Adults in 487 Milwaukee households were interviewed in late Fall of 1993 to solicit information on central city residents employed or seeking jobs, the education and training background of workers and job seekers, perceived barriers to employment, and the availability of health insurance for Milwaukee families. The survey was conducted in English and in Spanish. The labor force status of central city residents, rather than a fixed condition of permanent employment or unemployment, represents a highly fluid situation. To address the need for information on local labor market needs, the City of Milwaukee, Milwaukee Area Technical College, Milwaukee Metropolitan Sewerage Commission, Private Industry Council of Milwaukee County and the University of Wisconsin-Milwaukee joined together in a unique partnership effort to survey businesses in the metropolitan area and to improve planning for employment of Milwaukee residents. In 1986 the Wisconsin Legislature authorized the Department of Health and Social Services to implement pilot programs to test the effectiveness of two approaches aimed at reducing AFDC (Aid to Families with Dependent Children) dependency and increasing the economic self-sufficiency of Wisconsin families. Two types of county level programs were established: a Work Experience and Job Training program (WEJT) to test the effectiveness of a “workfare” requirement combined with an extensive array of services, and a "workfare" program (called the Community Work Experience Program, CWEP) which would require county AFDC recipients to participate in unpaid community service jobs.
