R&D Policy In The United States: The Promotion Of Nanotechnology, Philip Shapira, Jue Wang

This case study reviews the evolution of nanotechnology policies and programmes in the United States with a particular focus on three thematic areas: governance, interactions among R&D policies, and interaction between R&D policy and non-R&D policies. Federal R&D policy in nanotechnology has moved through several stages, including initial exploration before the 1980s, the promotion of scientific and technological breakthroughs in the 1980s, policy development in the 1990s and multiagency national initiatives in the 2000s. Since 2001, the major federal R&D policy mechanism in nanotechnology in the US has been the National Nanotechnology Initiative (NNI). NNI promotes policy deliberation and, most …

Defining A Research Domain In An Emerging Technology: Vaccine Research In The State Of Georgia, Shannon Barker, Jan Youtie, Philip Shapira

This paper presents an approach for measuring emerging technologies in the context of mature industries. In particular, this article focuses on vaccine-related research. Although vaccines comprise an established industry, new developments in biotechnology have led to emerging area in vaccine R&D, including therapeutic vaccines; subunit and DNA-based vaccines; advances in vaccine delivery; and new methodologies for vaccine design, manufacturing, and testing. Defining this field is challenging because it spans multiple disciplines, including biotechnology, public health, and epidemiology. One of the most damaging and threatening legacies of the Apartheid system is the enormous wealth inequality gap that still persists today. The gulf between the ‘haves’ and the ‘have-nots’ perpetuates problems of crime, educational attainment gaps and racial isolation and therefore minimizing this inequality is central to future economic stability and national success. In an effort to reconcile past injustices and create a more even and just wealth distribution the post Apartheid government focused on aiding black small business development and spurring entrepreneurship to as a sustainable route to economic growth and job creation. Political Control For China’S State-Owned Enterprises: Lessons From America’S Experience With Hybrid Organizations, Jonathan Koppell

China’s reform of state-owned enterprises (SOEs) is intended to liberate the companies from bureaucratic control that hinders their management. Discussions of SOE reform, however, downplay the policy consequences. Can SOEs be “free” to succeed economically while some political control is maintained? Surprisingly, American experience with hybrid organizations—government-created companies that straddle the line between public and private—offers some precedent for managing the balance between political control and enterprise independence. Three strategies are derived for China. First, welfare functions must be stripped from SOEs and replaced by policy objectives compatible with commercial purposes. The scheduling of work hours is important to employers and employees alike. Employers must ensure sufficient staffing to meet workload demands; employees must balance work with other aspects of their lives. Over the past several years, the tendency to view these needs as mutually exclusive has slowly given way to increased discussion of and experimentation with flexible work arrangements as an effective way to balance work-life demands. While these workplace flexibility initiatives take many forms, the majority of them require collaboration between employers and employees regarding work hours and conditions.

While some workers' needs for lexibility can be addressed by short Term Time Off (STO) or by a Flexible Work Arrangement (FWA), there are other workers who need time off on a more episodic basis. These workers may have an illness, such as cancer of kidney disease, which requires them to attend numerous medical appointments on a relatively set basis. Or they may have a chronic conditions, such as migraine headaches or fibromyalgia, that flares up sporadically. Workplace Flexibility 2010 has coined the term "Episodic Time Off" or "EPTO" to describe the type of workplace flexibility needed to address the recurring need for time off - sometimes regular, sometimes sporadic, sometimes foreseeable, sometimes not - for which Short Term Time Off is insufficient and which a Flexible Work Arrangement cannot resolve. Evidence illustrates that across the lifespan, for a variety of reasons, the need and desire for EPTO are great.

Maine’s Land Use Regulation commission (LURC) oversees an area covering roughly half the state. Plum Creek’s Moosehead Lake Concept Plan has brought LURC into the spotlight. Jerry Bley presents the history of this unique agency, the lands under its jurisdiction, how it has managed development, and what may lie ahead. In developing its Comprehensive Land Use Plan update, LURC needs to seek common ground for solutions that preserve the unique qualities of the area in its jurisdiction, while providing landowners opportunities to realize the financial values of their lands.
