A Framework For Quality Assurance In Child Welfare, Mary O'Brien, Peter Watson

This guide outlines a framework for implementing quality assurance programs for child welfare services. The components are based on federal requirements, national standards, and child welfare research. Five steps are described: select outcomes and standards, integrate quality assurance goals and procedures throughout the agency, collect data about outcomes, analyze data, and improve systems as indicated by evaluation findings. Specific topics include the role of the quality assurance system in the Child and Family Services Review process, communication of quality assurance practices, and staff participation in analysis. The manual describes each step of the quality assurance system and reviews the tasks.

Public Voices And Public Policy: Changing The Societal Discourse On "Welfare", Vicki Lens

Much of the public discourse on welfare reform is subjective and value laden, a composite of socially constructed stories and myths that support the dominant ideology. This article reports on a study that examines the language used by government officials, poverty experts, advocates and others to discuss welfare reform. Statements made about welfare reform were extracted from the Washington Post and the New York Times and analyzed using qualitative content analysis. Dissecting the public language of welfare provides insight into how prevailing ideologies are communicated and reinforced, and how they can be changed.

Collaborative groups -- loosely defined as groups of people working together to achieve a common purpose and share resources – are emerging in Idaho and around the West.ⁱ Collaborative groups often form where there are intense and complex conflicts over natural resource management. Often these conflicts spin off into lawsuits, lost jobs and frequently, fractured community relationships. Many people are turning to each other, believing “there has to be a better way.”

The team arrived in the local, approximately 10:40, and tried to park the vehicles in the usual parking area. The right rear of the truck set off an AT mine. The truck was projected to approximately 7 metres high. In the same time five occupants at the back of the truck were projected violently due to the blast effect. [Nine named victims were recorded in the Demining group’s accident spreadsheet, from which I infer that four were in the cab.] Six victims were listed as having suffered no injury.

The Managers turned off the track and drove up to the fence. In doing so they drove straight through the minefield followed by the victims in their vehicle. The lead vehicle drove through three or four rows of VS1.6 anti-tank mines. The following vehicle, with the office staff and the only vehicle radio, activated a VS1.6 anti-tank mine as it followed.

The notion of religion being introduced in a public school setting is a controversial and socially divisive topic. When the church encroaches on the state's domain, courts are called upon to adjudicate the matter as a constitutional issue. If public schools impose religion on students, courts invoke the Constitution's Establishment Clause, which states: "Congress shall make no law respecting an establishment of religion."

Many states, Nebraska included, have been actively developing programs to promote competitive employment for persons with disabilities. Buy-In programs (enabling persons with disabilities with increased earned income to continue to Medicaid eligibility) have become a keystone program in states’ efforts. States are implementing Buy-In programs (and related programs and supports) not as welfare programs, but as programs that help states make productive use of all of their human capital resources. In the immediate aftermath of September 11, President Bush stated that the perpetrators of the deed would be brought to justice. Soon afterwards, the President announced that the United States would engage in a war on terrorism. The first of these statements adopts the familiar language of criminal law and criminal justice. It treats the September 11 attacks as horrific crimes—mass murders—and the government’s mission as apprehending and punishing the surviving planners and conspirators for their roles in the crimes. When first established by the Slovenian government in March 1998, ITF was to assist Bosnia and Herzegovina in solving its landmine problem, and help surviving landmine victims with physical-social rehabilitation and reintegration. However, as BiH was not the only country in the region affected by landmines (see Mine and UXO threat in SE Europe), it was only fair to spread its operations to all other mine-affected countries in SE Europe as well. Presently, ITF is working in Albania, Bosnia and Herzegovina, Croatia, Macedonia and Serbia and Montenegro.

JMU's Mine Action Information Center (MAIC) held a workshop on May 13-14, 2002 to examine issues related to landmine victim data collection. The U.S. Department of State, Office of Humanitarian Demining Programs was the sponsor of the two-year long casualty database project conducted by the MAIC, of which the workshop was the culminating phase. Based on its research and the workshop activities, the MAIC has developed a list of "action items" which it recommends to improve the collection and management of landmine casualty data. That list immediately follows this executive summary.
