The Effects Of Organizational Factors On The Performance Of Federal Foia Implementation, Hyuckbin Kwon

The study aims to identify organizational factors that influence the performance of implementation of the U.S. Freedom of Information Act (FOIA) and to investigate the strength and direction of their effects. Although FOIA is a critical statute to promote right to know and democratic accountability, its implementation by federal agencies has been frequently criticized for delay of information disclosure and a large backlog of unresolved requests. This exploratory study can be considered one of first academic efforts to analyze the relationship between organizational factors and the performance of FOIA implementation using empirical methods. Like many other controversial social issues, same-sex marriage has followed the ebb and flow of the political stream for almost 30 years in the United States. What pulled this policy issue out of the policy stream and placed it front and center in the public's mind were the actions of a handful of local officials who, in the winter of 2004, acted against the status quo and instituted public policies in favor of same-sex marriage. The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 gives states wide latitude to institute eligibility rules for welfare payment, set welfare payment amounts and decide on the income threshold that trigger welfare payments under the Temporary Assistance for Needy Families (TANF) program. Do recipients shop around for the best deal by migrating to a state with higher benefits and liberal eligibility rules in the post-welfare reform era? This dissertation is an empirical analysis of a government policy tool--registry of civil society organizations--targeted toward civil society, how civil society and nonprofit organizations respond to the policy tool, and how it influences the development of civil society. The theoretical framework is based on concepts from literature on mapping civil society, policy studies, nonprofit studies, and development studies. The analysis is based on data collected through administrative and legislative documents and 82 interviews with nonprofit leaders in Ecuador and Colombia, South America.

Research on the structure and distribution of power in the United States has focused mostly on the relative power of business, and has largely neglected the nonprofit sector. This is despite evidence that points to the emergence and growth of large-scale, bureaucratic, and elite-led nonprofit organizations. When the political role of the nonprofit sector has been examined, it has come predominantly from two sets of literature: the civic engagement/social capital tradition or the interest group tradition. Development in the urban and metropolitan context continues to be a vibrant area of scholarship and debate in the social sciences. This study continues and augments this research by examining two overarching issues: first, how development at the local level is impacted by fragmented political structures and inter-municipal relations, and second, the extent to which local, non-profit organizations and state agencies whose policies involve land-use planning and environmental conservation, are addressing issues of uneven- and parochial-centered development as a by-product of political fragmentation.

Residence restrictions are one of the most recent, and most controversial, public policies seeking to protect community members from registered sex offenders (RSOs) reentering society following incarceration. Residence restriction policies prohibit RSOs from living within a given distance of certain places where children might gather (e.g., schools, daycares, parks, and playgrounds). In doing so, the expectation is that RSOs will have a harder time finding and approaching young children whom they can sexually assault, thus driving sexual recidivism rates down. Fiscal decentralization has generated enormous interest in the past two decades. Despite some remaining skepticism regarding fiscal decentralization, many countries have adopted various forms in an effort to improve public service quality. The primary objectives of this dissertation are to understand fiscal decentralization in unitary countries, to gain information about the role of the equalization program in local finances, and to investigate local financial accountability issues in a unitary country. Government agencies are continually challenged to find ways to improve the implementation of public programs in order to serve the needs of citizens and deliver public value. Governments around the world have adopted performance-related activities, primarily focused on the development and use of performance measurement as a major way to achieve these improvements. However, research to-date has focused predominately on managerial use of performance information for decision making and has narrowly defined the nature of information and knowledge. Theorizing and problematizing the relationships and impacts of information and knowledge on public organizations and public management are needed.

In the United States, drug-free substance abuse treatment programs generally operate under an abstinence-only, disease model based service orientation. Citing several reasons, critics suggest disease model approaches hinder client utilization and retention within such services. The framework of harm reduction offers an alternative approach to substance abuse treatment services and may have potential for improving utilization and retention outcomes. Background & Purpose: Employee's turnover in child welfare agencies negatively influences remaining employees, clients, and organization itself as well as losing skilled or trained employees. For example, employee's high turnover tends to be cyclical, in that high turnover gives additional workload burden to remaining employees and causes lack of continuity of services for vulnerable children and families. Moreover, child welfare agencies have to bear financial costs, including hiring and training.
