An Internal Examination And Evaluation Of The Nebraska Health And Human Services System Delivery Of Personal Assistance Services (Final Report), Jamee K. Wolfe, Lachelle Bailie
University of Nebraska Public Policy Center: Publications
In 2001, the Nebraska Health and Human Services System (HHSS) applied for and received a one-year, transitional Medicaid Infrastructure Grant, provided for by the Ticket to Work and Work Incentives Improvement Act of 1999 (TWWIIA). In 2002, HHSS applied for and received an additional three years of funding (through 2004). This combined funding allowed Nebraska to support research that examines how the opportunities for people with disabilities to engage in competitive work could be improved.
Personal assistance services (PAS) are a currently underutilized, but in many cases, necessary work support for people with disabilities. With TWWIIA funding, HHSS determined that …

The Severe Duty Vegetation Shredder Technical Testing Of Capability, Christopher Wanner
Global CWD Repository
The Severe Duty Vegetation Shredder (SDVS) is designed to safely remove this obstacle to demining by opening up the general accessibility of a mined area, reducing the impediments to sweeping with hand held mine detectors, improving the deminer’s visibility of the threat, reducing the risk to the deminer by eliminating the hazardous process of going into the minefield on foot to clear brush, and by reducing the need for hauling away residual cut vegetation. The SDVS was designed and built by Israel Aircraft Industries Ramta Division. The prototype unit was delivered in December 2001 and a variety of tests were …

Evaluates project to develop a sustainable program to provide orthopedic assistance to Mozambicans disabled by civil war and its lingering after effects -- landmines. Evaluation covers the period 1998-4/02. The Effects Of Parent Care And Child Care Role Quality On Work Outcomes Among Dual-Earner Couples In The Sandwiched Generation, Angela Rickard
The Effects Of Parent Care And Child Care Role Quality On Work Outcomes Among Dual-Earner Couples In The Sandwiched Generation, Angela Rickard
Dissertations and Theses
Research has shown that more men and women are occupying multiple roles as employees and caregivers to a child or an elder. The proliferation of women in the U.S. workforce since the 1960's has resulted in a “typical” American family that no longer consists of an employed father and stay-at-home mother, but rather one in which the father and mother both work outside the home. Indeed, the “dual-earner” family is the dominant family form in the U.S. today and into the foreseeable future. The aging and increased longevity of the American population, coupled with changes in the level and timing …

The Paradox Of Public Authorities In Massachusetts: Massport And Masspike, Richard A. Hogarty
New England Journal of Public Policy
This case study provides historical context and fresh perspectives for those seeking to understand the ways in which independent authorities operate in Massachusetts. More specifically, it examines the controversial performances of two separate authorities that deal with transportation problems. One involves a failure to detect terrorists breaching security at Logan Airport; the other entails a bitter dispute that arose over the delay in raising tolls on the turnpike to pay for the Big Dig project. With both in mind, this study describes the countervailing pressures that converge on the executive branch of state government as it confronts the prospect of …

Symbolic Closure Through Memory, Reparation And Revenge In Post-Conflict Societies, Brandon Hamber, Richard A. Wilson
Research Papers
Countries going through democratic transition have to address how they will deal with the human rights crimes committed during the authoritarian era. In the context of amnesty for perpetrators, truth commissions have emerged as a standard institution to document the violent past. Increasingly, claims are made that truth commissions have beneficial psychological consequences; that is, that they facilitate 'catharsis', or 'heal the nation', or allow the nation to 'work through' a violent past. This article draws upon trauma counseling experience and anthropological fieldwork among survivors to challenge these claims in the context of the South African Truth and Reconciliation Commission. …
