supported by donations from extensive number of governments, public and private organizations, companies and individuals that has already surpassed the figure of 240 million USD. Invaluable experience that has been accumulated in the last 10 years of work of ITF in Mine Action related areas as well as the experience gathered in the operations in the crisis-hit areas in which the Republic of Slovenia has been successfully involved proves that the decision to expand humanitarian and peace keeping operations in and beyond our region is proving to be the right …

Knowledge, Attitudes, Practices Related To Landmines And Unexploded Ordnance, Hi
Global CWD Repository
In Somalia, there is an identified need to undertake a mine risk education program. Although the quantitative number of landmines and UXO has been reliably established since the Landmine Impact Survey conducted in 2003, it is clear that communities living in particular areas of Somalia have a high perception of living in a mined area. An initial first step in designing an appropriate mine risk education program in Somaliland has been established by Handicap International and UNICEF collaboratively through a survey conducted in 2002, which undertook this Knowledge, Attitudes, and Practices in three regions of the North West Zone. This report identifies lessons learned and best practices from Austcare’s Integrated Mine Action (IMA) Program in Cambodia. It provides key recommendations for Austcare to consider implementing, while also highlighting broader perspectives that may be of interest to other agencies involved in IMA or seeking to develop a similar approach. To date, few organisations have documented their field-based experiences in IMA. This report explores Austcare’s experience in Cambodia to explain and advocate the benefits of IMA, as well to identify some of the challenges involved. It is hoped that the results will encourage a broader discussion and exchange on the subject. …
