A Study Of The Role Of Survey In Mine Action, Gichd
A Study Of The Role Of Survey In Mine Action, Gichd
Global CWD Repository
"In many ways, mine action management is as much about information as it is about landmines.” This statement was one of the central conclusions of the GICHD Study of Socio-Economic Approaches to Mine Action. In seeking to obtain the necessary information to plan and manage programmes effectively, mine action has seen a considerable number of surveys carried out. In particular, a number of surveys have sought to record the location and scale of hazardous areas, and, increasingly, an assessment of their social and economic impact as well as the success of mine clearance projects.
However, it is a daunting task …

Building Local Mine Action Capacity In Guinea-Bissau, Tracy Brown
Global CWD Repository
Specifically, the project sought to strengthen local capacity for Mine Action in accordance with International Mine Action Standards (IMAS) through budget support, technical assistance and accompaniment to HUMAID. The project was to benefit HUMAID's 77 staff members (deminers, other field staff, administrative and management personnel), and indirectly, the population of Bissau whose livelihoods would improve as a result of the reduced threat from landmines and UXO. In the end, direct beneficiaries also included deminers of LUTCAM, the one other mine clearance NGO in Guinea Bissau whose deminers participated in HI-facilitated technical training, and the staff of the national Mine Action …

The Cambodia Mine/UXO Victim Information System (CMVIS) is the leading mine/unexploded ordnance (UXO) casualty collection system in the world. The data is obtained through an elaborate chain of operations that begins with an expansive volunteer network at the community level and ends with the dissemination of the data to the end-users.
The evaluation assessed the consistency of operations, CMVIS capacity for the purpose of determining degree of future involvement of Cambodian Red Cross and Handicap International Belgium; the appropriateness of the CMVIS deployment schemen and level of responsiveness to beneficiaries, and whether CMVIS humanitarian impact was maximized given its current …

Global CWD Repository
At the First Review Conference of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction, it was noted that while not forgetting the responsibilities to landmine victims wherever they may be, a greater emphasis must be placed on improving the quality of life of landmine survivors in the 24 State Parties which have indicated that they hold the responsibility for significant numbers of survivors. Subsequently, the 2004-2005 Co-Chairs of the Standing Committee on Victim Assistance and Socio-Economic Reintegration sought to maximize the Nairobi Action Plan as a basis for action …

The evaluation considered technical survey activities at both the technical and strategic levels in order to assess the Cambodian Mine Action Centre (CMAC) technical survey capacity established in 2003. The assessment was conducted in four phases. The first phase was a document study which enabled the evaluation team to gain an understanding of the procedures and processes used within CMAC for technical survey. The second phase involved interviews with key stakeholders in Phnom Penh, and phase three consisted of a series of field visits to CMAC technical survey assets operating in Demining Units 1, 2, and 3. Cleaning Up After The Storm: Lessons Learned From The Experiences Of Disaster Volunteers After The May 2004 Storms In Southeast Nebraska, Denise Bulling, Stacey Hoffman, Elissa Dahlberg
University of Nebraska Public Policy Center: Publications
A survey was sent to clean-up volunteers 17 months after they helped with debris removal from an area in Nebraska devastated by tornadoes. The survey asked about their experiences and perceptions related to that volunteer work. The 622 respondents offered suggestions to enhance the processes used to deploy and supervise disaster clean-up volunteers. These respondents were generally older and more educated than the demographics of the area would suggest. They reported being motivated to volunteer primarily for altruistic reasons and generally had positive experiences. Those volunteers who reported experiencing some distress as a result of their disaster volunteer experience were …

From its inspired beginnings in 2001, the Sudan Landmines Information and Response Initiative (SLIRI) has had the potential to become an influential mine action organization with the capacity to use the mine action platform for engaging Sudan's adversaries in a peacebuilding dialogue. It is the only non-partisan indigenous organization in thecountry. Its first location – or Sector Operations Centre (SOC) as the site offices have been called - and the most innovative has been in the Nuba Mountains, where shortly after the cease-fire in January 2002 SLIRI first introduced two offices working in tandem on either side of the conflict …

Responding To The Storm: Exploring The Psychological Support Of Emergency Responders After The May 2004 Storms In Southeast Nebraska, Denise Bulling, Stacey J. Hoffman, Martin R. Klein, Brooke Olsen, Harry Walles
University of Nebraska Public Policy Center: Publications
A large number of emergency personnel were involved in the response to the May 2004 storms that devastated a 52 mile swath of Southeast Nebraska. Emergency workers who responded the night of the storm were exposed to bad weather, darkness, and uncertainty about their own safety. Later, they were asked to work alongside survivors and neighbors who had lost everything amidst widespread destruction of farms, homes, and businesses. Some, but not all of the emergency personnel were offered formal psychological support services like critical incident debriefing to assist with the emotional processing of the event.
The research literature is mixed …

What do “average citizens” think about genetically modified foods (GMF)? Do their potential benefits outweigh their risks? Should food products containing GM ingredients be so labeled?
Surveys of attitudes toward GM foods and discussions on the topic in the US have been plentiful. The research typically indicates at least a low level of concern about GMFs. Yet GMFs continue to be prevalent in the American food marketplace. Whatever concerns Americans may have, they have not adversely impacted the production or consumption of GM foods. Indeed, there have not been sufficient political pressures in the US to require the labeling of …

Disaster Chaplains Who Provide Spiritual First Aid, Caroline Walles
University of Nebraska Public Policy Center: Publications
For almost three years, Nebraska has been viewing disaster behavioral health as an integral component of the response which takes place at the time of a disaster. In fact, the need for disaster behavioral health as part of the immediate or first response to a disaster has been written into the state’s formal disaster plan. However, because there is a shortage of behavioral health providers in Nebraska (88 of 93 counties are considered shortage areas) partnerships with “natural helpers” – including clergy and faith leaders – are being forged. Out of this necessity has come the Nebraska Disaster Chaplain Network, …

Population loss in rural Nebraska communities has been a concern, but many communities across the state have experienced population gains during the past decade. Are rural Nebraskans aware of new residents living in their community? How do they feel about their community’s new residents? What do they think will happen to their community’s population during the next ten years?
This report details 2,482 responses to the 2006 Nebraska Rural Poll, the eleventh annual effort to understand rural Nebraskans’ perceptions. Respondents were asked a series of questions about new residents in their community and their expectations regarding population growth in their …

Conceptualizing And Measuring White House Staff Influence On Presidential Rhetoric, Justin Vaughn, José Villalobos
Conceptualizing And Measuring White House Staff Influence On Presidential Rhetoric, Justin Vaughn, José Villalobos
Selected Works Temporary Series
Scholars have debated extensively the impact of presidential rhetoric on public opinion and congressional behavior, but have largely ignored the determinants of what the president actually says. This inattention is partly the result of the difficulty of acquiring systematic observations of presidential speech crafting. We devise a method of quantifying White House staff influence over the composition of rhetoric that captures the multistage negotiations between the president's speechwriters and his policy advisors and provides a framework for future studies on the determinants of presidential rhetoric. We employ our method to study influence over the writing of President George H. W. …
