At 09.10hrs on the 22nd of September 2004, deminer [the Victim] was carrying out manual clearance using the prodding method on the northern side of Minefield 0011 at Ina Guuxaa. In a non-marked lane, deminer [Victim No.1] tried to identify the source of a metal-detector signal by using a prodder and an excavation tool. He possibly used the prodder and the excavation tool simultaneously to achieve higher productivity. The star of the PROM-1 was above the ground surface. Therefore it is not likely that the mine was activated with a prodder. It is most likely that it was activated with inappropriate excavation tool. There is no definite explanation for how the incident happened. According to deminer, he used his tools slowly and correctly letting the rake to come towards himself by its own weight while pulling. Visual appearance of the incident lane supports this claim. Deminer’s raking tracks are visible, 50 cm in length and symmetrical.

He sustained a broken thumb and lacerations of his first two fingers and his face was badly bruised due to the visor hitting him due to the blast effect.

The second in a series exploring the services people with developmental disabilities receive from community rehabilitation providers (CRPs). Despite recent ideological emphasis on work, the majority of CRPs continued to offer non-work programs and a substantial proportion of the people they served were involved in those programs. Overall, the findings raise questions about CRP commitment to community integration.

Why are some communities more civically engaged than others? Why do some communities provide services with volunteer labor whereas others rely primarily on government provision? When communities provide both volunteer and paid labor for the same service, how do they motivate and organize those volunteers? This article addresses these questions through quantitative tests of prevailing explanations for levels of civic engagement (e.g., education, TV viewing, urbanization) and qualitative analyses of case studies of three medium-sized cities in Japan, focusing particularly on the service areas of firefighting and elder care. Two briefs examine the services people with developmental disabilities receive from community rehabilitation providers (CRPs). Despite recent emphasis on work in the disability field, people with DD were predominantly in sheltered employment or non-work services. Of people with DD in integrated employment, the majority had individual competitive jobs. However, three group employment models had above-average percentages of individuals with DD.

Two decades of war in Sri Lanka have given rise to the problem of landmines and unexploded ordnances threatening the lives of civilians in the Northeast.

The United Nations and government of Sri Lanka initiated a mine action programme, which includes a Mine Risk Education Programme. Supported by UNICEF, it has been implemented since 1997 in the Jaffna District and Vanni region in close co-ordination with UNDP. Today, MRE has reached a professional standard, using tried and tested tools to promote mine-safe behaviour.

Both family structure and social norms regarding family life have changed substantially in the interim.
